DRC PRESENT: Katherine Harrison -Rogers, Community Development Mark Dubbin, Fire Department Geremy Barela, Engineering Karmela Espinoza, Utilities Tom Murphy, MVMPO STAFF PRESENT: Becky Baum, Recording Secretary, RC Creations, LLC OTHER PRESENT: Paul Pompeo, Souder Miller and Associates. I. CALL TO ORDER (9:10) H-Rogers: I'm going to call this meeting December 27 of DRC. It is approximately 10 after nine. II. APPROVAL OF MINUTES - November 1, 2017 H-Rogers: Do we have a motion to approve the minutes? Are there any modifications to the minutes? Murphy: Move approval. H-Rogers: All right, so with that we'll go ahead and do a roll call for the minutes of December 13, 2017. We need a second. Dubbin: Second. H-Rogers: All right. Thanks. With that let's go ahead and do the vote. All those in favor. MOTION PASSES UNANIMOUSLY. H-Rogers: Any opposed? Minutes are approved. Case 71064, Sonoma Ranch North Master Plan Amendment #3 8 • Souder Miller and Associates, on behalf of the developer, Sonoma 9 Ranch LDT Co., have submitted the third amendment to the Sonoma 10 Ranch North Master Plan in conjunction with a request to modify 11 several corresponding zoning designations. 12 • The amendment modifies the master plan's planning parcel boundaries 13 and uses throughout the 275 +/- acre property which is located in the 14 vicinity of the Sonoma Ranch Bou levard/North rise Drive intersection, 15 south of US Highway 70. 16 . Although the configuration and location of uses is changing, the range 17 of uses remains the same: Single-family residential, multi -family, office, 18 commercial, and flood control/open space. 19 • The uses are consistent with the character and current development 20 patterns in the area and display a mix of uses as recommended by the 21 Comprehensive Plan. 22 • Staff is supportive of the modifications with the condition the master 23 plan have no net loss in open space/recreation area, consistent with the 24 Sonoma Ranch North Master Plan Major Amendment 2. Of that 25 acreage, a park shall be required as part of the future single-family 26 development. 27 28 H-Rogers: So we will move onto new business. This is Sonoma Ranch North Master 29 Plan Amendment #3. It's Case #71064. Represented here today by Mr. 30 Paul Pompeo with Souder Miller and Associates. Sonoma Ranch Limited 31 Company has submitted the third amendment. They're also proposing 32 several zoning changes to correspond to the changes in the master plan. 33 Basically what this master plan amendment is doing, it's changing the 34 parcel boundaries and the uses throughout. The acreage is about 275 +/- 35 acres. It's located kind of Sonoma Ranch Bou levard/North rise Drive, it's 36 south of Highway 70. The configuration and location of uses are changing 37 but the types of uses basically throughout are remaining the same. 38 They're not being modified. We've got single-family residential, multi- 39 family, office, commercial, and then there's flood control and open space. 40 The uses are consistent with basically everything that's out there 41 right now. There is a mix of uses that's recommended by the 42 Comprehensive Plan. And staff is essentially supportive of the 43 modifications. There's one concern that we do have and that is in relation 44 to the park space and ensuring that that park space remains. It doesn't 45 have to be in the same location as was proposed on the old master plan, 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 but we would like to see that there is no net loss of acreage associated with open/recreational space. There are a couple little tweaks that probably need to happen but I'm not going to condition those, just some clean up on the plan itself, just in terms of typos and things of that nature. With that I'll go ahead and go around the room and see if anybody else has any comments. MPO. Murphy: No comments. H-Rogers: Engineering. Barela: No comments for Engineering. H-Rogers: Okay. Utilities. Espinoza No comments for Utilities. H-Rogers: And Fire. Dubbin: No issues. H-Rogers: All right. With that, would the applicant like to speak? Pompeo: Thank you. As already stated by staff, we're just doing some reconfiguration and modifications to some of the land uses, in particular adding some commercial office strips along Sonoma Ranch to move that single-family residential away from the primary arterial there. The other thing with the park and open space, there was two park/open space areas in the plan previous that netted about 5.74 acres. Those have all been combined into the very southern section, so we have no net loss on the park/open space/recreational areas. So with that I'll answer any questions that the staff might have. H-Rogers: One question that I did have for you Paul. I'm going to scoot around here. Currently parcel #6 is being listed as having some open space on it. I don't know if that was a mistake or not because this funky little parcel that is now part of parcel #4 had been an open space parcel. I think on the notes from my red lines that it was placed into here. Pompeo: Yes, I think what was in #4, that area was combined with #10 and then to get us net of the 5.74. H-Rogers: Okay. The reason I asked that is because now it's set as open space right here. Pompeo: Right. So that's in error. 9 1 2 H-Rogers: Okay. 3 4 Pompeo: That open space that's shown in parcel plan #6, that will have to be 5 corrected and moved. 6 7 H-Rogers: Okay. That's why I wanted to ask. 8 9 Pompeo: Thank you for the catch. 10 11 H-Rogers: Yes. Anything else anyone has to ask?
