01-14-2010 LiO Ci1vof P E O P L E N E L P I N G P E O P L E AIRPORT ADVISORY BOARD MEETING City of Las Cruces, New Mexico January 14, 2010 Members Present: Bill Squires, Randy Ranels, Ross Palmer, Anthony Levatino, Doug Lashley Members Absent: Joe Beck, Fred Fusselman Others Present: Gill Sorg, City Councillor; Lisa Murphy, Airport Manager; Susan Pfeiffer, Airport Administrative Assistant; Michael Harris, Delta Airport Consultants, Klaus Kemmer, City Utilities, Russell Dent, tenant; Bill Madden, WAM Inc., Marty Ditmore, tenant; Bruce Kading, tenant, Gene Kennon, guest; Aldo Magana, Adventure Aviation, Ed Lindsay, citizen, Klaus Wittern, PCS, Hal Kading, Southwest Aviation, Leon Billstone, EAA. Chair Bill Squires called the meeting to order at 12 00 noon in the Airport Conference Room, and a quorum was noted MINUTES The first order of business was to approve the minutes of the December 10, 2009 Board meeting Mr Palmer moved, seconded by Mr Lashley, to approve the minutes as submitted, motion carried unanimously ANNOUNCEMENTS AND INTRODUCTIONS None UNFINISHED BUSINESS None REPORTS Airport Manager's Report: Mrs Murphy read the following Manager's Report: Runway 12-30 Reconstruction Runway 4-22 has been reopened and now work is taking place at the approach end of Runway 30, resulting in a 1,029 displaced threshold for Runway 26 Project Representative Mike Harris will present a full progress report at today's meeting Control Tower Environmental Assessment: The consulting firm has prepared responses to FAA's comments on the control tower environmental assessment and we hope to get a final approval from FAA soon The procurement process for the control tower design work is currently underway AIRPORT ADVISORY BOARD MEETING MINUTES — JANUARY 14, 2010 Page 2 City Council Items City Council approved a land lease amendment to increase the term of the Mathews land lease from 20 to 30 years at their January 4 meeting They will consider the Haines request for a new land lease for Parcel 11 at their January 19 meeting Hangar Parties and Events I would like to remind all tenants that if they are planning to have events such as parties in their hangars to please let airport management know This way we can ensure that caterers, guests and event workers are able to safely get to the hangar location and do not accidently stray on to active airfield areas Surveillance Broadcast Systems Tower- Surveying is underway for the SBS tower Construction is expected to begin in March or April, and apparently the construction process takes about 30 days Budget: The City's FY 2010-2011 budget process is underway I do not expect there to be any substantial changes in the airport's operating budget this year As for capital improvement items, we will know something from FAA this summer Airport Firewall Issue While the New Mexico Municipal League has submitted a Resolution to the State Legislature urging that the International building Code be amended to reduce the separation requirement, it will not be considered for action this legislative session However, the issue is not dead and perhaps next year something can be done about the code issue I have spoken to Fermin Aragon at Construction Industries Division recently about this matter and got nowhere, saying that the matter was still being studied Runway 12-30 Progress Report: Mr Mike Harris, Project Manager, gave a progress report on the Runway 12-30 Rehabilitation Project. He stated that Runway 8-26 now has a displaced threshold, and Runway 4-22 has been re-opened with a functional intersection, and that a minimal amount of markings have been done on that runway due to the asphalt having to cure Mr Harris reported that Runway 4-22 will be closed again in March for three or four days for joint sealing and grooving He stated that the temperatures are still causing some problems and delays in working Mr Harris stated that the contractors are starting to work in Area "D", and that they have 60 days to complete that work. He said that they will meet the April 15th date to complete the project. In closing, Mr Harris reported that the Department of Labor was out this week doing and audit of the project. NEW BUSINESS Solid Waste Fees Mr Klaus Kemmer, City Solid Waste Administrator, reviewed the solid waste audit that was taken at the Airport to come up with what kind of containers were needed, and who should pay for them Several of the airport tenants stated that they did not generate hardly any solid waste, but were not opposed to paying the nominal charge of five dollars a month for service Following a brief discussion with airport tenants and businesses, Mr Kemmer stated that he would get with PSL to see if they should have a dumpster of their own Mr Levatino moved, seconded by Mr Ranels, that the Airport AIRPORT ADVISORY BOARD MEETING MINUTES — JANUARY 14, 2010 Page 3 should be charged for the dumpsters at the east end of the airport, and then charge the hangar tenants $60 00 per year on their land rent invoices, motion carried unanimously OTHER ITEMS OF INTEREST AND PUBLIC COMMENT None With no further business to conduct, it was moved, seconded, and passed to adjourn the meeting at 12 52 PM Ch Recording S re
