05-26-2009 PARKS AND RECREATION ADVISORY BOARD MEETING May 26, 2009 1 The Parks and Recreation Advisory Board Meeting was held on May 26, 2009, at the 2 WIA Building at 340 N Reymond Street, Las Cruces, New Mexico 4 PARKS & RECREATION ADVISORY BOARD MEMBERS PRESENT 5 Mr Gerald Saige, Mr Isaac Chavez, Mr Eli Guzman, 6 Ms Alice Ward, Mr Frank Carril and Ms Aphrus Travers 7 MEMBERS ABSENT Mr Kirk Clifton 8 OTHERS PRESENT Mr Robert Caldwell, Acting Recreation Administrator, Mr 9 Ted Novack, Project Manager, and Ms Renee Waskiewicz 10 and Mr Kevin Armstrong of the Las Cruces Dog Park 11 Coalition 12 13 Meeting was called to order at 7 00 pm 14 15 Mr Saige began the meeting with a reminder that we must stick to items on the agenda 16 He said that items have been added too late and only the items on the agenda will be 17 discussed 18 19 Mr Chavez asked how much time is required prior to the meeting for items to be 20 submitted 21 22 Mr Caldwell answered that one week's time is appropriate, but exceptions can be 23 made 24 25 Mr Chavez reminded Barbara to work on getting notes posted on the website 26 27 Mr Carril said that in reading the reports at the back of the packet he would like staff to 28 start putting dates on the upcoming events 29 30 1 Introductions 31 32 A. Board Members introduced themselves and stated the district they represent. 33 34 II Approval of Minutes —There were no corrections to the April 28, 2009, meeting 35 notes Mr Chavez motioned to approve the minutes Mr Carril seconded the motion 36 Motion passed 5-0 (Ms Travers abstained from the vote because she was not present 37 at the April 28, 2009, meeting) 38 39 Mr Gerald Sage voted YES Ms Alice Ward voted YES 40 Mr Isaac Chavez voted YES Mr Frank Carril voted YES 41 Mr Eli Guzman voted YES 42 43 44 1 1 III New Business 2 3 A. New Off-Leash Dog Park Naming -ACTION 4 5 Mr Ted Novack presented a list of names for consideration The three names at the 6 top of the list that received multiple votes are Bark Park (4), Paws Park (3), Pluto Park 7 (2), several other names on the list only received one vote 8 9 Mr Chavez stated that he posted a blurb on face book and received 15 to 20 responses 10 and got some negative feedback on Paws Park because it is too similar to Paz Park. 11 Other responses were that the Bark Park is also negative because dogs are not at the 12 park to bark. 13 14 Ms Renee Waskiewicz said that members of the Las Cruces Dog Park Coalition would 15 like the park named Las Cruces Dog Park. 16 17 Mr Chavez asked if the Las Cruces Dog Park Coalition had participated in the City's 18 request to call in with votes for the naming 19 20 Mr Kevin Armstrong said they also had a website that they received 20 votes for Las 21 Cruces Dog Park, and as of last weekend 10 more votes had been posted 22 23 Mr Carril asked what the City thinks about the name being recommended by the group 24 25 Mr Caldwell said that the City is just following the recommendations made on the 26 memo being presented by Mr Mark Johnston, Parks Administrator, who was ill and 27 unable to make the meeting 28 29 Mr Carril asked where the City came up with the names presented 30 31 Mr Novack said that names came from phone calls and from emails residents made to 32 his office He stated that these were not staff recommendations 33 34 Ms Travers said that she had family from out of town this weekend and they discussed 35 the dog park. She said that they said being from out of town and looking for a dog park 36 they would be asking for the Las Cruces Dog Park. 37 38 Mr Saige asked how the Board felt about the name not on the list being recommended 39 40 Mr Chavez said that after hearing what the Coalition and members of Ms Travers' 41 family from out of town had to say; he thinks naming the park Las Cruces Dog Park 42 would be a good choice 43 44 Mr Carril asked how the City went about soliciting input from the public 45 46 Mr Novack answered that news releases were put out. 2 I Mr Chavez moved that the recommendation from the Parks and Recreation Advisory 2 Board to City Council be to name the park Las Cruces Dog Park. Ms Travers 3 seconded the motion Motion passed 6-0 4 5 Mr Gerald Sage voted YES Ms Alice Ward voted YES 6 Mr Isaac Chavez voted YES Mr Frank Carril voted YES 7 Ms Aphrus Travers voted YES Mr Eli Guzman voted YES 8 9 Mr Kevin Armstrong asked to address the Board on issues at the new dog park. 10 He said that there is no ground cover He said a dog was cut by wires used to stabilize 11 the trees and had to have stitches because of the injuries He said another dog was 12 hurt because of the glass and metal on the ground 13 14 Mr Novack said that the area has been cleaned significantly since construction started 15 and hopefully within time it will be clear of all that debris 16 17 Mr Novack said that Mr Mark Johnston, and Ms Cathy Mathews, Landscape Architect, 18 are working on the ground covering now and expect completion very soon 19 20 Mr Armstrong asked what was going to happen to the old dog park. 21 22 Mr Caldwell answered that as discussed at the last meeting the park is reverting back 23 to a regular park and unleashed dogs will not be allowed in the park. 24 25 Mr Armstrong stated that City staff needs to remove signage and double doors at the 26 old park so that the public knows this is no longer a dog park and can't let their dogs run 27 without a leash 28 29 30 IV Reports 31 32 A. Parks Management and Recreation Section Reports for April 2009 33 34 The Board had several questions on the reports 35 36 Ms Travers asked if classes weren't held in the Therapeutic section why wasn't the 37 reason stated 38 39 Mr Chavez asked what "Hold" meant on the ICIP reports 40 41 Mr Novack answered that "Hold" could mean on hold due to funding changes or design 42 changes 43 44 Ms Travers asked what Blue Stakes meant? 45 3 I Mr Caldwell answered that it means marking of utilities so you don't hit lines when 2 digging 3 4 Mr Novack reminded the Board of the Grand Opening of the Desert Trails Community 5 Park on May 28, 2009 at 2 00 pm 6 7 Mr Caldwell reminded the Board of the East Mesa Bataan Memorial Pool Grand 8 Opening on May 29, 2009 at 10 00 am 9 10 ADJOURNMENT 11 12 With no further business, Mr Saige adjourned the May 26, 2009 meeting at 7 46 pm 13 14 15 16 r 17 Barbara Gomez, Recording lf4cretary Gerald Saige, dhair P&R Board 18 19 4
