11-10-1999 DEVELOPMENT REVIEW COMMITTEE (DRC) MEETING November 10, 1999 Following are the summary minutes of the Development Review Committee (DRC) meeting on November 10, 1999, held at City Council Chambers. Members Present: Jim Ericson, Development Services Jorge Garcia, Joint UtilitiesUtilities Robert Garza, Engineering Rollie Wright, Community Services Staff Present: Robert Kyle, Planning Vince Sanchez, JU Mike Johnson, Traffic Operations Lisa Fuselier, Planning Dan Soriano, Planning Tony Aguirre, Utilities Others Present: Chris Burke Ernie Campos Mr. Coyle CASES: 1. Resubdivision of Block 29,New Mexico Town Co. Replat No. 7 Utilities expressed concern that there may not be sewer available to serve this property. The developer needs to confirm with the Utilities department that the property is served by sewer. No other department expressed any concern regarding this subdivision. Pending the resolution of the sewer question,the DRC made a positive recommendation for this proposal. 2. Alameda-Birdwell Place Staff presented the case, which is a replat of several existing lots into one lot to allow expansion of St. Andrews Episcopal Church, and pointed out that the main issue here is the vacation of a 20-foot wide alley. Ernie Campos, representative for the applicant, stated that all utilities would have to sign off on the vacation of the alley. Utilities stated the alley proposed for vacation must be field checked to ensure that there are no utilities within it which will create a problem if the alley is vacated. Mike Johnson stated that the driveway onto Alameda looked too close to the intersection and access should be provided off Mountain. However, this is a separate issue that does not affect the replat. Pending a field check of the alley to be vacated to identify any utility issues, the DRC made a positive recommendation for this proposal. 3. Monteo Tracts Replat No. 3 Staff presented the case. The applicant, Mr. Coyle, stated that lot 2C1 is being sold to the Housing Authority for senior housing. Erickson stated that the paving district that used to exist in this area has been closed. Utilities pointed out that fire flow could be a problem here due to the fact that a 6" water line is all that serves the subject property, Erickson stated that the Fire Department will probably require that the units be sprinkled, and expressed concern that there would be enough pressure for this. However, he went on to say that this is ultimately the Housing Authority's issue (at time of construction) and not a subdivision issue. The proposal received a positive recommendation from the DRC.
