01-15-2004 M LAWRUCES AREA TRANSIT RoadRUN R TRANSIT ADVISORY BOARD MEETING MINUTES The Transit Advisory Board (TAB) meeting was held on Thursday, January 15, 2004 at the ARC Life Center(Conference Room), 2225 E. Griggs Ave., Las Cruces, New Mexico. Members Present: M. Elrod, J. Frietze, J. Garcia, C. Ray, & C. Wilson, Jr. Members Absent: C. Harvey, Chairman; M. Baumann Others Present: Mike Bartholomew, Transit Administrator; Mary Ann Flenniken, Transit Administrative Secretary; Mr. Guzman, Citizen; Mike Johnson, Acting Public Services Director; Tom Murphy, MPO Planner; Councillor Wesley Strain; Earl Torres, Operations Supervisor I. Call to Order Call to order at 3:05 p.m. by J. Garcia. Roll call was taken. Everyone was asked to introduce themselves. M. Bartholomew mentioned that M. Bencomo will not be attending today's meeting. II. Review and Approval of Minutes C. Ray motion to approve the minutes of the November Transit Board meeting, with the exception of correcting the spelling of Wofford Drive. Seconded by J. Frietze. Motion carried. III. New Business A. Advertising Discussion - M. Bartholomew discussed what the transit department in Albuquerque and Santa Fe are doing with their advertising. T. Murphy discussed the pros and cons in Albuquerque both with the bus advertising and the advertising on the bus shelters. Nationally, bus shelters get more revenue than advertising on the benches. M. Bartholomew passed out the City Ordinance regarding advertising. M. Elrod moved to receive information in writing form the City Attorney to interpret the City's Advertising Ordinance before the Board moves any further. Seconded by C. Wilson, Jr. Motion carried. B. Fare Structure-M. Bartholomew discussed changes to the fare structure and changes to the Tariff. After much discussion, J. Frietze moved to keep the base rates as they are. Seconded by C. Wilson. C. Ray opposed this vote. Motion carried. M. Elrod moved to look at other options other than fare increases for maintaining and buying shelters. Seconded by C. Wilson. Motion carried. Staff was directed by the Board to look at selling yearly passes, etc to the public. IV. Other Business A. November and December 2003 Ridership Stats - M. Bartholomew stated as Fixed Route ridership is decreasing, Dial-A-Ride ridership is increasing. MPO has technology to determine destination of passengers for the Fixed Route. B. Update on the Intermodal Center— March 4, 2004 at 5:00 p.m. there will be a joint work session at the City Council Chambers with presentations from Parson's Brinkerhoff. This meeting is in regards to the location of the Intermodal Center. We will have a draft of this study, with three sites being recommended. The study is in electronic format and if anyone is interested in obtaining a copy, please contact M. Bartholomew. C. Shelters and Information Signs-Transit is working on getting information signs at the Central Transfer Point and Mesilla Valley Mall. More signs will be located at other stops. M. Bartholomew showed an example of the signs. Each bus stop will have a Braille disk that will be placed on each pole. Top three vendors for the shelters were selected from the CDBG funding and a proposal for the shelters will be going to council. D. Triennial Review - M. Bartholomew is working on the three year review for our transit department to be in compliance with the FTA. The Triennial site visit will be in May and they study 23 transit areas. E. Implementation of the JARC Program —JARC is waiting for the Human Services Department. Once this is done, the contract will go to Council for approval. F. Route 3 Update -The buses are now running back on Traviz and so far there have been no complaints. G. TEA-21 Reauthorization -This bill may not be passed until the fall. V. Other Discussion from Board Members and Public A. Monthly passes will be sold at City Hall. B. The Regional MPO is expanding their services. The Governor desires to develop this program, however, there is no funding. VI.
