05-10-2016CITY ART BOARD MEETING May 10, 2016 The City Art Board met on Tuesday, May 10, 2016 at 10:00 a.m. Las Cruces Parks and Recreation Conference Room, 1501 E. Hadley Ave., Las Cruces, New Mexico 88004. CITY ART BOARD MEMBERS PRESENT: Mr. George Griffin, Chair; Ms. Kathleen Squires, Vice -Chair; Mr. John Northcutt, Secretary; Ms. Rebecca Courtney, Mr. Ricardo Gonzales, Ms. Joie Morillo and Ms. Susan Frary. ABSENT: None OTHERS PRESENT: Ms. Jennifer Robles, Las Cruces Museum of Art; Ms. Natalie Mosley, Las Cruces Museum of Art; Ms.Michelle Laflamme - Childs; Mr. Robert Caldwell, City Art Board Liaison; and Ms. Marina Montoya, Recording Secretary Meeting was called to order at 10:04 a.m. by Chair Mr. George Griffin. He recognized a quorum. I. Approval of Agenda Mr. Northcutt moved to approve the May 10, 2016 agenda. Seconded by Ms. Courtney. Motion passed. ll. Approval of April 12, 2016 Meeting Notes Ms. Squires moved to approve the meeting notes. Seconded by Mr. Northcutt. Motion passed. III. State 1 % Presentation Mr. Griffin introduced Ms. Michelle Laflamme -Childs, Public Art Manager from New Mexico Arts. Ms. Laflamme -Childs provided a hard copy of her presentation on the Art in Public Places (AIPP) program. More information is provided on the AIPP website at www.nmarts.org. Mr. Griffin asked how installation is done. Ms. Laflamme -Childs stated that for a large scale purchase, the artist is required to submit a price that would include all installation costs. Ms. Squires asked if the large scale purchases are new and if they are only available for State projects or if Local organizations could use it. Ms. LaFlamme-Childs stated it can be used by local organization and she would come down to show them as they are not available online. 1 Ms. Squires asked if there will be more funds coming if the addition to the Aquatic Center will be done. Mr. Caldwell stated that the City as set aside funding and there will be some City of Las Cruces 1 % for Art funding involved with that. Ms. Squires asked that if the addition of the aquatic center moves forward, how will it impact any art that is selected now for the current center. Ms. Laflamme -Childs stated that if there are not any funds from the current 1 % used at the time that the addition is built, the funds can be lumped together for a project. Ms. Laflamme -Childs was not able to find any additional appropriations from legislative funding, after 2012. Mr. Caldwell stated he will check on the 2016 Legislature funding. The meatipg �-questiGn-mgardiog-Aarge scale a - �- IV. Board Comments Ms. Susan Frary: The subject of the public art inventory was brought up. The Board has the outdoor art inventory. Ms. Frary contended that the Board needs to go back to the City indoor art collection. Mr. Caldwell stated that he recalls that the vote was that the Board would make a recommendation to Council to have staff move forward in doing an inventory. The recommendation will be a formal process made by resolution. Ms. Rebecca Courtney: There are some websites and PDF's on other public art that she would like to share. Mr. Griffin asked Ms. Courtney to send all the information to Ms. Montoya so she can distribute to all members. Mr. John Northcutt: None Mr. George Griffin: Mr. Griffin showed the East Mesa Public Safety Campus project Call for Artist in the Sun News. Mr. Caldwell stated is was in The Bulletin last week. Ms. Kathleen Squires: Thanks to Ms. Laflamme -Childs we also have an opportunity to use other resources on the East Mesa project if needed. Ms. Morillo: None Mr. Gonzales: None V.
