10-26-1998x ' .~ PARKS AND RECREATION ADVISORY BOARD r2 The Regular Parks and Recreation Advisory Board Meeting was held on 4 Monday, October 26, 1998, at Branigan Library, bon Dresp Roam A. 6 MEMBERS PRESENT: Dolores Archuleta, Susan Roberts, Michael Hart, Mike Davis, Mark Lopez and John Welch. 8 MEMBERS ABSENT: Priscilla Navarro. 10 OTHERS PRESENT: Ted Novack, Parks & Recreation Director; Alan 12 Pumphrey, Parks Superintendent; James Rivera, Recreation Superintendent; Stacy Ramirez, 14 Therapeutic Program Coordinator; Les Finley, Horticulturist/District Supervisor; Cara]. Jett, Jr., 22 Concerned Citizen; and Laura Bason, Recording Secretary. 24 26 The meeting was called to order at 7:00 p.m. by Board Chair, Dolores Archuleta. 28 INTRODUCTION OF PARKS AND RECREATION ADVISORY BOARD MEMBERS 30 Advisory Board Members introduced themselves to the audience and stated 32 the City Councillor they represent. 34 INTRODUCTION OF THERAPEUTIC PROGRAM COORDINATOR STACY RAMIREZ 36 Ms. Archuleta stated that Ms. Stacy Ramirez, the new Therapeutic Program Coordinator, began working in September. 38 Ms. Ramirez stated that she was born and raised in California. She has 40 a Bachelor of Arts in Child Development and a Master of Arts in Recreation Administration. She acknowledged how impressed she is with 42 her new position with the Parks and Recreation Department. 44 MINUTES 46 48 50 52 54 September O1, 1998 Mr. John Welch moved to approve the September 01, 1998 Parks and Recreation Advisory Board Minutes with corrections. Mr. Michael Hart seconded the motion. Motion carried 6-0. He presented a $500.00 donation for Harty $ Complex improvements from the proceeds from the tournament. 10 The Parks and Recreation Advisory Board thanked Mr. Frederick for the donation. 12 14 NAMING OF WOFFORD DRAIN PARK 16 John and Diana Gomez were introduced to the Board regarding their naming request. 18 Ms. Gomez stated that them are several support groups behind the Gomez 20 family who agree that the Wofford drain/park should be named Tony Gomez Park. 22 Mr. Gomez stated that they are prepared to help out with donations for 24 the park. 26 Mr. Mike Davis moved to approve the naming of the park as Tony Gomez Park. Ms. Susan Roberts seconded the motion. Motion carried 6-0. 28 Michael Hart voted YES Susan Roberts voted YES 30 Dolores Archuleta voted YES John Welch voted YES Mike Davis voted YES Mark Lopez voted YES 32 Ms. Archuleta stated that she would write a letter to the City Council 34 to recommend the naming of the park. 36 KEEP LAS CRUCES BEAUTIFUL MEDIAN ADOPTION PROGRAM 38 Ms. Archuleta stated that the Keep Las Cruces Beautiful Median Adoption 40 Program agenda item is changed from an Action item to an Informational item. 42 Ms. Carol McCall, Keep Las Cruces Beautiful Coordinator, stated that she 44 is trying to come up with a new Agreement for the Median Adoption Program that covers 65 medians. The changes are on how much time the 46 adopter is allowed to go along with their contract to clean up their median. After contact is made, if they do not clean up their median, 48 their contract will be eliminated and the median adopted to someone else. Ms. McCall stated that the revision will be in final form by mid- 50 November through Resolution. 2 _~ .' • i PROPOSED SOCCER COMPLEX DEVELOPMENT '2 Ms. Archuleta stated that the Proposed Soccer Complex Development agenda 4 item is changed from an Action item to an Informational item. 6 Mr. David Soules explained and read an overhead presentation to the Board and thanked them for hearing him. 8 Ms. Archuleta asked Mr. Soules how the City Council received his 10 presentation. 12 Mr. Soules stated that the City Council was interested with a few concerns. 14 The Forks and Recreation Advisory Board thanked David Soules for the 16 presentation. 18 MES LLA VALLEY BICYCLE COALITION " CYCLE FRIENDLY COI~![JNITY~~ 20 Ms Trina Witter stated that the Mesilla Valley Bicycle Coalition started about six months ago to put together a Resolution for Las Cruces to be 22 a Bicycle Friendly City. Ms. Witter handed out and read the draft copy of the Resolution. She asked the Boards input on anything needed to 24 make the Resolution a proper one. 26 Mr. Hart commented that the last three numbered items on the draft Resolution are tasking the City to do something. He suggested using 28 different wording that does not set tasks on the City. 30 Mr. Welch moved to recommend the draft be accepted with the corrections discussed. Mr. Mark Lopez seconded the motion. Motion carried 6-0. 32 Michael Hart voted YES Susan Roberts voted YES 34 Dolores Archuleta voted YES John Welch voted YES Mike Davis voted YES Mark Lopez voted YES 36 Mr. Ted Novack stated that this declaration should be put in a letter 38 of participation instead of a Resolution. Mr. Novack suggested that the motion be amended to go forward with a letter instead of a Resolution. 40 He also stated that the Coalition should visit with Planning Department staff. 42 Ms. Witter stated that she visited with the Planning Department staff 44 today. 46 Mr. Novack stated that Coalition members also need to visit with the City Councillors indiva.dually before this is brought to them on their 48 agenda so they know what this is about. 50 STATE OF NEW MEXICO FORESTRY 52 Ms. Archuleta informed the Board that this item will be placed on the next Berard Meeting agenda. 3 ~ . w REPORTS r 2 PARKS AND RECREATION DIRECTOR 4 Mr. Novack stated that the Board packet includes a copy of a newspaper 6 article, "P&Z Pushes For More Small Parks." 8 Mr. Novack acknowledged Mr. Danois Montoya's accomplishment as Champion in the 1998 Southwest Challenge Series in the 25 to 29 male age group. 10 The Series is won by paints accumulated in a series of duathlon and triathlon events. 12 Mr. Novack stated that Mr. Alan Pumphrey's retirement party will take 1.4 place on Sunday, November 1, 1998 at Club Fusion. Mr. Pumphrey had 25 years of service. 16 Ms. Archuleta thanked Ms. Laura Bason and Ms. Laurie Allen for a copy 18 of their Parliamentary Procedure pamphlet that was placed for information in the Board packet.
