01-26-1998• • The Regular Parks and Recreation Advisory Board Meeting was held on 2 Monday, January 26, 1998, at Branigan Library, Don Dresp Room A. 4 MEMBERS PRESENT: Dolores Archuleta, Susan Roberts, Michael 6 Hart, Mike Davis, John Welch and Mark Lopez. 8 MEMBERS ABSENT: None. 10 OTHERS PRESENT: James Rivera, Recreation Superintendent; Donna Brown, Las Cruces Kiwanis Club; Lawrence 12 Banegas, former Parks and Recreation Advisory Board Member; Lydia Gallegos, Briggett Garcia, 14 Tony Pennock, and Raymond Paz, Hispano Chamber of Commerce de Las Cruces. 16 18 The meeting was called to order at 7:00 p.m. by Board Chair, Dolores Archuleta. 20 22 MINUTES 24 January 26, 1998 26 Mr. Michael Hart moved to approve the October 27, 1998 Parks and Recreation Advisory Board Minutes with a correction. Mr. John 28 Welch seconded the motion. Motion carried 6-0. 30 Michael Hart voted YES Susan Roberts voted YES Mark Lopez voted YES Mike Davis voted YES 32 Dolores Archuleta voted YES John Welch voted YES 34 NEW BUSINESS 36 I~i',~13OQUCTION OF PARRS AND RECREATION ADVISORX BOARD MEMBERS 38 Ms. Archuleta stated that the introduction of Board Members will be 40 a standard item at each meeting from now on. Individuals coming before the Board have let her know that they would be more 42 comfortable if they knew who the Berard Members were when they spoke to them. 44 Mr. Lawrence Banegas explained that he had to resign from the Parks 46 and Recreation Advisory Board and the Farmers and Craft Market Advisory Board because he moved out of Councillor Stevens' 48 district. He thanked Board Members for the opportunity to work and be involved with the group and stated what an honor it was. 50 As a class project, Mr. Banegas prepared a reorganization of the 52 Farmers and Craft Market. If the reorganization is accepted by the 1 • • r City Council, it will dissolve the Farmers and Craft Market 2 Advisory Board and the Elected Committee. A city employee will be hired as their representative and the Parks and Recreation Advisory 4 Board would hear problems or disputes. 5 PERMIT REQIIEBT FROM THE LAS CRIICES KIWANI~i_C~IIB FOR E%CLIISIVE IIBE 8 OF YOIING PARK 10 Ms. Donna Brown from the Las Cruces Kiwanis Club stated that the "Kars For Kids" Parade and Antique Car Show is scheduled for May 2. 12 The proceeds will go to two nonprofit organizations, no monies will be used for administrative costs. The Kiwanis Club is a nonprofit 14 organization. The parade scheduled for the morning will end up at Young Park with an antique car show. This is a family oriented 16 event with the car show and nonprofit organizations will have vending booths for food soda, souvenirs, and for childrens' 18 activities such as face painting. The Kiwanis intend to have various choirs and bands from the local high schools perform also. 20 The Kiwanis are working with the Las Cruces Police Department to coordinate the parade. They are aware that they must provide a 22 Certificate of Liability Insurance with the City named as an insured and must also provide additional portable toilets at Young 24 Park. Ms. Brown has already contacted Robert Caldwell, the Parks and Recreation Public Liaison Officer, for his assistance in the 26 coordination of this event. 28 Mr. Mike Davis moved to approve the Las Cruces Kiwanis Club's request for exclusive use of Young Park for May 2, 1998. Mr. 30 Michael Hart seconded the motion. Ms. Archuleta asked the Board 42 to wait to appoint a representative to the Farmers and Craft Market Advisory Board until the City Council decides about Mr. Banegas' 44 reorganization proposal. 46 RECOMMENDATION REGARDING "BOARD KNOW HOW" TRAINING OFFERED BX CITY 48 Tt was decided that Board Members will call the Parks and 50 Recreation Administrative Office and let Laura know what days will be best for this training. The Board prefers that the training be 52 two evenings for three hours each. 2 ~i • TEUR ASE L CONGRESS 'LCABC IIPDAT 2 Mr. James Rivera explained that after the 96/97 season, LCABC had 4 the option to request field usage and funding from the City of Las Cruces. Mr. Rivera sent a letter to Mr. Jeff Cole, President of 6 LCABC, on December 17, 1997, requesting a response and direction for the 1998 season by January 5, 1998. As of this date, no one 8 from LCABC has responded to the letter of request. 10 Several coaches and managers from LCABC were present at the LCYBA organizational meeting. LCYBA is gearing up to take on the extra 12 teams from LCABC. 14 Mr. Mark Lopez stated that he attended that organizational meeting and was confronted with the statement from people that LCYBA raised 16 their prices to cover an expensive sportsmanship training clinic. 18 Mr. Rivera explained that this could not be the case as the contracts with the Associations state that they must provide some 20 form of sportsmanship training, but in no way specifies what kind must be provided. Sportsmanship training was left up to each 22 Association. 24 Mr. Davis stated that he believes that the City of Las Cruces Parks and Recreation Department should offer sportsmanship training 26 clinics with a small fee. This would allow an avenue for coaches, managers and even parents to receive this training without a large 28 cost involved. 30 PERMIT REOD_ES'1'_~'ROM TIE HISPANO CHAMBER O_F COMMERCE FOR EXCLOSIVE USE OF THE DO~PNTOIII~T MALL. _ BETWEEN LAS CRtJCEB AVE~tUE _ A~TD_ GRIOGS 32 AVENUE 34 Ms. Lydia Gallegos, Executive Director of the Hispano Chamber of Commerce de Las Cruces, explained that the permit request is for an 36 event entitled, La Entrada - A New Mexico Celebration. The event is being held in conjunction with the statewide celebration of Juan de 38 Onate's entry into New Mexico 400 years ago. The Hispano Chamber is requesting permission to use the Downtown Mall for the event. 40 Mr. Rivera stated that David Garcia, 42 Craft Market, has been consulted about will take place on a Saturday when the 44 Mr. Garcia stated that the Market does Mall that is being requested and he ~ 46 Garcia stated that he will be glad to t~ and be involved with this event. 48 Chairman of the Farmers and this request since the event Market is taking place also. not utilize the part of the foes not see a problem. Mr. Rivera is looking into changing the 4 Ordinance. 6 Mr. Davis moved to approve the Hispano Chamber of Commerce de Las Cruces' permit request for exclusive use of the Downtown Mall 8 between Las Cruces Avenue and Griggs Avenue for April 30 through May 2, 1998. 10 Michael Hart voted YES Susan Roberts voted YES 12 Mark Lopez voted YES Mike Davis voted YES Dolores Archuleta voted YES John Welch voted YES 14 16 REPORTS 18 PARRS AND RECREATION DIRECTOR 20 Mr. Rivera invited the Board to go an watch the 3 on 3 soccer tournaments on Saturday and Sunday to be held at the Provencio/Van 22 Dame Soccer Complex and at Maag Park. He reminded the Board of the upcoming 1998 Southwest Regional Training Institute that the 24 Department is hosting on April 4 through 7 and of the Gus Macker 3 on 3 Basketball Tournaments on April 18 and 19. 26 Ms. Archuleta commended Mr. Davis on the NAACP Breakfast for Black 28 Programs for NMSU.
