02-09-2016CITY ART BOARD MEETING February 9, 2016 The City Art Board met on Tuesday, February 9, 2016 at 10:00 a.m. Las Cruces Parks and Recreation Conference Room, 1501 E. Hadley, Las Cruces, New Mexico 88004. CITY ART BOARD MEMBERS PRESENT: Ms. Catherine Brenner, Mr. John Northcutt, Mr. George Griffin, and Ms. Susan Frary. ABSENT: Mr. Ricardo Gonzales, Ms. Josephine Morillo (Approved Absence), and Ms. Kathleen Squires (Approved Absence) OTHERS PRESENT: Mr. Robert Caldwell, City Art Board Liaison, and Ms. Marina Montoya, Recording Secretary Meeting was called to order at 10:08 a.m. by Chair Mr. George Griffin. He recognized a quorum. I. Approval of Agenda Mr. Northcutt moved to approve the agenda. Seconded by Ms. Brenner. Motion passed. II. Approval of January 12, 2016 Meeting Notes Ms. Frary asked to add "Ms" to her name under members present. No Motion to approve the meeting notes of January 12, 2016. III. Public Art Master Plan Discussion Mr. Griffin updated the Board on the Public Art Master Plan regarding the project's funding and planning. The Executive Committee met with Dr. Christina Medina, Associate Professor, NMSU. Discussion using NMSU Master in Public Administration Program for an outline of the master plan. Another meeting is anticipated in the future. Dr. Medina will also be talking with her colleagues to see what other input they can bring to the process. Mr. Caldwell added that Ms. Liz Vega with Community and Cultural Services Department is researching the process involved with internships, to assist the board in a staff function or to coordinate a master plan. Parks and Recreation Department has committed to funding the Master Plan. IV. Staff Report ❑ Laabs Pool Mural Mr. Caldwell provided to the Board a summary of the proposed mural for Laabs Pool that will be coordinated by staff as an activity. The Parks and Recreation Department is proposing a mural for the interior walls of Laabs Pool. It will be created and painted by staff and participants prior to opening of the pool. The concept for the mural will be non- objective, very organic and done in a series of colors reflective of water and waves. ❑ Castaneda Building Trombe Wall Mural Mr. Caldwell provided the Board with information regarding a proposed mural on the Castaneda Building Trombe wall. The Trombe wall functions as a heating source through a green energy technology. The mural concept takes all architect recommendations into account regarding color palette and basic theme of the design. The project with also be a staff and participant activity. ❑ Council Work Session Preparation Mr. Caldwell provided a handout from Mr. Griffin on the upcoming City Council work session on March 28, where City Art Board updates, accomplishments and future endeavors will be presented. The handout provided an outline of the information that will be used to develop the presentation. If anyone has comments please submit to Mr. Griffin and he will submit those to Mr. Caldwell. Some visuals will also be added. ❑ East Mesa Public Safety Campus Prospectus Mr. Caldwell stated that the prospectus is done and is ready to move forward. Mr. Northcutt had the training provided by CaFE for Administrators. One final thing is to determine an email address/URL that will be used for CaFE. A meeting with staff is set up to determine what email address and URL will be used. Mr. Northcutt stated that training will be set up for the selection committee in the near future. V. Board Member Comments Ms. Brenner: Nothing to report. Ms. Frary: Asked how long the Public Art Master Plan process would take. She noted that the process of how to handle donation of art and the Art on Loan program are on hold. Mr. Caldwell stated that the master plan, like all planning activities is more conceptual and would look out five years rather than focus on action specific to any one program. The Art on Loan is a program that is established in the board's enabling ordinance and the board needs to determine how that will be handled. It need not be included in the Master Plan. The Master plan is in the beginning stages and there are no set time frames set for completion. Mr. Griffin: Nothing to report. Mr. Northcutt: Nothing to report. 2 VI. Date of Next Meeting Next City Art Board meeting is scheduled for Tuesday, March 8, 2016. VII. Adjournment Ms. Brenner moved to adjourn the meeting at 11:02 p.m Motion assed.
