10-21-2004 LAS CRUCES AREA TRANSIT (RoadRUNNER) TRANSIT ADVISORY BOARD MEETING MINUTES The Transit Advisory Board (TAB) meeting was held on Thursday, October 21, 2004 at 3:00 p.m. at the Branigan Library, Pearl Higgins Room, 200 E. Picacho, Las Cruces, New Mexico. Members Present: C. Harvey, Chairman; C. Wilson, Jr, V. Chair, M. Elrod, J. Garcia, S. Lopez, Members Absent: M. Acosta, M. Baumann Others Present: Mike Bartholomew, Transit Administrator; Mary Ann Flenniken, Recording Secretary; Councillor Wesley Strain; Tom Murphy, MPO Planner; Mike Johnson, Public Services Director; General Public I. Call tV Or der C. Harvey called the Las Cruces Area Transit Advisory Board meeting to order at 3:00 p.m. II. Review and Approval of Minutes S. Lopez moved to approve the minutes of September 19, 2004. Seconded by C. Wilson. Motion carried. IH. Action Items a. M. Bartholomew reviewed the Eastside Community Center Power Point Presentation. He stated this was the same presentation that was presented at City Council Chamber on October 4th and again at Eastside Community Center on October 13th Questions were asked about the three options that were given to have the Fixed Route bus service Eastside Community Center. J. Garcia moved to recommended Option # 1 to take to the City Council for approval. Seconded by C. Wilson, Jr. Motion carried. IV. Items for Discussion a. T. Murphy reported the pads for 5 of the new shelters and 2 of the old are installed, where this is where there is existing Right-of-Way. We are in the process of obtaining the Right-of-Way for the other shelter locations. The old shelters will be installed on Thursday. The new shelters are still on order will be arriving soon. b. T. Murphy stated the Council approved the Adopt-A-Shelter program that TAB approved. MPO is working on a pamphlet which will be distributed to various organizations. M. Johnson will be making arrangements to speak at the meetings of various organizations to promote this program. C. M. Bartholomew reviewed the Ridership Stats for the month of September. This included the "Ride FREE Week". We are still working with Wal-Mart and the MOA to enter their property with the bus before changing Route #8 This is in hopes of having Las Cruces Area Transit Advisory Board Meeting Minutes of October 21, 2004 Page 2 the stop by their front door. The Free Rides on Election Day will be advertised on the buses with posters, PSA's will be on the radio and Transit will be paying for some advertising in the Las Cruces Sun News. d. T. Murphy is working on the RFP for the Intermodal Center and a review of our routes for recommendations. This RFP is scheduled to be advertised this Sunday for four weeks. M. Bartholomew advised the Board that because of all the regulations and scheduling requirements, this can be a long process. e. Staff is working with the ADA Coordinator to address the Bag Limit on the Para- transit Vans and Fixed Route. This was brought up before, however, due to para- transit problems, limits need to be established. A proposal will be presented at the next TAB meeting. M. Bartholomew advised the Board that the Farm and Ranch Heritage Museum would like us to consider service to their building. Route 3 would be the route to service the museum. V. Public Comment A letter was presented to the Board of Directors from the residents of Telshor Apartments. This letter is in regard to Route 3 service no longer available to the residents on the east side of Telshor where numerous Seniors reside. It now has become a safety issue with the residence of this apartment complex to cross the street to get service. There were 35 signatures requesting this service on Telshor to the east side of the street. It was decided this issue to be discussed at the next TAB meeting. VI. Board Comment C. Harvey introduced our new Board member Stephen Lopez. VII.
