Gutierrez I. CALL TO ORDER MEMBERS ABSENT Ms. Sinclair Hunt VISITORS: Mr. Russ Winn STAFF PRESENT Mr. Don Fahrenkrog Ms. Mary W. Gallegos (Transcriber) Mr. Rucks, Chairman, called the meeting to order at 6:00 p.m. A quorum was present allowing for conduct of official business. Mr. Rucks, asked the roll to be called to show for the record the members present. Mr. Ford: here, Mr. Rucks: here, Ms. Daniels: here, Mr. Gutierrez: here, and Mr. Paz: here. For the Record Ms. Hunt was absent. At present there is one position vacant. It was noted that Ms. Daniels and Mr. Paz term will expire on March 31, 1998. Committee members were asked to serve until replaced or reappointed by City Council but to have staff check on this. Mr. Rucks, asked that the agenda be reviewed at this time. Mr. Gutierrez moved to approve the agenda. Mr. Ford seconded the motion. The Committee unanimously voted to approve agenda. II. APPROVAL OF MINUTES Mr. Rucks asked that the minutes of January 15, 1998, be reviewed at this time. Mr. Ford moved to approve minutes as corrected. Mr. Paz seconded the motion. The Committee unanimously voted to approve minutes as corrected. III. OLD BUSINESS C. Calendar Dates Meeting calendar dates were discussed and modified as needed. Mr. Ford motioned to approve the calendar dates as modified. Ms. Daniels seconded the motion. The Committee unanimously voted to approve the modified calendar dates. A copy of the calendar as approved with suggested council modification is attached. U J a. Establish Priorities A brief summary of the Consolidated Plan covering the three sections, strategic, action, and housing needs was given. Dr. Winn presented the results of the survey undertaken to assist the Committee in identifying priority needs. A summary of the results are attached. The Committee will reconvene on February 10, 1998, to work as a focus group to establish priority needs. b. Review Process Mr. Fahrenkrog gave a summary of the proposed process for evaluating projects to be included in this years Consolidated Plan. The process would have two sections; one for public service and another for all other requests. The Committee would be required to come up with review criteria. The new process would simplify the process for public service proposals. Ms. Daniels stated she would like a copy of the proposed changes. The Committee requested that they be advised of all applications including late ones so they could decide if they should be rejected. d. Other There was a discussion of past bond issues for maintenance of streets. IV.
