Motion passed unanimously. Old Business: Fee waiver for Veterans Park Mr. Brown explained Exhibit"A"-Fee Waiver Policy and Criteria for Veterans Park.Also,he explained the process that would need to be taken, once the Board provides recommendation,would move to Parks and Recreation Advisory Board and then to City Council for their decision to include this exhibit as part of the Park waiver fee. Mr.Johnson of the Parks Department stated that Exhibit A,wording covers what the community needs maybe for use of the Veterans' Park.Private parties will still be as they have in the past,park rental fees apply to the general public. Private rental fees are $50.00 for every 4 hour block. Any memorial services would be covered under this fee waiver. Mr. Dasing asked if there was a motion to accept the exhibit as an amended to be presented to the Parks and Recreation Board. Jack Petrowsky made the motion,Cosine Padilla 2°d the motion.Motion passed unanimously. Mr.Johnson stated that the current fee waiver policy stays in place until it goes before City Council approximately in June. City hiring practices for veterans-Mr. Brown stated he talked to Andre Moquin and expressed the interest of the Board in considering a type of preference points for veterans. Mr.Brown has not heard from Mr. Moquin,but believes the question would require approval through City Council. The City currently does not provide preference points for any experience in any other areas. Mr. Brown will be giving updates. Mr.Dasing asked Ms.Archuleta that the next time Woodmen of the World is deciding things related to Veterans Park,he would like them to come to the board since the board approves and disapproves and make recommendations to higher ups on what should be for Veterans Park. He would like them to come over and brief us on what they would like to do.Ms.Archuleta stated she had called Brian Denmark and he provided direction. Mr.Dasmg asked Mr.Brown if he could contact Mr.Denmark to advise him that things like this that concern Veterans Park should include a member from the Veterans Advisory Board be present. New Business: Flag code-The flag at City Hall,there were several ideas,to have a light install to shine on the flag,to have an individual that lives close come and wise the flag,another to leave flag up. Mr. Brown stated that the Fire Dept.could do the task but it isn't really appropriate in that department personnel have responsibility to protect the community. Mr.Brown also expressed concerns that if the dept.receives a call the flag may not be raised or lowered at the appropriate times and then that would be seen as negative.Mr. Dasing mentioned that Memorial Day was at the end of the month and would like to see the flag flown. Branch flags-Mayor stated City Hall wouldn't be flying flags but install plaques instead for each of the service branches. The item was tabled by Board,till meeting in May to allow each representative to go back to their organization and discuss the issue. Board members will bring back the preference of their organization related to flags or plaques. Public Participation: Steve Pandak-Explained that at the present time there is no funding for the homeless veterans till July. JR Turner—Legislation has passed that those veterans that are disabled 50%or greater to receive a free veteran's license plate will be available in July. Veteran will have to bring in a copy of the 214 or copy of the VA letter states that you are 50%or greater disabled and the application process will be done,vehicle has to be currently registered in New Mexico. Mr.Turner gave an update on the veteran's organizations to be tax exempted has passed and an application will be available in July. The Persian Gulf scholarships will not be available at this time. The veterans' exemption for properly taxes,you have till the end of May. Also,discounts at Lowes, some veterans are not able to receive discount because Lowes is asking for a picture id and some veterans do not have one and if they could show some other form of paperwork. Senator Hale still would like to meet,but not available at this time,but would like to at a later date. Dolores Archuleta wanted to remind-Run for the Wall is May Wh and 20"and the dedication of the Navajo Code Talkers is scheduled for Memorial Day at 11:00 a.m., would like to thank Moose Lodge for the fimding to help with the event. Mr.Martinez mentioned Kevin Dasing is the chairman for the Veterans Advisory Council sponsored by Congressman Pierce. The have attend several fimetions at Fort Biggs for ribbon cutting and tour also a town hall meeting in Silver City.There will be a veteran's clinic opening in Alamogordo in May. Mr.Brown stated that the benches for Veteran's Park have been received and will install as soon as time permits also,the increase in font size to be more legible on the map at the bulletin board at the park has take place. Huton,Micland,Parcourt,granted permission for usage of poem to create a plaque.There are specifics included that would have to be on the plaque references the author etc. Good for the Veterans: Mr.Dasmg mentioned that William Beaumont will not be a veteran's hospital. There are not enough veterans to support a hospital.He also, stated that travel can be paid at any time and receive pay for the travel. Tuesdays and Thursdays are fir busiest days. Mr.Padilla stated that VFW 3242,after the river side ceremony they will be having services at Hillcrest Cemetery. WA reported that the Vietnam Veterans of America is responsible for organizing "Welcome Home Vietnam Vets"for March 30,2012. If there are any organizations and or committees who would like to help in sponsoring the"Welcome Home Vietnam Vets" event they should contact the WA. - American Legion reported that they will be having elections for new officers in May.
