10-22-1997 MEETING NOTES FOURTH OF JULY COMMITTEE MEETING HELD ON OCTOBER 22, 1997 12:00 NOON,CITY OFFICE CENTER CONFERENCE ROOM Fourth of July Committee Members present:Dr.William Clark,Ms.Diega Rodriquez,Mrs.Irva Larsen,Mr.Fred Frank,Ms.Debbie S.Lucero,Mr. Eldon Cherry,Mr.Joe Martinez,Ms.Judy Luna and Robert Caldwell,City of Las Cruces Public Liaison Officer. Members absent:Ms.Kelikay G.Hopkins,Mr.Gil Ortega and Ms.Arlene Martinez Since 1993 the Fourth of July Committee has been an unofficial committee. The Mayor,City Clerk and City Council have asked that we follow the Municipal Code on appointments. There are two types of committees, standard and non-standard. The Fourth of July Committee is a non-standard board,which means that committee members are solely appointed by the Mayor through City Council. There is no set length of term,but for this committee,the term will expire on September 1,of each year. A standard board means that each member has been appointed by a Councilor and resides in that Councilor's district. Every committee member will need to fill out the Appointment Forms,and Notes must also be submitted to City Clerk,which we will begin doing now. Criteria for servin¢on the committee: -Members must live within the city limits. There are currently two members that may not fit this criteria,but that it will be checked into and can possibly be changed through an ordinance. -Subdivision#5 states that no full-time City staff person can serve on a committee. They may serve as an ex- officio based on their job duties. That can also possibly be changed by ordinance,but as it stands now,no City employee can serve on this committee. They may work with the board on a sub-committee but not as a board member. -Members cannot serve on two City boards at one time. If members presently on board are still interested in serving this year,Appointment Forms and a Disclosure Statement must be submitted. Once the forms are submitted,terms will automatically be renewed. Regarding parade letters and events,the committee will need to start working on these right away. A request has been made for the Mesilla Valley Concert Band to open at the stadium. The City of Las Cruces' 150 'Anniversary will be one of the focuses this year as part of the Fourth of July Events and will be kicking off at that time. There was a problem with the Fort Bliss Band's performance this year,we had been told to put in a request 90 days in advance,which was done. When we didn't get a response,a number was obtained from Washington,DC,and a call was made,they then stated that they had no such policy and had not received our request and the band was already scheduled to perform at McCellegon Canyon in El Paso,but we will try again this year. The Young Park events will begin in the morning and continue throughout the day. There will be an"all cultures" theme represented at the park. I have been asked to promote and push the City's 150'Birthday events through the Fourth of July events. There will also be other events celebrated throughout a three-year period,beginning with: Don Juan De Onate in 1998,the founding of Las Cruces in 1999,the Gadsden Purchase in 2000 and the founding of Mesilla in 2001. This completes the Notes for this meeting due to problems with the recorded tape.
