01-02-2019 SMDRBI SOUTH MESQUITE DESIGN REVIEW BOARD 2 3 Following are the minutes of the South Mesquite Design Review Board meeting held on 4 January 2, 2019 in 2007-A at City Hall, 700 N. Main Street, Las Cruces, NM 88001. 5 6 MEMBERS PRESENT: Robert Williams 7 Ernie Campos 8 David Chavez 9 Tony Dahlin 10 Faith Hutson 11 12 STAFF PRESENT: Adam Ochoa, CLC Planner 13 Sara Gonzales, CLC Planner 14 Larry Nichols, Community Development 15 Becky Baum, RC Creations, LLC, Recording Sec. 16 17 I. CALL TO ORDER (6:00) 18 19 Chair Williams called the meeting to order at 6:00 p.m. 20 21 IL APPROVAL OF MINUTES - December 5, 2018 22 23 The minutes were motioned, seconded, and unanimously approved. 24 25 III. NEW BUSINESS 26 27 1. Case 18DR0500016: Request for approval of the replacement to the street 28 facing facade windows of the primary structure at 190 N. Tornillo Street. The 29 subject property is zoned R-2 (Medium Density Residential District) and is 30 located within the South Mesquite Overlay District. Submitted by Karen 31 Boyer, property owner. Council District 1. 32 33 Adam Ochoa gave the presentation for the case of window replacement for the front 34 windows. The building is a contributing structure by the State Historic 35 Registry and constructed circa 1930. New vinyl windows will be tan, 36 recessed, more earth -tone color. 37 38 Board had no questions or comments. 39 40 Motion to approve and second. Motion passed unanimously. 41 42 2. Case 18DR0500020: Request for approval of the construction of anew 1540 43 Square foot single-family residence located on two vacant lots. The subject 44 property is zoned R-2 (Medium Density Residential District) and is located 45 within the South Mesquite Overlay District. Submitted by Scott Winton, 46 property owner. Council District 1. 1 2 Adam Ochoa gave his presentation concerning the new single-family dwelling on an 3 empty lot. Lot is within the South Mesquite Overlay but outside the 4 Original Townsite. 5 6 Larry Nichols introduced the applicant. 7 8 Scott Winton introduced himself and his business and some general history. Wants to 9 lower pitch of roof currently drawn at 4:12, possibly 3:12, 2.5:12. Wants 10 the home to fit in the neighborhood and not be distinguishable as "new" 11 per se. Garage pushed back from the front of the home. Currently has a 12 soffit and facia, but wondering if have rafter tails instead. 13 14 Ernie Campos questioned allowing pitched roofs and the overall aesthetic. 15 16 Adam Ochoa stated the ordinance contained nothing to prevent a pitched roof. Staffs 17 overview of the case includes looking at the homes within the 18 neighborhood. 19 20 Ernie Campos questioned the home looking too modern. 21 22 Scott Winton mentioned the perspective, as the garage really is set back almost 40 feet 23 from the front of the home. 24 25 Robert Williams mentioned a hip roof or gabbled roof would break up the front facade 26 more. 27 28 David Chavez asked about the windows being recessed. 29 30 Scott Winton stated the walls would be two by six and recessed windows. Suggested 31 doing a concrete sill for the windows. 32 33 David Chavez mentioned the entry having a post and stated to add more of a New 34 Mexico flare, putting a wood post there. Asked about the driveway, 35 stamped concrete, stained, what? 36 37 Scott Winton mentioned that decision was not made yet. 38 39 David Chavez asked about the material for the wall/fence. Also landscaping. 40 41 Scott Winton stated it will be a rock wall and that they will be getting with the neighbors 42 as there are a variety of fencing types and hopefully take some of that 43 down and stay with the rock wall. And seconded. Approved unanimously. 3. Case 18DR0600021: Request for approval of the construction of a new 1450 square foot single-family residence located on two vacant lots. The subject property is zoned R-2 (Medium Density Residential District) and is located within the South Mesquite Overlay District. Submitted by Scott Winton, property owner. Council District 1. Robert Williams suggested forgoing the staff presentation as this home is right next to the last case new home and is being built by the same builder. Scott Winton stated this would be a flat roof, recessed windows as per previous discussion. The garage is also again pushed close to 40 feet back. Asked the Board about the porch cover which was drawn with tile, but maybe metal cover. Also drawn with facia, but again should have exposed type rafter tail. Maybe doing a wood post instead of stucco column. Motion with amendments of exposing the rafters on the porch, doing a post and beam rather than the stucco columns, and recessed windows, leaving the tile roof is fine, same landscaping, same driveway, some permeable.
