Main Street, Las Cruces, NM 88001. MEMBERS PRESENT: Robert Williams Ernie Campos David Chavez Faith Hutson MEMBERS ABSENT: Tony Dahlin STAFF PRESENT: Sara Gonzales, CLC Planner Larry Nichols, Community Development Becky Baum, RC Creations, LLC, Recording Sec. I. CALL TO ORDER (6:00) Chair Williams called the meeting to order at 6:00 p.m. II. APPROVAL OF MINUTES —August 1, 2019 Faith Hutson questioned page 3, line 10, about "there" or "their." David Chavez mentioned it was possessive, their. The minutes were motioned by David Chavez, second by Faith Hutson, and unanimously approved. III. NEW BUSINESS 1. Case 19DR0500086: Request for approval of the construction of anew porch addition to an existing church for a property located at 314 N. Campo Street. The subject property is zoned R-3 (High Density Residential District) and is located within the Original Townsite in the South Mesquite Overlay District. Submitted by George Miller, property owner. Council District 1. Sara Gonzales presented the case of a porch structure on a commercial building, which had already been built. Larry Nichols mentioned there was no permit for the project and asked about the reasoning. George Miller mentioned they had differing information from contractors. Because there was no roof, it was open air, pergola, it was not tied to a concrete slab, received information it was not necessary. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 Larry Nichols questioned how the porch was attached to the existing structure, connected to the facia. How is it going to stay in place? George Miller mentioned it is bolted to the rafter. Robert Williams mentioned lag bolts into existing facia but the facia isn't necessarily a very secure. Larry Nichols stated that should this receive the Board's approval tonight, that the building department go and inspect the project. Sara Gonzales mentioned that a building permit will be pulled to be submitted, reviewed, and then inspected. George Miller mentioned that they are willing to look it over and do whatever is necessary. Ernie Campos asked if the porch would ever be covered in corrugated metal. George Miller stated no and only maybe latillas. Will also add grass and benches underneath but not cement. The case was moved by Faith Hutson, second by David Chavez, and unanimously approved. Be sure structurally the porch it is sound with connection to the building. IV. DISCUSSION OF OTHER ITEMS 1. Brochure David Chavez mentioned that they might need to get all the addresses of every singe contractor in town. Sara Gonzales mentioned that is not through the City but through CID, Construction Industry Division, the State Department. A thorough discussion on how and where to get the information of the South Mesquite District Ordinances out to everyone. Real estates, homebuilder's association, and some events, Brannigan Cultural Center, Visitor's Bureau, Library. If there are events, get a table to be able to give out information, answer questions. Be aware that some events require permission or payment for vendors. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 Map — a discussion of the map to be in the brochure and replacing the current one with one Sara Gonzales had that was simply two colored, and put the map in the center section so that the map is not folded. Faith Hutson mentioned that the map should be on the inside so the outside when folded has City of Las Cruces Development Department. So when you open it up the map is lengthwise. Keep function of South Mesquite Design Review Board, what it is and then the requirements, fit better for the fold. David Chavez mentioned bright colors for a brochure you get more attention. Ernie Campos mentioned in the process part of the brochure include the word "Building Setback Requirements," add the word "Building." Larry Nichols mentioned the picture currently included and maybe add another picture. And there are buildings that have been renovated and followed the current guidelines. Show before and after photos having gone through the design review process. Houses for pictures — Joyce's house, the one on Organ and San Pedro, the four-plex, corner of St. Augustine and San Pedro. Sara Gonzales mentioned the City has all the older pictures when they were done in 2015. Pick an address and she can send the picture of the one. Sara Gonzales mentioned not put the planner review for commercial because we have some that may be different and with them working through us, it is more getting the information themselves saying you need a building plan review as opposed to maybe your timelines and as far as your planner you put commercial only. Want them to come to us before they even get to that start. Which also gives more space for maybe information about grants, funding, housing, home rehab to get those. Hours of operation and days, those have been changed, now Monday thru Thursday 7:00 a.m. to 6:00 p.m. giving working people opportunity to come in the morning or after work. Friday's 7:00 a.m. to 11:00 a.m. Reference permit techs or planners. Have people come here before a permit is issued. Ernie Campos mentioned the new Historical Preservation person recently hired with the City to be included in the brochure. Sara Gonzales mentioned a contact us box; permit techs, planners, and then historic preservation officer and provide those numbers. Robert Smith mentioned adding the day of the board meeting. Meet the first Wednesday of every month. Various mentions of what is exempt and what does need to come through the Board and how to add some of that information to the brochure. Faith Hutson mentioned the Board is only concerned with the outside exterior. Colors on exterior were mentioned. David Chavez will acquire a quote for printing the brochure. Robert Williams will be putting the brochure together. V. STAFF ANNOUNCEMENTS Sara Gonzales stated there would be a meeting in October with possibly two cases. VI. ADJOURNMENT (6:47) Chairperson
