DRC PRESENT: Robert Kyle, Community Development Mark Dubbin, Fire Department Rocio Dominguez, Engineering Services -CD Karmela Espinoza, Utilities Tom Murphy, MVMPO STAFF PRESENT: Sara Gonzales, Community Development Becky Baum, Recording Secretary, RC Creations, LLC OTHER PRESENT: Gerald Donohue Steve Minter I. CALL TO ORDER (9:01) Kyle: I'm going to go ahead and call this meeting of the DRC to order. It is February 22nd at about 9:01 a.m. II. APPROVAL OF MINUTES - February 8, 2017 Kyle: First item of business is approval of minutes. We have minutes from the February 8th DRC meeting. Were there any corrections to note for the record? Seeing none. I'd entertain a motion to approve the minutes from the February 8th meeting. Murphy: Move approval. Dominguez: Second. Kyle: It's been moved and seconded. All those in favor. MOTION PASSES UNANIMOUSLY. Kyle: Any opposed? Seeing none. The minutes are approved. III. NEW BUSINESS 1. Case 70829: Cardon Estates, Preliminary Plat • A request for approval of a preliminary plat for a subdivision known as Cardon Estates. 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 • The preliminary plat is for a proposed single-family residential subdivision with three residential lots. • The subject property encompasses 2.41 +/- acres, is zoned REM (Rural Estates Mobile) and is located on the west side of Bell Road, 336 +/- feet south of its intersection with Stanley Road; a.k.a. 5301 Bell Road. • Submitted by Donohue Land Surveys on behalf of Sylvia Cardon, property owner. Kyle: We have no old business, so the next item is new business; Case 70829, Cardon Subdivision, preliminary plat. Staff. Gonzales: This is a request for approval of a preliminary plat for the subdivision known as Cardon Estates. The property is currently 2.4 acres, is zoned REM which is residential estate mobile. There are currently two mobile homes located on the single parcel. The property is located on the west side of Bell Road, approximately 336 feet south of its intersection on Stanley Road. The applicants are doing a subdivision for three lots in order to bring the property into compliance by placing each mobile home on their own property, and with a third mobile home being placed on the vacant lot once it is approved. That's it. Kyle: Okay. Correct me, this development has gone through a waiver process for road improvements, is that correct? Gonzales: Yes, the applicant applied for the waiver, City Council did approve it with a chip -seal that was at the cost of the property owners. That has been taken care of as far as the $2,800 paid for the development of Bell Road. Kyle: All right. Great. Applicant, anything to add or additional information? Donohue: No sir. Kyle: Okay. Utilities any comments? Espinoza: No issues for Utilities. Kyle: MPO. Murphy: No issues. Kyle: Fire. Dubbin: No issues. Kyle: Engineering. I Dominguez: No issues. 2 3 Kyle: Planning. 4 5 Gonzales: There are no additional comments for Planning. 6 7 Kyle: Everything's been taken care of? 8 9 Gonzales: Yes, everything has been taken care of through the review process. 1.0 II Kyle: All right. They'll be going forward with the Planning and Zoning 12 Commission. 13 14 Gonzales: Yes it will be in March. 15 16 Kyle: Great. If there's no other comments I would entertain a motion to 17 recommend approval of the preliminary plat. 18 19 Murphy: So moved. 20 21 Dominguez: Second. 22 23 Kyle: It's been moved and seconded.
