09-15-1999 1 DEVELOPMENT REVIEW COMMITTEE (DRC) MEETING 2 September 15, 1999 3 4 Following are the summary minutes of the Development Review Committee (DRC) meeting on 5 September 15, 1999, held at City Council Chambers. 6 7 Members Present: Brian Denmark(PLNG) 8 Jim Ericson(DSD) 9 Jorge Garcia(JU) 10 Robert Garza(Engineering) 11 Ted Novack 12 13 Staff Present: Sheri Anderson(PLNG) 14 Mike Johnson (Traffic Operations) 15 Robert Kyle (PLNG) 16 Dahna Raugh(PLNG 17 Vince Sanchez(JU) 18 Dan Soriano (PLNG) 19 20 Others Present: Bill Chapman 21 Jack Pickle 22 Larry Underwood 23 24 CASES 25 26 1. Tierra Verde Phase 3 and 4. (Preliminary Plat) 27 28 Drainage 29 30 In the original phases,there were issues with the ponding areas and their ability to absorb water. 31 Now,the developers' plans have changed to where problems are not expected to exist. The plan 32 is to have more direct flow to the final retention pond. 33 34 Denmark advised for a condition to the preliminary plat that drainage, including soil, is an issue 35 that needs to be addressed as part of the construction drawing and inspection process. 36 37 Garza recommended that it be clear to the building inspectors where the ponding areas are. 38 39 Denmark pushed for a condition to the preliminary plat that there must be better ponding on the 40 lots. 41 42 Denmark expressed agreement with Robert Kyle's suggestion to have a deed restriction that 43 prohibits homeowners from doing anything with the empty ponding areas, e.g. filling them up 44 with stuff. 45 46 Bridge 47 48 Staff needs to get documentation from the developers that they have had approval from E.B.I.D. 49 for the bridge crossing lateral. This is needed for final construction drawing review. It is part of 50 the master plan. 51 52 2. South Fork Village Master Plan Amendment 2 (BUG) 53 54 Staff concerns include: the road network, specifically the offset proposed for Paseo de Onate, and 55 the through streets. 56 1 1 Garza said that, in time, a certain road is going to have to tie in to Roadrunner(and not into 2 Lohman). This will require a small road to connect the two. This will help prevent the left-turn 3 conflicts. For now, though, it does not apply because Roadrunner does not exist there yet. 4 5 It was clarified that Philip is responsible for the cul-de-sac. 6 7 Denmark asserted that the developer of that tract is responsible for that road. 8 9 Denmark recommended that they indicate that PUDs are an allowable land use in the master 10 plan. 11 12 3. South Fork Subdivision Replat No. 3 13 14 Pickle intends to do another replat"with the knowledge that we can do a summary 15 administrative replat as long as we don't increase the number of lots. One of the reasons Pickle 16 said they need to do a replat is because some of the major roads need to be changed, for example 17 Lohman. 18 19 Pickle anticipates the project looking like the intersection of San Mateo and Central in 20 Albuquerque. He pointed out that circulation needs to be away from the major arterial 21 intersection. 22 23 Soriano had a concern with the people using the major locals for commuting, even though they 24 are intended for local traffic. He asked if things could be placed differently so it is not so 25 inviting to commuters. Pickle responded by suggesting incorporating a traffic circle. 26 27 Denmark questioned this section on the replat because he anticipates continuous replats until it 28 gets "right." He wondered when, realistically, this area will develop. He said he would rather 29 things be done administratively so when the developer comes in, he knows what the product is 30 going to be. He expressed he did, however, understand the idea of trying to bypass P&Z. 31 32 Kyle pointed out that some parts do need to be replatted, such as the parcel to be conveyed to 33 Philip. 34 35 In summary, Pickle and Denmark talked about dropping a section from the replat that contained 36 small roads and dealing with this section, instead, administratively. Also, Kyle and Pickle 37 discussed working on the language in the master plan. Denmark specificied focusing on language 38 having to do with changes, e.g. "Can change subject to," and where the developers are 39 responsible to work with the City. He also advised to reduce the replat to the things Pickle is 40 certain are going to happen. Denmark stated the development needs to be re-addressed once the 41 DRC has a better understanding of what is going to be developed there. For example, there will 42 be differences in the DRC's decisions depending on whether it will be a commercial retail or an 43 office park. This case will probably go to P&Z in October. Denmark suggested conditioning it 44 since there was consensus on moving the road, but further discussion seemed to yield that it 45 would go to P&Z instead. 46 47 48 III.
