06-16-1999 DEVELOPMENT REVIEW COMMITTEE (DRC) MEETING June 16, 1999 Following are the summary minutes of the Development Review Committee (DRC)meeting on June 16, 1999, held at City Council Chambers. Members Present: Brian Denmark(PLNG) Critt Coburn(Fire) Rollie Wright(Comm. Services Adm.) Staff Present: Sheri Anderson(PLNG) Glenn Frost(CLC Engineering) Joni Gutierrez(Dev. Services Adm.) Robert Kyle (PLNG) Dahna Raugh(PLNG) Vince Sanchez (JU) Others Present: Teresa Gibbs (Scanlon Firm) James White (White Enterprises) Following are the issues and important points. CASE-Jones Mobile Home Park(Proposal) Architecture The architectural theme in that area is farm, not desert. Staff is willing to work with developers on this. Where to place the low wall, between the trees and the lot or outside the row of trees, away from the lot and thus how the landscaping will be maintained and who will own the easement. Roofing cannot be metal. Publicity White anticipates holding a neighborhood meeting after things are worked out with staff. Zoning Denmark said this should stay at a low zoning classification to avoid increased opposition. Applicant anticipates an R-2 zone with an S.U.P. Drainage Drainage will be addressed once a more detailed site plan is formulated. Utilities Sanchez said that if the easement does belong to the City, White will have to dedicate a lot to them. The applicant proposed a private lift station with a force main to administration. Joint Utilities will probably want to own the lift station. Sanchez will verify ?for the fireflow(I think it's the measurement of the fireflow, e.g. 1500 or 1000). Access Denmark affirmed that a minor local street is required to be built from Avenida de Mesilla to White's project. The design standards require this for access to any type of development. Fire White must choose between 1 of 2 options: (1) create at least 2 points of entrance, or(2) have 4 lanes in one place with two going in and two coming out. Staff will work with White in developing a design with a median and two (2) 24 foot driving lanes. Decisions will have to be made about the median he will be creating, i.e. if it will be landscaped, if so how much, will it be stamp bricked. Signage Staff does want the median to divide the roads in an effort to address the concern of the Fire Department. It may be possible for the developer to "adopt"the median so that he could have his developer sign on the median, so long as there is an agreement that the developer will maintain the median and that it is architecturally consistent with Avenida de Mesilla. It would also require an encroachment agreement with the City. Misc. White will have to ask P&Z for a special use permit and rezoning. Staff will be watchful about the size of the lots due to the sizing of contemporary manufactured homes. Denmark said staff should check the SUP on the RV park [Hacienda de Mesilla] to see what some of the conditions are and what the court order was, to see if anything there might be applicable here. White speculated that he will probably submit in approximately 4 months.
