03-08-2016CITY ART BOARD MEETING March 8, 2016 The City Art Board met on Tuesday, March 8, 2016 at 10:00 a.m. Las Cruces Parks and Recreation Conference Room, 1501 E. Hadley Ave., Las Cruces, New Mexico 88004. CITY ART BOARD MEMBERS PRESENT: Ms. Catherine Brenner, Mr. John Northcutt, Mr. George Griffin, Ms. Kathleen Squires, Mr. Ricardo Gonzales, and Ms. Susan Frary. ABSENT: Ms. Josephine Morillo (Approved Absence) OTHERS PRESENT: Ms. Rebecca Courtney, Progress Club; Mr. Richard Hanway, Transit; Mr. Robert Caldwell, City Art Board Liaison; and Ms. Marina Montoya, Recording Secretary Meeting was called to order at 10:00 a.m. by Chair Mr. George Griffin. He recognized a quorum. I. Approval of Agenda Mr. Caldwell requested that the informational item Castaneda Building Mural, under Staff Report be deleted from the agenda. Mr. Northcutt moved to approve the March 8 agenda, as modified. Seconded by Ms. Squires. Motion passed. II. Approval of January 12, 2016 Meeting Notes Ms. Frary moved to approve the meeting notes. Seconded by Ms. Squires. Motion passed. III. Approval of February 9, 2016 Meeting Notes Ms. Squires moved to approve the meeting notes. Seconded by Ms. Frary. Motion passed. IV. Camino Real Sculptures Mr. Griffin provided a draft of a letter addressed to Mr. Mark Johnston, Parks and Recreation Director, regarding the placement of the Camino Real Sculptures. Mr. Caldwell stated that the letter should be sent as a memorandum as interdepartmental communication. Mr. Griffin stated that the memorandum will address the City Art Board's expectations and intent as it relates to the relocation, placement and aesthetics of the project. In 1 addition, the memorandum will include a request to correct areas in the project that do not follow the Board's expectations and intent. After discussion, Mr. Gonzales moved that the memo be revised and reflect the Board's views on the project. Seconded by Ms. Squires. Motion passed. V. Art Board Policy and Procedures Discussion Mr. Griffin, suggested that the City Art Board Policy and Procedures and the Ordinance establishing the City Art Board be reviewed. He requested a list from each board member of what each thinks should be addressed and discussed by the Board in terms of current art board policy and procedure. He also asked Ms. Montoya to send an electronic copy of the established Art Board Policy and Procedures and the Ordinance to each board member for their review. VI. Review of CaFE Mr. Northcutt updated the board on the status of the Call for Artists with CaFE for the East Mesa Public Safety Complex. The call has been posted on the Call for Entry CaFE) website. A meeting for the Jury Selection Committee is set for training on March 30, 2016 at 1:30 p.m. VII. Staff Report ❑ Council Work Session Presentation Mr. Caldwell provided a handout of the approved presentation of the City Art Board Update for the Council Work Session on March 28, 2016. Approval was given by Assistant City Manager. Mr. Caldwell stated that he will make the presentation and will introduce Mr. Griffin and he will introduce Board members. ❑ Juvenile Citation Program Garden Wall Mural Mr. Caldwell informed the board of the proposed mural for the rear walkway of the Juvenile Citation Program (JCP) building located at 890 N. Tornillo St. JCP youth will be actively involved throughout the planning and labor of this project. Further information will be provided to the board as the project progresses. ❑ La Entrada Monument Mr. Caldwell informed the board that the Paz family, responsible for the La Entrada monument that will be placed in Johnson Park. The family chose Tony Pennock as the artist to work on the monument in Johnson Park. The City Manager left it up to the Paz family to pick the artist and location as it was their project initially. Susan Frary: Nothing to report. John Northcutt: Pleased with the discussion during the meeting, Mr. Northcutt thinks very good points were brought up and the board is moving in a very positive direction. Rico Gonzales: Thanked Ms. Brenner for her service on the board. IX. Next Meeting Next City Art Board meeting is scheduled for Tuesday, April 12, 2016. X.
