Main Street, Las Cruces, NM 88001. MEMBERS PRESENT: RobertWilliams Ernie Campos David Chavez Tony Dahlin MEMBERS ABSENT: Faith Hutson STAFF PRESENT: Sara Gonzales, CLC Planner Troy Ainsworth, CLC Historic Preservation Specialist Larry Nichols, Community Development Becky Baum, RC Creations, LLC, Recording Sec. I. CALL TO ORDER (6:00) Chair Williams called the meeting to order at 6:00 p.m. II. APPROVAL OF MINUTES — July 3, 2019 The minutes were motioned by David Chavez, seconded by Ernie Campos, and unanimously approved. III. NEW BUSINESS 1. Case 19DR0500076: Request for approval of the construction of a new addition to an existing commercial restaurant located at 195 N. Mesquite Street. The subject property is zoned C-2 (General Commercial District) and R-2 (Medium Density Residential District) and is located within the Original Townsite in the South Mesquite Overlay District. Submitted by Melissa Salazar, property owner. Council District 1. Sara Gonzales presented the new construction to the back of the restaurant, Nueva Casita. The site will be coming into compliance via landscaping, actual paved parking lot, ADA, and bicycle parking. David Chavez asked about when the project will get started and if anything was to be done to the front of the building. Jaime Salazar stated hopefully within 1-2 months. Nothing will be done to the front of the building. Ernie Campos asked about the stucco finish and matching. Jaime Salazar stated as close as they can. Troy Ainsworth asked about the four -foot higher roof section, and any additional artwork. Jaime Salazar stated the ceilings inside are low, duct work will now not be seen from the ground level. They stated they have all they need. The current murals were expensive. The case was moved by David Chavez, second by Ernie Campos, and unanimously approved. 2. Case 19DR0500083: Request for approval to add a door to the street facing facade to the primary structure located at 541 S. Campo Street. The subject property is zoned R-3 (High Density Residential District) and is located within the Original Townsite in the South Mesquite Overlay District. Submitted by Troy Miller and Sandra Calderon, property owner. Council District 4. Sara Gonzales presented the request for the door replacement. Troy Ainsworth asked about the fire within that building/residence. Troy Miller stated the whole side facing Campos had a fire, lead to whole remodeling of the inside and brought up the door replacement. David Chavez talked about the Mesquite area being hilly and that this house is one of the few that's still above the street level. Asked about landscaping, trees, vegetation. Troy Miller mentioned they are first getting the house back to livable. Larry Nichols questioned the door they are going to use, it is wood, is it a metal, embossed metal door. Troy Miller stated it is a wooden core door. The case was moved by David Chavez, second by Ernie Campos, and unanimously approved. IV. DISCUSSION OF OTHER ITEMS 1. Ad Hoc Committee 1 Troy Ainsworth discussed the Historic Preservation Ad Hoc committee and the work on 2 the ordinance that is presently being worked on. This included doing public 3 input, a work session with City Council. 4 5 Sara Gonzales mentioned that ordinance created the South Mesquite Board, so need 6 another ordinance to repeal/replace to put it somewhere else. This is if this 7 board became part of the Historic Preservation, we would have to change 8 the ordinance to reflect that. 9 10 David Chavez mentioned that there the South Mesquite is a good ordinance, could they 11 cherry pick the good things from the City ordinance to improve this 12 ordinance. 13 14 Sara Gonzales mentioned not getting rid of South Mesquite but putting various boards 15 together due to issues acquiring board members/quorum. Also discussed 16 renewing three current members in October. 17 18 David Chavez approved of a Historic Preservation Commission and South Mesquite has 19 experience to help in that area. 20 21 2.
