DISCUSSION/OPTIONS: Enclosed in the packet is the AETIP Project List used by the TAC and staff when making a recommendation to the Policy Committee . This listing shows all projects proposed by the MPO, the project' s proposed phasing, and each project' s cost . It also indicates the amount of funding the MPO may expect to receive from federal and state sources over the next six years . As directed by the Policy Committee, the information from the project listing will be compiled and transmitted under a revised cover to NMSHTD for inclusion in the STIP. The d projects are already included in the state' s current STIP. Some rescfieduling of the non-shaded projects may be accomplished in order to meet the federal requirement that the AETIP be financially constrained. OPTIONS : 1) Approve Resolution 94-002 , the information contained in the project listing will be sent to NMSHTD. 2) Modify Resolution 94-002 , modify either the project listing or the resolution as per Policy Committee direction. LAS CRU METROPOLITAN PLANNING OIZATION RESOLUTION NO. 94-002 A RESOLUTION APPROVING AND ADOPTING THE FY 1994-1995 ANNUAL ELEMENT AND THE FY 1995-1996 THROUGH FY 1999-2000 TRANSPORTATION IMPROVEMENT PROGRAM FOR THE LAS CRUCES METROPOLITAN PLANNING ORGANIZATION. The Las Cruces Metropolitan Planning Organization' s Policy Committee is informed that : Whereas, preparation of a financially constrained Annual Element (AE) and Transportation Improvement Program (TIP) is an annual requirement of the FHWA and FTA; and Whereas, the Las Cruces MPO is responsible for the planning and financial reporting of all federal and/or state funded transportation related projects within the Urbanized Area for the specified fiscal years; and Whereas, the FY 1994-95 Annual Element (AE) and FY 1995-1996 through FY 1999-2000 Transportation Improvement Program (TIP) has been prepared as a cooperative planning effort, working through local governments, members of the Technical Advisory and Policy Committees of the MPO, the public, and staff . THE MPO POLICY COMMITTEE FINDS THAT it appears to be in the best interest of the MPO that the document be APPROVED and ACCEPTED by the Policy Committee. NOW, THEREFORE, BE IT ORDAINED by the Policy Committee of the Las Cruces Metropolitan Planning Organization; (I) THAT the Las Cruces MPO' s FY 1994-95 Annual Element (AE) and FY 1995-1996 through FY 1999-2000 Transportation Improvement Program (TIP) is hereby approved and accepted. DISCUSSION/OPTIONS: The memo included within the packet is in response to Commissioner Miyagishima' s inquiry on the pros/cons of including a "flashing green" phase between the "full" green and the "yellow" phase of a traffic signal' s regular red, green, and yellow phases . *4W lqo� C =TY OF' LAS CRUCES T NT E R—D E P A R T M E NT A L M E MORA ND U M TO: Brian Denmark, Planning Director FROM: Michael Johnson, Traffic Engineering Director SUBJECT: MPO Policy Committee - Jan. 25, 1994 Flashing Green Request F#94-21MJ.MMO The Traffic Engineering Department has completed an investigation into the possibility of adding a flashing green indication to existing traffic signals in Las Cruces . Traffic control devices are governed by the Manual On Uniform Traffic Control Devices . The Manual recognizes the following traffic signal indicators : steady green, yellow or red and flashing yellow and/or red. The Manual does not recognize the use of a flashing green indicator. This indicates that the use of a flashing green traffic control indicator is not a recognized traffic control device and that its use would not only be extremely confusing to motorists , but the deviation from accepted traffic control standards could create a significant liability for the City. Additionally, because it is a non-standard indicator, the equipment used by the City is not capable of generating a flashing green, and I am not aware of any manufacturer who produces such a mechanism. To alter our present equipment to accommodate this flashing green function would not only be expensive, it would void any warranties on the equipment and create potential liability for any malfunctions . As can be seen, the use of a flashing green indication by the traffic signal system in use by the City is not possible. Should you need any further information, or have any questions , please advise.
