03-04-2004 LAS CRUCES AREA TRANSIT(RoadRUNNER) TRANSIT ADVISORY BOARD MEETING MINUTES The Transit Advisory Board (TAB) meeting was held on Thursday, March 4, 2004 at 5:00 in the Las Cruces City Council Chambers, 200 N. Church Street, Las Cruces, New Mexico. Members Present: C. Harvey, Chairman; M. Baumann M. Elrod, J. Frietze, J. Garcia, C. Ray, & C. Wilson, Jr. Others Present: Mike Bartholomew, Transit Administrator; Mary Ann Flenniken, Transit Administrative Secretary; Mike Johnson, Acting Public Services Director; Tom Murphy, MPO Planner; Councillor Wesley Strain 1. Call to Order Cali to order at 5:05 p.m. by C. Harvey. Roll call was taken. il. Presentation - (for this agenda item, the TAB will convene in joint session with the Technical Advisory Committee). a. Presentation of intermodal Facility Study by Gregg Snyder, Parsons-Brinkerhoff. Mike Bartholomew introduced Parsons Brinkerhoffs Project Manager Gregg Snyder who presented the study. (see attached). III. Adjourn —joint session After numerous question and responses from the general public and the board members, a motion to adjourn the joint session and to reconvene separately was made by J. Garcia and seconded by C. Ray. Motion carried. IV. Reconvene in the City Managers Conference Room The Transit Advisory Board remained in the Council Chambers where Greg Snyder addressed more concerns and question by the TAB and the general public. The Board was reminded that accepting the study does not mean that they are accepting the C-7 c site, it simply means they want the process to move forward. V. Action Item a. Recommendation to City Council to accept the Intermodal Center Strategic Plan Study. M. Elrod moved to further evaluate the study. Seconded by C. Ray. Motion carried with Mike Baumann and C. Wilson, Jr. opposing. b. Bus Shelter Acquisition 1. Presentation by Tom Murphy & Mike Bartholomew on bus shelter acquisition program to be included in the Short Range Transit Plan. 2. Recommendation to proceed with proposed shelter plan. M. Baumann moved to recommend the plan as presented. Seconded by C. Wilson Jr. Motion Carried. M: Elrod requested recommendation from staff for the artistic shelters verses the regular shelters as to where they should be placed. Vi. Public Comments During the entire meeting there was much discussion regarding the Intermodal Facility Study. VII.
