MINUTES
August 13, 1996
A meeting of the Las Cruces Traffic Safety Board was held on Tuesday, August 13, 1996, at 4:00
p.m. in the Second Floor South Conference Room in the City Office Center, Las Cruces,
New Mexico.
Those present were:

The meeting was called to order by the Chairman, Michael Johnson, at approximately 4:05 p.m.
The minutes of the November 14, 1995, meeting were discussed. Larry Altamirano moved the
minutes be approved as published. The motion was seconded by Dickie Apodaca, and motion was
carried by a vote of six ayes and no nays.
OLD BUSINESS:
Discussion was held regarding the pre-emption of the traffic signal at Watson and South Main.
Michael Johnson stated that this pre-emption is in use the times a train is present. Larry
Altamirano made a motion to remove this item on the agenda, seconded by Joel Cano, and the
motion was carried by a vote of six ayes and no nays.
Concerns aBoutz Hazardous Cargo signing were addressed by Captain Nix, Las Cruces Fire
Department. He informed the board that the laity would need to get with the New Mexico State
Highway Department for signing on State roads. Michael Johnson stated that the Board could ask
Captain Nix to attend the next meeting and that he would also ask the New Mexico State Highway
Department to have a representative present to further address this issue.
NEW BUSINESS:
Michael Johnson informed the Board that the Judge Paul Rubino, Las Cruces Municipal Court,
was appointed as a member.

The Board was also informed that Sgt. Joel Cano, City of Las Cruces Police Department, was
appointed as a member. Larry Altamirano moved that this recommendation be made to the City
Council. Dickie Apodaca seconded and the motion was carried by a vote of six ayes and no nays.
Michael Johnson informed the Board that the City is looking into installing a traffic signal at the
intersection of Motel Blvd. and Amador. He also informed the Board that the traffic signal for
US 70 and Las Alamedas is currently under construction.
Larry Altamirano informed the Board that the school buses were having a difficult time turning
into the Desert Hills Elementary School, due to the construction. Michael Johnson stated he
would go by the construction site and look into the matter. Paul Rubino also stated he felt the
intersection at Foothills and Roadrunner was dangerous for vehicles turning onto Roadrunner
Parkway.
Dickie Apodaca stated that traffic westbound on Picacho were using the thru-lane as a left-turn
lane, turning into the Judicial Building. He felt this could be dangerous. Michael Johnson
informed the Board he would contact New Mexico State Highway Department for a representative
to address this issue.
Larry Altamirano asked how long Boutz Road would be blocked off at the intersection of El Paseo
and Boutz. Michael Johnson stated he believed it would be another two to four weeks but that he
would contact the Engineering Department and find out.
The next meeting was scheduled for Tuesday, November 12, 1996, at 4:00 p.m.
There being no further business, the meeting was adjourned at approximately 4:40 p.m.
