12-13-17 DRCI DEVELOPMENT REVIEW COMMITTEE (DRC) 2 3 Following are the minutes from the City of Las Cruces Development Review Committee 4 Meeting held Wednesday, December 13, 2017 at 9:00 a.m. at City Hall, Room 1158, 5 700 North Main Street, Las Cruces, New Mexico. 6 7 DRC PRESENT: Robert Kyle, Community Development 8 Mark Dubbin, Fire Department 9 Rocio Dominguez, Engineering Services -CD 10 Meei Montoya, Utilities 11 Tom Murphy, MVMPO 12 Michael Hernandez, Land Management 13 14 STAFF PRESENT: Sara Gonzales, Community Development 15 Becky Baum, Recording Secretary, RC Creations, LLC 16 17 OTHER PRESENT: Kery Greiner 18 19 I. CALL TO ORDER (9:02) 20 21 Kyle: All right, go ahead and call this meeting of the DRC to order. It is 22 December 13th and it is 9:00 a.m. 23 24 II. APPROVAL OF MINUTES - November 15, 2017 25 26 Kyle: First item of business is approval of the minutes. We have minutes from 27 the November 15th DRC meeting. Are there any corrections or changes 28 to note for the record? Seeing none I'd entertain a motion to approve the 29 minutes from November 15th. 30 31 Murphy: Move approval 32 33 Dominguez: Second. 34 35 Kyle: It's been moved and seconded. Any discussion? NEW BUSINESS 43 44 1. 71533: College Home Tract, Replat No. 3 (Replat & Vacation Plat) 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 • A request for approval of the vacation of a 16-foot alley (0.062 +/- acres) associated with an administrative replat known as College Home Tract, Replat No. 3. • The proposed subdivision encompassed 2.991 +/- acres, is zoned the University District -University Avenue Zone (UD-UAZ) and is located on the north and south side of Mesa Avenue between Solano Drive to the west and Chaparral Street to the east. • Submitted by Tierra Surveys LLC, on behalf of St. Albert the Great Newman Parish Inc., property owner. Kyle: We have one new business item. Case 71533, College Home Tract, Replat No. 3. Staff. Gonzales: This is a request for approval of a vacation of a 16-foot alley which is approximately 0.062 acres that is part of a replat of College Home Tracts, Replat No. 3. The alleyway is 16 feet wide, adjacent to lots 10 and 11 on the south side of Mesa Avenue. It is part of the University District Overlay. And the subdivision has gone through review. All departments have approved it as well as the alleyway being vacated for use to the applicant. Kyle: Okay. For the record it's 16 lots being replatted into two lots is the actual replat including the vacation of the alley. Applicant do you have anything to add? Greiner: No I don't. Kyle: Okay. We'll just go around the table then in regards to the vacation of the alley. Utilities, concerns? Montoya: We have no concern at this time. Kyle: MPO. Murphy: MPO, no issues. Kyle: Las Cruces Fire. Dubbin: No issues. Kyle: Land Management. Hernandez: Land Management has no issues, especially because the remainder of that alley has been vacated on previous plats. So we have none. Kyle: Okay. Kyle: No issues all around the table. Pretty simple case today then. No other concerns. Then I'd entertain a motion to recommend approval of the vacation of the replat. Murphy: Move approval.
