04-09-2009 Ci1v Las P E O P L E N E L P I N G P E O P L E AIRPORT ADVISORY BOARD MEETING City of Las Cruces, New Mexico April 9, 2009 Members Present: Randy Ranels, Ross Palmer, Tom Ferguson, Joe Beck Members Absent: Bill Squires, Fred Fusselman, Doug Lashley Others Present: Gil Jones, City Councillor; Lisa Murphy, Airport Manager; Susan Pfeiffer, Recording Secretary; Scott Breckner, NMSU — Special Events, Steve Landeene, NM Spaceport Authority; Leon Billstone, EAA, Jim Rosell, AOPA, Hal Kading, Southwest Aviation, Dave Schuhmann, EAA. Vice-Chair Mr Ferguson called the meeting to order at 12 13 p m in the Airport Conference Room, and a quorum was noted at 1 00 p m MINUTES The first order of business was to approve the minutes of the March 12, 2009 Board meeting Mr Palmer moved, seconded by Mr Beck, to approve the minutes as submitted, motion carried unanimously ANNOUNCEMENTS Vice-Chair Mr Ferguson reminded the board members to contact the Airport office if they were not going to be able to attend a meeting PRESENTATION Update on Spaceport: Mr Steve Landeene, Spaceport Authority Director, showed a video of the lunar lander contest held this year at the Las Cruces International Airport during X Prize He stated that the Armadillo Aerospace Team won out over the True Zero Team and was awarded $350,000 in prize money Mr Landeene stated that the Spaceport is thinking about building lunar pads at their facility, and will be required to have safety block areas for their operations He reported that the Spaceport is moving forward with the construction phase on building roads to access the Spaceport. Mr Landeene said that they have asked for federal stimulus money, but have not heard back yet on their request. He stated that they are using Albuquerque and EI Paso right now for commercial flight, and would like other New Mexico Airports to be able to handle commercial flights Mr Landeene stated that they are working on a MOU (Memorandum of Understanding) with the City of Las Cruces to develop Aerospace Industry He mentioned that the Spaceport does have bonding capability, and that they would still like to build a facility here in our Aerospace Industrial Park Mr Landeene reported that they are working with Santa Fe to go out for bids for construction of the runway at the Spaceport, and that they should have design drawings by the end of the month He stated that the one element that is still in detail design is the terminal hangar facility which is very unique, and should be completed by the end of the month He said that they have a meeting scheduled for the design teams AIRPORT ADVISORY BOARD MEETING MINUTES —APRIL 9, 2009 Page 2 to come back in and move them into construction drawings so that they can put them out to bid, that is the critical task for the Spaceport being ready by the end of 2010 Mr Billstone asked if Mr Landeene knew how much income they will need to operate the Spaceport. He responded that they first had to figure their infrastructure and operating costs, and would base their land rent, hangar facility rent, and user fees upon that figure He stated that Virgin Gallatic is going to be paying them $200-250 million over the next 20 years to operate there, and that they are talking to numerous companies about using their facilities He said that the State's investment is $200 million, and the return on that investment will be in terms of economic development, i e , jobs created, tourism, and companies moving here to build and operate their business Update on Air Show- Mr Scott Breckner stated that he met with the Deputy Chiefs of the Fire and Police Departments and Mrs Murphy this week to discuss Air Show issues He reported that he has not heard back from the FAA on the forms that they have sent in Mr Breckner said that NMSU staff came out to the Airport on Tuesday to do a walk-around of the areas to be used during the air show He announced that NASA will be bringing aircraft for static display, and will be parking them on the east ramp He stated that Nassau will also have two (2) astronauts present each day to speak with the public Mr Breckner reviewed the performers under contract and stated that they would be coming into town on Wednesday and Thursday (May 27-28), and that Friday, May 29, would be media day He stated who the partnership sponsors' were, and reported on their advertizing efforts UNFINISHED BUSINESS None REPORTS Airport Manager's Report: Mrs Murphy read the following Manager's Report: FAA Inspection- Our annual FAA Part 139 inspection will occur next week, April 13, 14 & 15 We will have a new inspector this year so we are not sure what to expect. The inspector will look not only at the runways and taxiways but also at the fueling agents, airport recordkeeping, and the fire department's ARFF response Groundwater Discharge Permit: The work on getting the airport septic tanks into compliance with the groundwater discharge permit is continuing Runway 12-30 Reconstruction We unexpectedly received ARRA funding in the amount of $11 378 million to do the entire Runway 12-30 reconstruction project. This funding is at 100%, meaning that no local or state match will be required Since this won't cover the entire cost of the project, which is estimated to be $15 million, we are expecting a supplemental AIP grant of approximately $4 million to allow the project to be completed The $4 million will require a 2 5% local match This project will go out to bid on April 26, a contract should be awarded in mid-May and construction should begin in July AIRPORT ADVISORY BOARD MEETING MINUTES — APRIL 9, 2009 Page 3 Control Tower Environmental Assessment: Still no word from FAA. Again, this is held up in the review process on the FAA side Rocket Racing League The Rocket Racing League did not receive the expected $3 million from the State legislature As of now City staff does not know what RRL's intentions are with regard to their remaining airport lease parcels, but I do know that the Economic Development Agreement for the West Mesa Industrial Park property expired on March 1 City Council Items City Council approved the Runway 12-30 design grant acceptance at the March 16 Council meeting The Kentosh lease extension was postponed due to the unexpected death of Mr Kentosh on March 15 Council will consider the Runway 12-30 economic stimulus grant acceptance at their April 20 meeting New Sewer Line Surveying work has started on the new sewer line (which will run along the east side of Crawford Boulevard and the north side of Gasoline Alley) Construction is expected to start sometime in the fall of this year Air Show- "Thunder along the Rio Grande" will be held at the airport on May 30-31 Scott Breckner will be making a presentation today Airport Manager's Association A meeting of the New Mexico Airport Manager's association will be held next Friday, April 17 1 hope to attend as the ARRA funding will be discussed NEW BUSINESS Kentosh Assignment of Lease Following Mrs Murphy's review of the issues involved with the Kentosh Assignment of Lease, Mr Ranels moved, seconded by Mr Beck, to recommend approval of the assignment of the Kentosh Lease to his proper heir, Mrs Kentosh, and the extension of lease terms, motion carried unanimously PUBLIC COMMENT Mr Billstone asked why the Utility Department Engineers did not design the sewer lines to go to the east hangar area since the lines will be going down Gasoline Alley Councillor Jones said that he would check into it, and get an answer for Mr Billstone Mr Billstone asked that the Airport staff notify him on airport issues and news, so that he can pass along the information through the EAA Newsletter and e-mail list to airport tenants, EAA members, and other transient pilots who use our Airport. Mrs Murphy stated that we do send out notices via e-mail to airport tenants and board members on issues that will affect them, or that they need to know about.
