Motion passed unanimously. Old Busin" 1 Elections: Mr. Brown stated that a Chair and Vice-Chair was vacant and had been for some time and needed to be filled. Mr. Brown opened it up to the floor asking for nominations; Mr. Orvis made a motion to nominate Kevin Dasing for Chair. Mr.Angel 2°d the motion. Mr. Muir moved to appoint Mr. Dasing by affirmation.Mr. Orivs 2nd the motion. Motion passed unanimously. At this point Mr. Brown stepped down and Mr. Dasing proceeded with the meeting. Mr. Dasing thanked Mr. Brown for all his dedication and hard work. Mr. Dasing then asked for nominations for Vice-Chair. Mr. Padilla nominated Dee Angel. Fred Schneider 2°d the motion to nominate Dee Angel for Vice-Chair. Motion passed unanimously. Community Connection: Mr. Brown mentioned that the Community Connection had an article pertaining to the events that took place Veterans Day weekend. He would try and continue working with the City of Las Cruces, Public Information Office (PIO). Because of budget restraints an article may not be published every quarter when the newsletter is distributed but asked the membership if they had an article for the paper if it could be 100-150 words or less. New Business Veterans Park Updates: Ray Reta from City Parks stated the pathway to the Memorial Griggs area recently removed the crusher fine gravel to lay down some pavers. Parks is getting ready to install the grey water irrigation in that area of the park. Park Benches: Mr. Brown stated that the park benches have been ordered with anticipated arrival date mid-to late February. Also,there was a discussion on a plaque that was going to be placed at the park but it had not been done, because of the copyright on the poem. The City's legal department has not been able to receive permission to use that poem on the plaque. So the plaque can not be started so there is still about $2,200.00 that is state appropriated money, because it was not spent on the plaque,don't know if it will be available in 2011,but Mr. Brown said he would find out what he could and let the committee know. Mr. Orvis asked if names could be added to the benches if that was included in part of the purchase. Mr. Dasing stated that it was voted on several years ago that no names were going to be added to any of the benches,same thing with the trees. Mr. James Harbison thanked Mr. Brown on his efforts; because there was not a quorum in the November's meeting we were facing the loss of that $6,500.00 dollars for the benches. And he knows that Mr. Brown worked on behalf of the committee and because of his efforts the $6,500.00 was not lost. f Navajo Code Talkers: Dolores Archuleta reported that she had received a request from Danny Montoya who wanted to buy the bricks for the original 29 code talkers to be placed on the Walk { of Honor at Veterans Park. She received a list from the Cabinet Secretary John Garcia's office and the list of 411 identified the original 29. From the 411 code talkers; 10 were killed in action and out of the 29 original code talkers there was 1 killed in action. Also, mentioned meeting y k' with Mark Johnson of City Parks on how the bricks should read the recommendation was made with the approval of the VAB to lay the bricks on the southeast pathway. Location would be as 2 1 your facing the wall start on the right hand side at the top instead of the end. We are looking for sponsors to buy additional bricks to complete all the Navajo Code Talkers names on pavers. Ms. Archuleta mentioned there are several memorial monuments in northern New Mexico honoring Navajo Code Talkers but, none in the southern part of the state. She has met and briefed the Marine Corps League because all the Code Talkers were Marines.Would like to have the dedication on Memorial Day, and will coordinate with VFW#10124 and VFW#3242, so the time won't conflict with their annual Memorial Day events. She has been in contact with the Navajo Code Talkers Association and the president of the Association is interested in attending. Ms. Archuleta would like to have the Governor, Mayor, Navajo dancers, Navajo Code Talkers, Color Guard at the event. Mr. Dasing asked committee if he had a motion to accept the bricks and have Parks Department to install on the southeast pathway. Mr. Orvis made a motion to except the bricks and have Parks Department install. Mr.Petrowsky 2°d the motion.Motion passed unanimously. Ms. Archuleta thanked Mr. Brown for the benches around the Garrison Flag pole. Now the veterans will have a place to sit and rest when we raise the Garrison flag. Also,thanked the City Parks Department and the Veterans organizations for the wonderful job they do maintaining the Veterans Park. fi Mr. Brown mentioned that behind the packet that was sent,was a list of the days that the Garrison Flag was going to be flown in 2011. Mentioned there was discussion during the work session at City Council yesterday related to flag etiquette. The city and city staff is developing a policy to help insure that the flags in the city are being flown proper. City hall is looking into having the flag poles at city hall lighted and all 5 military branch flags flown on a daily bases. _ Cost will be a factor,then if decided;it may be a while because new equipment is going to have to be installed David Almaguer from OEM asked when the City has the policy on the etiquette of the flag is x completed. If he could receive a copy to insure the County of Dona Ana is following the correct procedures. Jim Harbison reported that the High Range Neighborhood Association last year on Veteran's Day provided coffee and pastries at the Garrison flag rising for support. They would like to be able to volunteer those services again if it doesn't have any conflict with anyone and would like to make it an annual event. Suggestions were Veterans Day,Patriot Day or Fathers Day. Meeting continued with conversation on the flag,Mr.Dasing said that some newspapers on the banner headline have a flag stating how the flag is being flown and asked Steve Ramirez if it could be done on the Las Cruces Sum News. Ms. Lori Grumet mentioned that on the Governors' page right in the bottom center it will say status of the flag today. Gov.Richardson use to put why but didn't know if Gov. Martinez staff would continue. s 3 Mr.Lester Palmer asked if a large map could be used for the meetings. Mr.Brown said he would work with GIS department to see about getting an aerial and or site plans from Parks Dept. Next meeting will be February 22"d at 9:00. Good of the Veterans There is a yard sale on 2nd Saturday of each month from 8 am to noon;use of tables are provided with a$5.00 fee. American Legion had a fire,but is moving forward. There is a reward of$1,000.00 put up by the American Legion for information on the cause. Last Monday at the American Legion a briefing was given by Col.Long on the Veterans Museum off HWY 70 between Animal Shelter and Highland Elementary. But,because of budget constrains they will need approximately a million and half to keep the project going. } Lester Palmer mentioned he had variable concerns on the Veterans Museum. Some of the concerns were the location,committee and cost. Mr.Palmer expressed his thoughts that the amount of money for the project was too great and the benefit limited for the cost. Mr.Dasing has asked if the Honor Guard can charge an increase from$50.00 to$150.00 for funerals.Additional costs were for gas and uniforms that were not paid by the state. There is a bill in the Senate(Bill SP200)which would provide all retired veterans will have their retirement state income tax exempt. Will be state income tax exempt but will not start for 2 years and will be phased in from the 2 to the Yd year. Also,that all state entities that receive any kind of state fimding should have Veterans Days as a paid holiday. Public Participation { Ms.Archuleta working on gathering photos since March of 2010 for the Vietnam Veterans of America who are building a museum above Vietnam Wall and are asking for photos of the 58,000 names on the wall so they can put a face to the name. In March she received that out of New Mexico they were missing 400 out of those 19 were from Las Cruces which included 1 from Holloman Air Force Base. The 19 photos from the Las Cruces area have been received, also from Holloman. Veterans Transitional Shelter. Mr. Dasing and American Legion Post 10 brought over Thanksgiving baskets to the apartment complex for each of the veterans families and wanted to thank them. David Almaguer from OEM,retired Battalion Chief from Las Cruces Fire Department and presently an active Army National Guard thanked the Board for all they do and services provided- 4 • 1 Ray Reta mentioned anyone has any recommendations for the Veterans Park please refer them to Mark Johnson in the City Parks Department. David Melcher from the Honor Flight of Southern NM mentioned the program takes WWII and Korean veterans to Washington DC to see the memorials. Private fund raising is done throughout southern NM. At a Board meeting the Honor Flight will start working with the Bataan Memorial March. If you want to know more about the program it is on the Internet, phone number is 575-202-1802. Shelley Modell from City Senior Programs wanted to inform the Board of a program called the Wounded Warrior Program at Fort Bliss. There will be a meeting to talk about what services and programs we can provide for the veterans Feb. Is'.3:00 at Munson Center. Also,discussed about a massage that is called 15 minute Stress Out Massage a meeting will be at Hospice on Feb 25, from 2 pm-5 pm to show the technique. Xochitl Torres-Small from Office of Senator Udall had two announcements. Anyone that served <' after Nov. 11, 1998 and separated from service before Jan.28,2003 and were a combat veteran the window for signing up for VA benefits with the Enhanced Health Care is ending on Thurs. 5 the 27'.Enrollment is still allowed after the closing daze but may mean some restrictions.Also, the Post 9-11 GI bill if anyone knows of anyone that eligible for the benefits if you could let them know.
