07-27-1998,~ ~ ~ . `~~ PARKS AND RECREATION ADVISORY BOARD 2 4 The Regular Parks and Recreation Advisory Board Meeting was held on 6 Monday, July 27, 1998, at Braniqan Library, Don Dresp Room A. 8 MEMBERS PRESENT: Dolores Archuleta, Mark Lopez, Michael Hart, 10 and John Welch. 12 MEMBERS ABSENT: Susan Roberts, Priscilla Navarro, and Mike Davis. 14 OTHERS PRESENT: Ted Novack, Parks & Recreation Director; 16 Rollie Wright, Community Services & Facilities Director; Les Finley, Central Parks District 18 Supervisor and Horticulturist; and Laura Bason, Recording Secretary. 20 22 The meeting was called to order at 7:00 p.m. by Board Chair, Dolores Archuleta. 24 The Parks and Recreation Advisory Board stated that they wished to 26 welcome Laura Bason back and tell her that they have missed her. 28 MINIITE3 30 Ms. Archuleta stated that since a Board Meeting was not held in 32 June 1998, the Minutes from the May 26, 1998 Board Meeting are supplied for review. 34 May 26, 1998 36 Mr. John Welch moved to approve the May 26, 1998 Parks and 38 Recreation Advisory Board Minutes as presented. Mr. Michael Hart seconded the motion. Motion carried 4--0. 40 Michael Hart voted YES Mark Lopez voted YES 42 Dolores Archuleta voted YES John Welch voted YES 44 NEW BOSTNESB 46 Ms. Archuleta informed the Board that Item II.B. has been deleted 48 from an Action item because it is nat ready yet. 1 __ ~ ~" ~ • FARMERS AND CRAFTIYt.aARRET STATIIS IIPDATE 2 Mr. Rollie Wright stated that at the last City Council meeting the 4 City Manager commented publicly about the positive aspects in parks. Carol McCall received an annual award for the Keep Las 6 Cruces Beautiful Program. 8 Ms. Archuleta stated that she submitted this Board for an award and it won't be known who receives that until September. 10 Mr, Wright stated that about four months ago, the City Manager told 12 Community Services and Facilities (CS&F) to take the Farmers and Craft Market modification recommendation over and fix it. The 14 Elected Committee went to the meeting to have the recommendation presented to them. The Elected Committee liked the fee structure 16 with the promotion of the Market. 18 Mr. Ted Novack acknowledged Mr. Lawrence Banegas' fortitude to stand up and go forward with his new idea. 20 MEDIAN ADOPTION PROGRAM 22 Ms. Archuleta informed the Board that Carol McCall did not make it 24 to the meeting to discuss this item tonight. 26 2$ REPORTS FARKB _ ~+,I!1D RECREATION DIRECTOR 30 Ms. Archuleta noticed the mention of the Teen Splash Night in the 32 report and asked how the event went. 34 Mr. Novack stated that the idea for the Teen Splash Night was made by the City Manager to give the teens another activity to 35 participate in. The events have been attended very well so far. 38 Mr. Hart stated that the Fourth of July group needs to be mrrl~tlD~O for their excellent job with the event even with the 40 weather conditions. job 42 Mr. Novack stated that Robert Caldwell did a great cr- accommodating the Committee on the parade and the events. 44 Mr. Novack stated that he added the Quarterly Theft and Vandalism 46 reports for 1995, 1995 and 1997. He stated that he believes there is positive impact by the Park Rangers and Carol Mc Calls' group. 48 He acknowledged their swift action. 5o Mr. Novack brought copies of the Proposed Klein Park Renovation Improvements that were brought up at the Neighborhood Meeting. 2 :. .r., ^~ "' D.icycle trails between Klein and Pioneer Parks 2 were reviewed at the meeting. 4 Mr. Hart stated that the Bicycle Trail group would be meeting soon. 6 Ms. Archuleta asked Mr. Hart to give the Board a report at the next meeting. 8 Mr. Novack stated that the idea for a volunteer recognition program l0 has been brought up again. 12 Ms. Archuleta stated that it would be a good opportunity for the groups to get to know the Board. 14 Mr. Welch added that there might be a Spirit Coyote award for the 16 group with the best sportsmanship through the season added to the ceremony. 1s Mr. Novack alerted the Board that the W olford Drain project has the 20 potential to be recognized as a park. The City Manager has given direction that he would like to see it identified as a park.
