06-11-2009 CRV Las P E O P L E N E L P I N G P E O P L E AIRPORT ADVISORY BOARD MEETING City of Las Cruces, New Mexico June 11, 2009 Members Present: Bill Squires, Fred Fusselman, Doug Lashley, Randy Ranels, Ross Palmer, Joe Beck Members Absent: Tom Ferguson Others Present: Lisa Murphy, Airport Manager; Jim Rosell, AOPA, Hal Kading, Southwest Aviation, Bill Stein, tenant. Chair Bill Squires called the meeting to order at 12 01 p m in the Airport Conference Room, and a quorum was noted MINUTES The first order of business was to approve the minutes of the April 9, 2009 Board meeting Mr Beck moved, seconded by Mr Palmer, to approve the minutes as submitted, motion carried unanimously ANNOUNCEMENTS None UNFINISHED BUSINESS. None REPORTS Airport Manager's Report: Mrs Murphy read the following Manager's Report: Groundwater Discharge Permit: We are almost in compliance, the last hold-up is having the proper risers installed on existing septic tanks that are under paving, which is very expensive However, I have worked closely with NMED and we are still considered current in our obligations Runway 12-30 Reconstruction Bids for the Runway 12-30 Reconstruction Project were to be opened on May 28, but as only one bid was received, the bid opening date was extended to June 3 On the 3rd, six bids were received, and the lowest compliant bidder was J.A.R Concrete, Inc , of EI Paso Texas with a bid of$9,045,916 59 What is very exciting is that we will be getting a concrete runway, which is considered superior due to its durability and lower maintenance costs We plan to award the contract to J.A.R. Concrete at the June 22 City Council meeting The preconstruction meeting is scheduled for June 24, as is an airport users/tenants informational meeting Control Tower Environmental Assessment: Robert Madison, the FAA employee who is responsible for reviewing the Environmental Assessment, came to the airport last month to do an on-site evaluation of the control tower site After Mr Madison completes his report, AIRPORT ADVISORY BOARD MEETING MINUTES —JUNE 11, 2009 Page 2 it has to be reviewed by other FAA lines of business, and I am not sure how long that will take City Council Items City Council presented a proclamation in support of the Thunder on the Rio Grande air show at their May 18 meeting and awarded a contract for bidding and construction services for Runway 12-30 to Delta Airport Consultants, Inc , at their May 26 meeting I hope to award the contract for the Runway 12-30 construction to J.A.R Concrete on June 22, which will allow us to meet very tight and accelerated grant deadlines Air Show- The air show was great! Performers included Melissa and Rex Pemberton (aerobatics and skydiving), Tim Decker (aerobatics), Kyle Franklin (aerobatics and wing walking), Dan Buchanan (hang glider) and Paul Stender with his jet-powered school bus and outhouse NMSU estimated that about 6-7,500 people attended over the two days, and everyone we spoke to enjoyed it immensely I hope this becomes an annual event. Fire Station 7 The Las Cruces Fire Department is applying for an ARRA "Assistance to Firefighters Fire Station Construction" grant that would allow them to build Fire Station 7, which would serve the airport as well as the West Mesa Industrial Park. This would be good, as the airport would have ARFF-trained fire fighters on-site, and we would also have a proper facility in which to keep the new crash truck. NEW BUSINESS None PUBLIC COMMENT AND DISCUSSION ITEMS Mr Ranels expressed concern that the concrete be properly installed, and the work supervised on the Runway 12-30 Reconstruction Project. There were brief discussions on ARRA (American Recovery and Reinvestment Act) grants, the Spaceport, the resignation of Tom Ferguson, and not holding meetings when there wasn't any business to conduct. A brief update was given on the CID (Construction Industries Division) building code situation at the airport.
