10-28-1997 VETERANS AFFAIRS ADVISORY BOARD CITY OF LAS CRUCES P .O . DRAWER 2000 LAS CRUCES , NEW MEXICO 88004 28 October 1997 The board convened at 1300 in the Board Room of Branigan Memorial Library. Roll call was taken. Present were: Chairman Joseph Heintz, Vice Chairman Warren Rogers, VVA rep Elsa Baker, Dav rep Fred Frank. Others present were: Mayor' s rep Mike Milam, Senator Domenici' s rep Darlene Garcia and Representative Joe Skeen' s rep Donna McClanahan The minutes of meetings on 26 August, 23 September and 8 October were approved. Elsa Baker reported on the Veterans Park progress . (Enclosed) Fred Frank reported on the Veterans Day Parade on November 8 . (Enclosed) Warren Rogers reported on the Mayfield High School Veteran' s Day assembly to honor all local veterans at 8 : 45 a.m. in the school gym on 10 November. (Enclosed) There will be a Veteran' s Day ceremony by the United Veterans Council on 11 November at 11 a.m. at VFW 3242, 2001 N. Mesquite Street. The ceremony will be followed by a reception ,with refreshments . There will be a neighborhood association meeting on 12 November at the Camino Del Rey School, 2961 Roadrunner Pkwy at 5: 30 p.m. to present the plan for the veterans park and get comments from the association. Members of the VAAB and other veterans organizations are to be present. Veterans organizations are being asked to explain the concept of the Veterans Park to friends and veterans residing in the area prior to the neighborhood association meeting. Warren Rogers Acting Secretary October 28, 1997 Veterans Memorial Park. Events are proceeding at a fast pace on this project. As soon as the topographical survey was completed, City of Las Cruces Landscape Architect, Joni Gutierrez, with the assistance of Mr. David Flores of her scafr, completed the park design. The design was reviewed, modif'ed and approved by the Veterans Affairs Advisory Board at a special meeting held in October 1997. Suggestions were incorporated into the design included with this report. Representatives from the Homebuilder's Association and the Greenhouse, Inc. , met this morning to begin planning the building of the park. Work will be divided among the members of the association. One more approval process must be completed however, before the association can start. A meeting of the neighborhood association has been called to review the attached design. Hopefully, they will also approve the design and wer'_c can start. Veterans are encouraged to attend the neighborhood meeting and be suppor- tive of this design. The $70,000 budget for the park will enable the following items to be included at this time: a Greek-style monument trellis covered (shaded) areas to each side of the monument concrete walks and ramp trees grass (as shown on design) with sprinkling system Future additions contemplated as additional funds become available are: playground restrooms Provisions are being made in the design of the monument to feature an organ- izational plaque from each of our United Veterans Council organizations. Price and availability of these plaques is not known yet ,�. but each organization desiring one will be expected to provide the funds. The parade will form at the intersection of Main and Lohman in the Loretto Town Center parking lot at 9: 30 a.m. The route of march is Main Street to Church Street, back to Main and then into the SOLO parking lot dispersal area. The parade will include units from WSMR, NMNG, Veterans Organizations, Senior and Junior ROTC, High Schools, Civic and Fraternal Groups and City and County Agencies . It will include military equipment such as combat vehicles and weapons, floats and vehicles transporting various dignitaries . The parade will last not longer than an hour. At 9: 45 there will be a brief ceremony at the steps of the city hall with opening remarks from city councilman Jack Valencia and chairman of the county commission Ken Miyagishima. Colonel Frank Borman, USAF Ret, will do a flyover in a P-51 . Honored guests will include Rear Admiral Paul Arthur and Brig. Gen. Jerry Laws, WSMR Commander. It is requested that all parade participants arrive before 9 : 15 a.m. so that they can me assigned places in the formation. Fred J. On Monday, November 10, at 8:46 AM, Mayfield High School is presenting its fifth annual Veteran's Day assembly to honor all local area - military veterans. Also present will be various city officials, our school administration and faculty, and hundreds of our high school students. 2. Thr, assembly will begin promptly at 8:46 AM in the Mayfield gymnasia and will end at 9:46 AM. After presentation of the colors, all veteran's organizations represented will be recognized. Please stand when your organization is announced. If you are not associated with a particular veterans organization, please stand when "all other military veterans" is Announced. 3. The program will consist of two brief messages on the significance of Veteran's Day, special music performed by our award winning high schoi band and chorus, and several specialty numbers. It promises to be an entertaining and inspirational program presented in your honor. 4. Special parking will be provided at the west end of the student parkin! lot (next to the gym). Enter the school parking area by passing under the Mayfield arch and look for uniformed Air Force Junior ROTC cadets who will assist you in finding a parking spot. S.
