04-23-1996 Q J VETERANS AFFAIRS ADVISORY BOARD CITY OF LAS CRUCES P.O. DRAWER CLC LAS CRUCES, NM 88004 MINUTES OF THE 23 APRIL MEETING The board convened at 1: 15 p.m. in the Board Room of the Branigan Memorial Library. Roll call was made. The following were present: Warren Rogers, DAV; John J Dewey and Gaston Mungia, American Legion; Noel Cooley, AMVETS; Elsa Baker, Vietnam Vets; Joseph Heintz, Vice Chairman and VFW representa- tive. This constituted a quorum. Absent was Chairman Evaro. Visitors were Dorothy Thomas, Representative Skeen's office, Julia Serna, Senator Domenici's office and Mel Barlow, DAV 38. The minutes of the March meeting were accepted and approved as written. Elsa Baker, Chair of the Veterans Park Committee reported that the status of the park construction was that the landscape plan was essentially finished. David Flores, recently hired landscape technician of the city, will have it completed in the next three or four weeks. The design of the 52" culvert to carry runoff through the park to the dam has been completed to the point of where it will be located. It will go under the parking area and landscaped area to the dam ponding area. It will pick up flow from the culvert under Roadrunner Parkway at a drop inlet at the east edge of the parking area, then under the parking area to its west edge where another drop inlet will drain the surface flow from the parking area into the 52" culvert where it will be carried to the dam ponding area. The city engineering department is preparing the final drawings and specifications which are expected to be completed in six weeks. Joe Heintz stated that the "Desert Dreamers" a cactus club, has volunteered to plant cacti in the park. Mel Barlow Chairman of the Cemetery Committee reported that he is mailing status report on the progress of the cemetery project to all Dona Ana County veterans organizations. Although the recent expansion of the Fort Bliss National Cemetery has made this project less imperative, it was stressed that the land must be transferred to the VA as soon as possible to ensure that the land will be available in the future. Mel Barlow, who has been working on developing a veterans newspaper for the County, said that the Real Estate Press publisher is interested in working with the veterans to print and distribute such a paper. This will be an 8.5X11 brochure. Joe Heintz asked that the congressional representatives assist in having their Congressional delegates take action to expedite VA assistance to disabled veterans. Dorothy Thomas explained the procedure to have their offices present the problems to the congressional offices. She also said that Congress is quite upset about the inordinate amount of time it takes the VA to process or adjudicate claims Elsa Baker announced that the Reserve Officers' Association was having a dinner at the Day's Inn at 7 :00 p.m. 27 April. After the dinner, Rear Admiral Ben Montoya, a member of the Federal Base Closure Committee, is to discuss how this committee makes its recommendations to the Congress on closures. There will be an observers table for people who would like to hear the admiral speak but not have dinner. Anyone wanting to attend the banquet please call Elsa Baker 525-3990 for reservations. Noel Cooley said that VFW Post 10124 is having a Loyalty Day Ceremony on 27 April at the post. Dinner will be at 6:00 p.m. followed by the ceremony at 7 :00 p.m. Warren Rogers Acting Secretary
