01-27-1998 a VETERANS AFFAIRS ADVISORY BOARD CITY OF LAS CRUCES P .O. DRAWER 2000 LAS CRUCES , NEW MEXICO 88004 27 January 1998 The board convened at 1300 at the Branigan Memorial Library in the Board Room. Roll call was taken. Present were Chairman Joe Heintz, Vice Chairman Warren Rogers, AMVETS rep Noel Cooley, VFW rep Robert Wiley. This constitutes a quorum. Also present were Mike Milam rep Mayor Las Cruces, Louise Rutledge rep Senator Domenici, Donna McClanahan rep Joe Skeen, Kelley Smyer rep Sen. Bingamon, CSGM Dennis Torres rep WSMR. The minutes of the last meeting were approved as written. Reports of Committees : Elsa Baker, Veterans Park Committee made a report on the current status of the park. Joni Gutierrez furnished Elsa Baker with a picture of a prefabricated gazebo and the revised plan of the park. The starting date for construction is in the next two months . Joe Heintz reported on the status of the town hall meeting to be held in the city council chambers from 6 to 8 p.m. on 25 February. This is a seminar to inform veterans of the latest status of various veterans programs, benefits, and regulations . Old Business : The gazebo plan was discussed but this structure being 10 ' in diameter was considered too small . One the size of that at the Mesilla Plaza is what is wanted by the board. The proposal for a Veteran' s newspaper was discussed but again no decision was reached on continuing efforts on this idea. The assistance to needy veterans was again discussed. The plan to have a fund to administer this program was discussed. We are waiting for the United Veterans Council to write a plan acceptable to all veterans organizations . This must first be done. Walt Baker volunteered to get this plan published and we are waiting for this . New Business : Mike Milam explained the City of Las Cruces web page and suggested that we have a veterans section on it . The board indorsed this idea and is exploring how this may be done. The proposal for a new National Cemetery for New Mexico which we earlier tried to get started brought up a new concept on veteran' s programs . Mike Milam pointed out that our veteran' s population is decreasing because of the deaths of the WWII and Korean vets and that it will really plummet in the next twenty years . We should consider this statistic in our planning and projections . The VA has pointed this out to us in discussions about having BLM serve some 50 acres on the east mesa for a national cemetery. This is a dead issue for now since VA believes that there is ample space in existing cemeteries for now known needs . The appreciation ceremony for volunteers at Munson Center on 30 January was mentioned. Joe Heintz and Warren Rogers will be in Albuquerque on the 30 January to attend the DAV executive committee meeting and will miss the ceremony. The meeting adjourned at 1400 . The next meeting will be 24 March at 1300 here at the library.
