The Regular Parks and Recreation Advisory Board Meeting was held on
Tuesday, January 21, 1997, at Branigan Library.

Mr. Lawrence Banegas moved to approve the November 19, 1996 Parks
26 and Recreation Advisory Board Minutes as presented. Mr. Mike Davis
seconded the motion. Motion carried 6 -0.

34 NEW BUSINESS
36 INTRODUCTION OF LAS CRUCES YOUTH SOFTBALL ASSOCIATION'S (LCYBA) NEW

Ms. Patsy Manzanares- Robles, Treasurer of LCYBA, read Tim Smith's,
40 President of LCYBA, letter of resignation to the Board (Attached as
Exhibit "A"). Ms. Robles introduced the new president, Eddie
42 Garcia, to the Board.
44 Mr. Garcia told the Board that he intends to follow Tim Smith's and
the board's philosophy during his tenure. He invites anyone with
46 questions or problems to call him or one of his board members and
assures that these will be heard.

The Parks and Recreation Advisory Board welcomed Mr. Garcia.

52 FRENGER POOL PROJECT UPDATE
54 Mr. Ted Novack explained that the funding for the project is as
follows:

Las Cruces Aquatic Team (cash /inkind services) . . . . $ 50,000
58 Community Development Block Grant & General Fund . . . $200,000
60 At last count, Mr. Novack believes that the Las Cruces Aquatic
Team's (LCAT) contribution has come out to $70,000, $20,000 above
62 the $50,000 they had originally committed to the City.
64 A Request for Proposal was sent out for outside management of the
pool. The Greenhouse, Inc. received the contract for management -
66 maintenance and operation. The City will also have agreements with
LCAT, the Las Cruces Public Schools and the American Red Cross for
68 special usage days and times. Recreation Superintendent, Jimmy
Rivera will manage the contract for the department.

During the negotiation process, fees and charges were set on an
2 interim basis so the pool can be opened when complete. These will
be brought before the Board for the annual approval process in
4 April or May. A new category for payment has been added to the
existing ones, this is a 30 Admission Punch Card. This card is
6 different from the other passes because it is transferable where
the others are not. A person could pay for another's swimming by
8 having the card punched once for each person.
10 All revenue collected at the pool will be deposited with the City's
Finance Department. The Finance Department will reimburse The
12 Greenhouse, Inc. at the contracted 66 percent for any lessons
provided.

The project does not end with just covering the pool. Many
16 renovations have been made to the bathhouse and office area and
heaters have been installed for the pool and the pool area.

Mrs. Archuleta informed the Board that she toured the facility and
20 was impressed.

DISCUSSION OF BOARD PACKET FORMAT

The Board decided that Mr. Novack's narrative monthly report will
26 be continued on a monthly basis, the Vandalism /Theft /Graffiti
Report and the Participation Report (without graphs) will be
28 reviewed on a quarterly basis.

SPORTS SAFETY TRAINING

Mr. Welch presented information on sport safety training through
34 the American Red Cross. He suggested that the Department look into
this training and, perhaps, combine this course with a
36 sportsmanship component. He suggested that this training be made
available to all sports, staff, coaches and parents. Mr. Welch is
38 interested in working with a Parks and Recreation staff person to
look into this further.

Mr. Novack informed Mr. Welch that Mr. Rivera has been approached
42 by another entity about a sport safety program and suggested that
Mr. Welch and Mr. Rivera meet on this.

Mr. Michael Hart suggested that the leagues and organizations might
4611+ 'a discount on their liability insurance for being certified in
such a course.

52 FARMERS AND CRAFT MARKET ADVISORY BOARD REPORT
54 Mr. Banegas noted that the Farmers and Craft Market Advisory Board
did not meet in December, so he does not have a report.

58 PARRS AND RECREATION DIRECTOR
60 Mr. Novack informed the Board that the Community Services and
Facilities (CS &F) Director, James Ray, resigned his position with
62 the City. The Acting CS &F Director is Louis Roman.
64 Mr. Novack gave an update on the 3 -on -3 Soccer Tournament of
January 18 and 19:

Triple Crown Sports, the national tournament director, said that
68 the 186 teams that participated in this tournament is the second
highest first year participation they have ever had. Triple Crown

estimated that 2,000 to 2,500 people attended this tournament each
2 day.

Ted and Board Members
It is with great sadness and regret that I must tender my resignation effective January 13, 1997. It
has been a great pleasure working with all of you and the people of Las Cruces. Eddie Garcia will
be the new LCYBA President. I believe the LCYBA board made a good, sound decision filling
my position.
I would like to assure all those involved in LCYBA that Eddie Garcia and the rest of the board
will continue the philosophy that has made this league great. LCYBA realizes that customer
satisfaction is very important to the leagues success. They also realize who the customers are, the
Managers, Coaches, Parents and kids who participate in LCYBA. The Parks and Recreation
Advisory Board will find Eddie to be a man who cares about this league and those kids who
participate. You will also find that Eddie will be someone who is cooperative and easy to work
with. Enclosing, like myself, Eddie is only one person and we all know that it takes the entire
board to run a successful league. In my opinion you will find no better group of board members
that truly define the meaning of "Team Work".
