11-01-17 DRCI DEVELOPMENT REVIEW COMMITTEE (DRC) 2 3 Following are the minutes from the City of Las Cruces Development Review Committee 4 Meeting held Wednesday, November 1, 2017 at 9:00 a.m. at City Hall, Room 1158, 700 5 North Main Street, Las Cruces, New Mexico. 6 7 DRC PRESENT: Robert Kyle, Community Development 8 Rocio Dominguez, Engineering Services -CD 9 Meei Montoya, Utilities 10 Tom Murphy, MVMPO 11 12 STAFF PRESENT: Sara Gonzales, Community Development 13 Becky Baum, Recording Secretary, RC Creations, LLC 14 15 OTHER PRESENT: Paul Pompeo 16 Steve Peale 17 18 I. CALL TO ORDER (9:03 a.m.) 19 20 Kyle: I'm going to go ahead and call this meeting of the DRC to order. It is 21 Wednesday, November the 1st, it is approximately 9:03 a.m. 22 23 II. APPROVAL OF MINUTES - October 11, 2017 24 25 Kyle: First item of business is approval of the minutes. We have minutes from 26 the October 11th DRC. Are there any corrections to note for the record? 27 Seeing none. I would entertain a motion to approve the minutes from the 28 October 11 th meeting. 29 30 Dominguez: So moved. 31 32 Montoya: Second. 33 34 Kyle: It's been moved and seconded. All those in favor please signify by saying 35 "aye." 36 37 MOTION PASSES UNANIMOUSLY. 38 39 Kyle: Any opposed? Seeing none. The minutes are approved. 40 41 III. NEW BUSINESS 42 43 1. 71519: Supreme Subdivision No. 1 Preliminary Plat 44 A request for approval of a preliminary plat known as Supreme 45 Subdivision No. 1. 1 • The proposed subdivision encompasses 0.949 +/- acres, is zoned R-1 aM 2 (Single -Family Medium Density Mobile) and located south of the Payan 3 Road and North of Lemo Road. 4 • The preliminary plat proposes 4 residential lots and the required 5 dedication in the amount of 4 feet for Payan Road. 6 • Payan Road and Lemo Road are built out to City Standards including 7 curb, gutter, and sidewalk. 8 • Submitted by Borderland Engineers and Surveyors LLC, on behalf of 9 Supreme Investments LLC, property owners. 10 11 Kyle: We have two new business items. First item is Supreme Subdivision No. 12 1 Preliminary Plat, staff. 13 14 Gonzales: This is a request for approval of preliminary plat known as Supreme 15 Subdivision No. 1. The proposed subdivision encompasses 0.949 acres, 16 almost an acre. It is zoned R-1aM, single-family medium density mobile. 17 It is located south of Payan Road and north of Lemo Road, but on the east 18 side of Porter Drive. The applicant is proposing to do four residential lots 19 and dedicating the four feet that is required for Payan Road. Payan Road 20 and Lemo Road are both built out to City standards with curb, gutter, 21 sidewalk, and lighting at the current time. Some of it is 40 feet in length, 22 some of it is 32, so it will be built out as needed later on. The subdivision 23 does meet all of the requirements for subdividing and further zoning 24 requirements. 25 26 Kyle: Okay. Applicant. 27 28 Peale: Steve Peale with Borderland Engineers and Surveyors. Nothing to add, 29 that sums it up very well. 30 31 Kyle: All right. It has been through the review process. 32 33 Gonzales: That is correct. 34 35 Kyle: And approved by all parties. 36 37 Gonzales: All reviewing parties have approved the subdivision, correct. 38 39 Kyle: All right. We'll go around the room for departmental comments just in 40 case. Utilities. 41 42 Montoya: We do not have concern at this time but only one condition to approve this 43 preliminary plat. And the condition is the utility stub out to the lot would be 44 constructed by the subdivider before filing the final plat. 45 46 Kyle: Okay. Is that a note you want on the plat for condition of approval? 2 I Montoya: Well right now it's not on the plat and that's why I want to read it to the 2 minutes. So we're okay with that. 3 4 Peale: Again, there's a common note there that says that the developer's 5 responsible, but it doesn't say before it's filed. So, I can add that verbiage 6 if you'd like at the final plat stage. 7 8 Montoya: I don't think we need to. I just want to ... 9 10 Kyle: Get it on the record. 11 12 Montoya: Make sure. Yes. 13 14 Kyle: Condition. MPO. 15 16 Murphy: No issues. 17 18 Kyle: Engineering and Technical Services. 19 20 Dominguez: We have no issues. I just want to say for the minutes and for the record 21 that we have asked for a drainage easement. Our ordinance calls for 22 every time you do a subdivision you need to account for drainage for 23 ponding. This is such a small subdivision so we just asked the surveyor to 24 confer for small drainage on that because everything is already subdivided 25 and developed around this area. They have included those drainage 26 easements in there. 27 28 Kyle: Okay. Zoning, Development Services. 29 30 Gonzales: No other comments from Zoning or Planning Department. 31 32 Kyle No additional comments. Nobody else in the room has anything to say 33 regarding that. Provided it meets all the requirements and it looks like it 34 does, I would entertain a motion to recommend approved. 35 36 Dominguez: So moved. 37 38 Kyle: It's been moved. 39 40 Montoya: Second. 41 42 Kyle It's been seconded. Motion is approved. 2. 71557: Sonoma Ranch North Phase 2 and 3 • A request for approval of a preliminary plat known as Sonoma Ranch North Phase 2 and 3. • The proposed subdivision encompasses 19.38 +/- acres, is zoned R-1 a (Single -Family Medium Density) and located east of Sonoma Ranch Boulevard and south of Northrise Drive. • The preliminary plat proposes 66 residential lots that will be developed in 2 separate phases. • The proposed subdivision is providing the required right-of-way dedication and road improvements for all local roadways. • Submitted by Souder, Miller & Associates on behalf of Sonoma Ranch North, LLC, property owner. Kyle: Next item is Sonoma Ranch North Phase 2 and 3. Staff. Gonzales: This is the preliminary plat known as Sonoma Ranch North Phase 2 and 3. The proposed subdivision does encompass 19.38 acres. It is zoned R- 1a, single-family medium density. It's located on the east side of Sonoma Ranch Boulevard and south of Northrise Drive, also south of Purple Sage. The preliminary plat proposes 66 residential lots to be developed in two phases which will be 2 and 3. The subdivision will provide all right-of-way, road improvements. Dedication for local roadway standards. This was part of a Master Plan that was approved in 2010 under ordinance 2542 for the Sonoma Ranch North Master Plan, and the subdivision does meet all the requirements for lot size, roadway construction, and development. Kyle: All right. Applicant. Pompeo: Paul Pompeo with Souder, Miller & Associates. I guess I don't have anything to add to staffs presentation. Kyle: All right. So this development, at least the eastern half of this development is the continuation of Purple Sage. Pompeo: Yes. Kyle From Northrise south. Pompeo: Yes. And then we have Sage Garden Way which then connects all the way back to Sonoma Ranch Boulevard. Kyle: Okay. Utilities. Montoya: We do not have any issues at this time. Kyle: Engineering and Technical Services. Dominguez: I have discussed this with the engineer about having a traffic impact analysis or something in that matter because our traffic engineer is resolving what is the impact zone on that intersection of Northrise and Sonoma Ranch. So we have talked about this that whenever they come up with that impact zone, it will be asked either to contribute for the traffic light or to do a traffic impact analysis. But we don't know at this time what that zone is and what the requirements are at this moment. Kyle: All right. So it's more just put people on notice. Dominguez: Yes. Kyle: The City may be looking at potential contribution for that signal improvement. Pompeo: The client has indicated that they have a past agreement with the City of Las Cruces that the traffic signal at Sonoma Ranch and Northrise that was I guess required sometime in the past was moved up to Sonoma Ranch, they contributed to the light at Sonoma Ranch and Bataan Memorial East and West. So I've asked my client for a copy of that documentation and if .they can produce it then that may put this issue to bed as far as this client is concerned. Kyle: Okay. But for the record, at least again it's noted that we may be looking at that. We're looking at some different options related to that light. Pompeo: Right. Kyle: We'll revisit it when the final plats come in. Pompeo: Okay. Kyle: Zoning, Development Services, anything? Gonzales: No other conditions for the property. Kyle: All right. So for the record it is in compliance with the Master Plan for Sonoma Ranch, as well as it meets the subdivision code requirements for preliminary plat approval. 5 1 2 Gonzales: Yes it does. It meets the zoning requirements for an R-1a zone. 3 4 Kyle: And has been reviewed and recommended for approval by all reviewing 5 departments. 6 7 Gonzales: Yes. 8 9 Kyle: All right. Seeing that then, I would entertain a motion to recommend 10 approval of the preliminary plats for Sonoma Ranch North Phase 2 and 3. 11 12 Murphy: Move to approve. 13 14 Kyle: It's been moved. 15 16 Gonzales: Seconded. 17 18 Kyle: It's been moved and seconded.
