03-22-2011 Las Cruces Veterans Advisory Board Minutes of March 22, 2011 Las Cruces City Hall Open Meeting: The meeting was called to order at 9:00 a.m., and was followed by the Pledge of Allegiance. Motion passed unanimously. Brown Las Cruces City Staff Representative Acceptance of the Minutes from regular meeting of January 26,2011 was motioned by James Harbison and 2nd by Larry Orvis. Motion passed unanimously. Old Business: Mr. Dasing asked since Mr. Brown was going to be late if the Board was ok with having the Old Business after the New Business, Board agreed. 1 New Business: Veterans Park Rental Fees-Mr. Dasing reported that Mark Johnson said that the veterans' organizations will be charged $50.00 per 4-hour block. The reason that the VVA paid $150.00 was because they went one hour over. The only time that the veterans' organizations do not have to pay a fee is on Memorial Day fees are waived and veterans can use the park at no cost. Dr. Dasing stated that the committee is an Advisory Board and they can not make the changes but can ask city council and suggest changes. Motion to have all veterans' organizations fees waivered for Veterans Park,Jack Petrowsky moved,John Muir III second. Jack Petrowsky motioned to amend motion for all veterans organizations chartered by congress that have a present address in the city of Las Cruces be able to use the park for veterans ceremony events and all fees will be waived anytime during the year and 2"d by Larry Orvis. All in favor said aye and one nay. Memorial Day Events-River Ceremony at 8:00 am at the Rio Grande River and Picacho Ave. Hillcrest Cemetery will be having a function after the River Ceremony. At Veterans Park will be the dedication of the Navajo Code Talkers ceremony to start at 11:00 am. Town Hall meeting with Secretary Hale- Meeting scheduled for 21 st of April at 1:00 pm at the American Legion Post 10 located 1185 E. Madrid. VVA sponsored"Welcome Home VN Vets"Day- Schedule for March 26 from 8:00 am —5:00 pm. Garrison Flag will be raise and lowered. Point of contact Bruce Fonnest phone #is 993-0844. Mr. Fonnest is also asking the veteran organizations to set up tables at the event. Event will host speakers, food and information on different veteran organizations. Veteran Legislation in Santa Fe-There is an attachment 2011 State Legislation for information. Special Forces motorcycle nun- Scheduled for Saturday,April 30, 2011. Motorcycle run will be from Las Cruces to Truth or Consequences to see the Wall of Veterans. Special Forces is trying to get it into Guinness World Record as the longest and largest motorcycle run. City's Veterans page on the web site-Mr. Dasing asked the Board to look at web site so that updates can be made. Changes to website can begin Is'of April. City's veteran hiring practices- Gilbert Olivas from the NM Workforce informed Mr. Dasing that the state and federal government give a 5 or 10 point advantage in the hiring process. The City of Las Cruces does not give any point advantage or preference in hiring veterans. Asked the Board if they would like to advise City Council if that is something they should look into and change it. John Muir so moved to have a letter written to City Council advising a preference in hiring veterans. Jack Petrowsky 2°d the motion. Motion passed unanimously. 2 Approved Correspondence by Board-Mr. Dasing stated that the Boards have to be in agreement in sending information to the city council or mayor. Then a letter will be submitted by Mr. Brown from the Board advising changes. If the city council or mayor would like to talk to a Board member they will send an invitation to appear before city council. Motion to have Mr. Brown write a letter to City Council advising them about the Veteran Park rental fees and the City's hiring practices,John Muir so moved and Cosme Padilla 2nd the motion. John Muir amended the motion from this point on that they stipulate that a motion from the Board to the City Council be put into writing and follow the Boards requirements. Cosme Padilla 2nd the motion. Motion passed unanimously. Public Participation: Steve Pandak mentioned that one of his job requirements is to help get the homeless veteran off the streets. He mentioned that there are many veterans that would like to change their way of living and have a more stable home life. First,the veteran's income needs to be$500.00 or more to be able to receive cash voucher,the Dash Program. There are only 35 vouchers available. But, after those are used no more vouchers are available. When bill came before Congress bill was vetoed. Veterans Administration-Jo Ann Culberson,RN,BSN shared that the parking structure is now open for use by the patients. A program that will be in the future is having team members visit those veterans that may have a difficult time getting to the clinic. Also,a caregivers support aid and attendance if needed,to include other programs. Jo Ann was going to look into travel pay and other questions that were bought up during the meeting. Ms. Archuleta reported, Run for the Wall, is scheduled for May 19,departing on the 201h Thirteen additional plaques will be added to the wall another 30 names have been submitted for the Iraq and Afghanistan wall. FYI the Centennial Parade on Jan. 7, 2012, is in the planning stages if anyone is interested. Mr. Dasing asked why the end date for the Desert Storm as July 1, 1990,Ms. Archuleta will have an answer next meeting. Joe Martinez representative for Congressman Pearce, Mr. Pearce is interested in the Veterans Affairs. They are in the process of finalizing a committee of 24 veterans from different areas of district 2. Congressman Pearce will meet with committee quarterly to discuss issues the committee may have and then will take the issues back to Washington. Mr. Dasing has been asked to be the Chairman for the first year and has agreed to participate in the committee. Old Business: Status of Benches for Veterans Park- Mr. Brown gave an update on benches at the Veterans Park;he has not received an update from facilities. What Mr. Brown was told last month was that the benches were scheduled to arrive the first part of this month and they were going to work on getting them installed on concrete. Status of maps and drawings of Veterans Park-At the request of the committee there are two maps that have been laminated,both aerial and architectural. Was suggested that the 3 architectural map be placed at the park but,needs to have the font larger before placed in the bulletin board at the park for easier reading. Status of the poem plaque for Veterans Park-The poem, "Young Dead Soldiers Do Not Speak". A letter was sent at the end of February to the publishing company that has the copyrights to the poem and have not received a response a second request has been sent by the City's Legal department. If there is not a response by April I",the city will proceed with the installation of the plaque with an understanding there is a minimal risk to the City without explicated authorization if that is the desire of the Board. At the next meeting Mr. Brown will have an answer if Legal has heard back from the publishing company. A schedule of the Veterans Advisory Board meetings was included with the agenda. If a December meeting is to be cancelled the action needs to be taken by the Board. Good for the Veterans: Cosine Padilla mentioned that VFW Post 3242 will be participating in the event on March 26h. Frank Lujan from Special Forces reminded everyone about the Bataan Death March to take place Sunday,March 27.
