DRC PRESENT: Robert Kyle, Community Development Mark Dubbin, Fire Department Rocio Dominguez, Engineering Services -CD Meei Montoya, Utilities Geremy Barela, Engineering STAFF PRESENT: Adam Ochoa, Community Development Becky Baum, Recording Secretary, RC Creations, LLC OTHER PRESENT: Marty Pillar CALL TO ORDER (9:01) Kyle: All right I'll go ahead and call this meeting of the DRC to order. It's 9:01 on Wednesday May the 17th. II. APPROVAL OF MINUTES - February 22, 2017 Kyle: First item of business is approval of the minutes. We have minutes from February 22nd DRC meeting. Were there any corrections to note for the record? Seeing none. I'd entertain a motion to approve the minutes of February 22nd. Dominguez: So moved. Montoya: Second. Kyle: It's been moved and seconded. All those in favor please signify by saying "aye." MOTION PASSES UNANIMOUSLY. Kyle: Any opposed? Seeing none. The minutes are approved. III. NEW BUSINESS 1. Case 69638: Legends West North Phase 213 Preliminary Plat • A request for approval of a preliminary plan for a subdivision known as Legends West North Phase 2B 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 • The preliminary plat is for a proposed single-family residential subdivision with 85 residential lots and 3 tracts • The subject property encompasses 16.638 +/- acres, is zoned R-1 a (Single -Family Medium Density) and is located south of the Legends West North Phase 2A Subdivision, west of Magdalena Drive and east of the Mesilla Lateral and the City of Las Cruces City Limits. ■ Submitted by Pillar Engineering, LLC on behalf of NM Valencia, LLC, property owner. Kyle: We have one new business item, Case 69638: Legends West North Phase 2B Preliminary Plat. Staff can you give us a briefing. Ochoa: Sure thing. Legends West North Phase 2B preliminary plat is a proposed single-family residential subdivision consisting of 85 single family residential lots and three tracts, two which will be dedicated to the City and one which will be dedicated to EBID, adjacent to the lateral. The proposed preliminary plat is just the next phase of the Legends West North Master Plan area. This is the second one that's coming in Phase 2A, it's almost done to the north. The subdivision is located west of what is Magdalena, east of City limits, also the Lateral there as well and south of what is the Phase 2A Legends West North. Other than that the preliminary plat did go through three reviews. All departments did recommend approval for it, a couple with conditions. Those conditions, a couple have been met and a couple are conditions that need to be met with the final plat and the construction of the actual subdivision itself, but other than that no other issues with it. Kyle: Okay. Applicant do you have anything to add? Pillar: No just if there are any questions I'd be more than happy to answer. Kyle: Okay. Then we'll go around the departments. Utilities. Montoya: We have no issue. Kyle: Fire. Dubbin: No issues. Kyle: Engineering. Dominguez: We have no issues with it. Kyle: Wow, super clean. I have a question. What is the status of that or what is proposed to be located within those tracts? Pillar: That note will need to be corrected. We need to take the utility easement portion out of it. It will just be the landscape walking path through that area. Kyle: Okay. I was just curious because they dead-end at the lateral, they dead- end at the (inaudible), so I didn't know what might be running through there. And then just for clarification, drainage from this phase goes out to Magdalena, down, dumps into what's being showing as tract D and then it's conveyed further to the east. Pillar: Correct. Yes. Kyle: I just want to clarify because the note on there indicates that it's going, the drainage being conveyed to a tract that doesn't match that same tract notated on the plan. All right. No issues from anybody? Then I would entertain a motion to recommend approval of this preliminary plat. Dubbin: Move to approve. Dominguez: Second. Kyle: It's been moved and seconded. Any discussion?
