07/01/1986 TRANSIT ADVISORY BOARD MINUTES OF THE MEETING OF JULY 1, 1986 The scheduled meeting of the Transit Advisory Board of the City of Las Cruces was held on Tuesday, July 1, 1986, 7:00 p.m. in the City Council Chambers of the Municipal Building. MEMBERS PRESENT Gerald Scott Scott Crews Ruth S. Jones Salomon Perez Jacob Ribald Hugo Stefani MEMBERS ABSENT Joseph C. De Baca ALSO PRESENT Ray Peterson, Transit Director Dale Kemp, Transit Assistant Mary C. Altamirano, Clerk/Typist Barbara Pardo, Marketing Coordinator Earl Torres, Lead Bus Driver Jim Ericson, Principal Planner for CLC, MPO Officer A quorum was present The meeting was called to order by Ray Peterson, Transit Director, who stated that this meeting would be conducted according to Robert's Rules of Order. If any member of the public has a comment or question, they will state their name so that comments may be entered into the permanent records of these proceedings Each person will be recognized only once on each issue. Any person adversely affected by a decision of this meeting must file a written appeal stating the grounds for the appeal to the City Council within 15 days of the meeting. MINUTES OF THE JULY 17, 1986 MEETING were approved as written. According to the City Ordinance, the seven appointed mambers of the Transit Advisory Board are to draw lots determining the length of their initial term. This was done and the following terms were designated: TTAD YEARS Gerald Scott ONE YEAR Ruth S. Jones Scott Crews Salomon Perez Hugo Stefani Joseph C. De Baca Jacob Ribald Election of Officers resulted in the following merbers to serve the first year. Chairman Gerald Scott Vice Chairman Scott Crews Secretary Ruth S. Jones HOLIDAY POLICY Road RUNNER Transit will observe the following dates as holidays with no service: New Year's Day, July 4th, Thanksgiving Day, Christmas Day. Memorial Day, Labor Day, Christmas Eve, and some of the other working holidays will run on abbreviated schedules. UPDATE ON HANDICAPPED SERVICE Wheelchair lifts such as those used by Seattle, require very high maintenance costs. Transit Director explained start up procedures for the new service. OTHER BUSINESS PSI was awarded the cleaning contract. Requests for proposalswent out for the marketing program. Three proposals have been received so far . Award date is August 1, 1986. The Transit Advisory Board will meet the last Tuesday of the month The meeting will be held at 7.00 p.m. at City Hall. Items for discussion need to be in the office Wednesday before the meeting. For information call the office at 525-2500. Operting Contracts for the County and NMSU need to be reworked. Also, hours of operation for the Aggie Shuttle will be discussed. Scott Crews discussed the possibility of conflict of interest. Mr. Crews was informed that he can bid on any Road RUNNER contract. Mr Crews can not use inside information to his advantage when bidding on contracts. Should Mr. Crews be awarded a contract he will need to resign his position on the board. Transit Director is investigating using Exxon Overcharge monies for marketing campaign. The next meeting will be July 29, at 7:00 p.-m. The meeting was adjourned at 8:16 p.m.
