Following are the minutes from the City of Las Cruces Development Review Committee
Meeting held Wednesday, February 1, 2017 at 9:00 a.m. at City Hall, Room 1158, 700
North Main Street, Las Cruces, New Mexico.

I. CALL TO ORDER (9:02 a.m.)
Kyle: All right. I'll go ahead and call this meeting of the DRC to order. It's
Wednesday, February 1st, already February.
II. APPROVAL OF MINUTES - January 4, 2017
Kyle: First item of business is approval of minutes. We have minutes from the
January 4, 2017 DRC meeting. Are there any corrections to note?
Seeing none. I'd entertain a motion to approve the minutes.
Dominguez: Moved.
Kyle: It's been moved. Is there a second?
Montoya: Second.
Kyle: It's been moved and seconded. All those in favor please signify by saying
"aye."
MOTION PASSES UNANIMOUSLY.
Kyle: Any opposed? Very well the minutes are approved. We don't have any
old business.

Amendment No. 1 (Right-of-way width deviation)
• A request for approval of a 40-foot-wide right-of-way for a proposed
roadway known as Santa Julia associated with a subdivision known as
Metro Verde PUD Amendment No. 1 Final Site Plan Amendment No. 1.
• The proposed modified roadway runs east to west between Red Hawk
golf Club to Tioga. The roadway provides access to 49 single-family
residential lots within the subdivision.
• The proposed subdivision encompasses 24.54 +/- acres, is zoned PUD
(Planned Unit Development) and is located north of Arroyo Road.
• Submitted by Sierra Norte Development LLC.

Final Site Plan Amendment Number 1. Staff can you give us a run down
on what's being proposed.
Gonzales: This is a request for approval for deviation to the 40-foot right-of-way
proposed roadway for Santa Julia that is associated with the subdivision of
Metro Verde PUD Amendment Number 1 Final Site Plan Amendment
Number 1. The applicants are requesting to change the right-of-way for
Santa Julia from 50-feet to 40-feet. Per the concept plan it does require
DRCs approval. The property is located in between Red Hawk Golf Road
and Tioga Road, runs east to west. And it is north of Arroyo Road. The
property is encompassing about 24 acres and the property is zoned PUD.
That's really about it. That's what we're changing. And the connectivity
from the roadways are being changed as well. Arroyo Road used to be
connecting through the subdivision, it has been removed as well as two
connecting points off of Red Hawk Golf Road that are changing.
Kyle: Applicants what do you ...
Moscato: Well I met with Sara and Katherine and I was told that because this part of
the PUD as opposed to Metro Verde South does not have a provision
where these rights -of -ways can be adjusted administratively, we had to
come to DRC. It's basically the same right-of-way and cross section that
we've used in Metro Verde South already, most recently in Phase 1 B. The
back of curb to back of curb fit within the approved concept plan with for
pavement. So it's really just the right-of-way adjustment which has been
approved before just not for this particular area.
Kyle: Okay.
Sells: Here's a sheet Robert that shows the comparison of what we're proposing
and what it was. Top is what is approved and bottom is what we're
proposing.

And here's what the roadway cross sections would look like. This is the

Moscato: Uh huh.
Dominguez: Okay.

Murphy: A quick question for staff. I'm not sure I heard it right. Sara what did you
say about Arroyo Road not continuing?
Gonzales: The previous one actually showed it going through the lots to the north.
There was actually a driving pattern thru here.
Murphy: On Arroyo Road?
Gonzales: Yes. So from Arroyo Road.
Murphy: Oh from Arroyo Road.
Gonzales: Yes.
Moscato: Arroyo Road ...
Gonzales: Arroyo Road is still running east and west still.
Murphy: Is still going to have its alignment.
Gonzales: Yes.
Murphy: Okay.
Gonzales: It's not changing its alignment. There just used to be a pathway through
that there was a road running in so you'd have these smaller blocks.
Murphy: All right. I'm sorry. The way I heard it was going to be discontinue. All
right. Thank you.
Moscato: And we also reduced the density by 40 to 50%.
Kyle: Utilities.
Montoya: The Utility Department does not have comments for the roadway width or
the revise of the layout, however we have pending comments for utility

sheets that is included with this plan set, so I just want to see that how do
we move forward on approving this submittal with the pending comments.
Sells: Well this meeting is to address the roadway width and for a follow-up we
need to address the comments.
Montoya: Okay, but then the sheets has to be ...
Sells: You want to see the utility sheet before we say anything here. Here, your
comments.
Montoya: I would like to review these after this meeting so ...
Gonzales: We'll still have a second.
Montoya: Okay.
Gonzales: We'll still have a second review.
Kyle: This is just to approve the amendment for the roadway.
Montoya: Okay so we will talk about that after this meeting.
Kyle: Yeah. Engineering.
Dominguez: No, my only concern was just that the roads didn't align, but if it's going to
be aligning we no other concerns.
Kyle: Fire.
Dubbin: Fire has no issues.
Kyle: Applicants, any thing else you want to add? I have some commentary that
I'll reserve my rights at this point. No other comments? MPO anything
else?
Murphy: No other comments.
Kyle: If there's no other comments, then I would entertain a motion to approve
the right-of-way deviation for this proposal.
Gonzales: I vote that we approve the right-of-way deviation for 50-feet to 40-feet and
the change of the layout for the plan for the roadways.
Dominguez: Second.
