10-13-1999 1 DEVELOPMENT REVIEW COMMITTEE (DRC) MEETING 2 October 13, 1999 3 4 Following are the summary minutes of the Development Review Committee (DRC) meeting on 5 October 13, 1999, held at City Council Chambers. 6 7 Members Present: Brian Denmark(PLNG) 8 Jim Ericson (DSD) 9 Robert Garza(Engineering) 10 Rollie Wright(Comm. Services Adm.) 11 12 Member Absent: Jorge Garcia(JU) 13 14 Staff Present: Tony Aguirre (Util. CALL TO ORDER 26 27 Meeting called to order at 9:00 AM. 28 29 30 II. CASE INTRODUCTION 31 32 1. South Fork Village Master Plan 33 (BUG - Jack Pickle) 34 35 ISSUES 36 37 Utilities 38 39 Some of Vince Sanchez's comments from Review 1 have not been addressed. (He noted that 40 changes had not been made after he reviewed the information he was sent yesterday regarding 41 the changes that have been made to this development.) Specifically, gas has not been addressed, 42 that is, whether or not it is going to be extended in. Also, the existing utilities are not reflected 43 on the plat and they need to be. 44 45 Overall Staff Comments 46 47 Kyle said one condition can be final staff review and approval. This must be made clear on the 48 next review, which he also referred to as the "current review." 49 50 Denmark said to make sure staff comments are addressed. 51 52 Kyle said that in his staff report he will mention that"staff comments have been addressed that 53 are specifically related to utility easements." 54 55 Zoning 56 57 Denmark stated the zoning needs to be cleaned up. 58 1 1 2. South Fork Subdivision Replat No. 3 2 (BUG - Jack Pickle) 3 4 All the above comments apply to the replat. 5 6 3. Las Alamedas Central (Master Plan) 7 (CVI - Jack Pickle) 8 9 Important Points From Pickle's Presentation 10 1 1 Pickle stated that in order to maintain the plazas, the open space, and trails, he would like to 12 create a business improvement district for the area. Then a surtax would be imposed to help pay 13 "for that stuff' in C2. 14 15 The developers are currently working on design concepts for the business development district. 16 They intend to construct Magdalena before construction begins for the new DABCC campus, 17 which will be in approximately 1'/2 years. 18 19 20 Overall Staff Comments 21 22 One condition is whether or not it will be approved by the MPO Policy Committee. Denmark 23 added another condition: "And then whatever comments that Harold may not get on the plan. 24 We'll make sure those are covered as well." 25 26 Denmark pointed out that MPO issues will be a contingency. 27 28 Pickle's plan for a business improvement district needs to be indicated as a possibility of an 29 option on the master plan. Then Denmark stated, "You can keep it open, if you like. Either way, 30 the public purpose is dedication or maybe maintain for private under this type of concept. That 31 covers your basic..." 32 33 Ericson said that sometime after November election for Council members, the DRC will 34 probably want to take this to a work session. 35 36 Ericson said the development was okay with him as long as it meets some design standards. 37 38 Land Use 39 40 After some discussion about Pickle's plan to have a business warehouse, Pickle said he and 41 Denton would put a note in the plan that the M2 will be for business warehouse purposes, or 42 more generally, for non-industrial uses. Denmark suggested denoting it as "business park 43 oriented." 44 45 4. El Paseo Plaza, Replat No. 1 46 (Southwest Engineering) 47 48 Denmark recalled previous issues, which were: use, drainage, resolving the land ownership issue 49 (possibly by trading land or having a cooperative agreement), and aesthetics. 50 51 Ericson said there was a drainage easement that needed to be cleaned up. Denmark felt that this 52 easement was an issue that needed to be on the record. Then Ericson stated: "I think we need to 53 make sure on the drainage easement and subject to some resolution of the property ownership... 54 We landscaped a portion of their property and left them a portion of our property. I'd like to 55 swap those." 56 57 Denmark wanted to make sure that the issues raised included the development issues. He 58 suggested making a list of the issues that need to be addressed as part of the development. Two 2 I of these issues are drainage and property. Denmark reported that the developer had presented a 2 plan that may have involved a zone change. The concerns Denmark pointed out need to be 3 resolved before the City can grant a zone change request or entertain another plan by the 4 developer. 5 6 Then members discussed the location of the rental property. Ericson thought it(a statement 7 about this?) could be general, advising that it read: "Subject to resolution of the property 8 ownership landscaping issues at the corner of Mesquite St. and Utah..." He said this should be 9 on the record. 10 11 12 III. OTHER ITEMS FOR DISCUSSION 13 14 None. 15 16 17 IV.
