05-24-2011 Las Cruces Veterans Advisory Board Minutes of May 24,2011 Las Cruces City Hall Open Meeting: The meeting was called to order at 9:00 a.m.,and was followed by the Pledge of Allegiance. Motioned to accept amended minutes by Cosme Padilla and 2°d by Larry Orvis. Motion passed unanimously. Old Business: Mr. Lujan asked if travel could be paid at any time. Ms Williams advised that one can receive travel pay but, there are some rules that should be followed. Out patients can receive travel pay for scheduled doctors' visits on the same day they have their appointment. Travel pay and rules can be received at the VA Health Clinic on the 3'd floor. Ms. Williams advised that there is a large out patient clinic in El Paso. If anyone has to be hospitalized there is a shared agreement with William Beaumont. There were some speculations that the old William Beaumont Tower can become a VA hospital, but will not become a VA hospital. Andre Moquin,City of Las Cruces Human Resources Director. Mr. Moquin advised that no preference points are given to any groups or organizations in the hiring process. The jobs are posted with the National Guard website and Fort Bliss so that the returning vets are aware of job opportunities. The White Sands Missile Ranger is also used for job advertising, if there is any other suggestions the VAB could give to HR department would be appreciated. Mr. Brown advised that both the fire and police are qualified for the GI bill so if we do have veterans in the academies that have remaining GI funds available that the academy qualifies as apprentice training. While the veteran is attending the departments' academies they can receive GI funding and while in the year of probation after the hiring process. Branch Flags at City Hall- Mr. Angel said the item was tabled at the last meeting. Mr. Brown advised that he met with Pat Gomez who is the employee in charge of city hall and Mr. Denmark. City is going to look at flag poles that the Woodman of the World had donated to another facility to assess them. One of the ideas considered: in front the building there are the pillars where perhaps the flag poles could be placed. Mr. Brown advised that when or if they get the flag poles installed that the Board would be notified where the placement would be. Consensus for flags from VAB organizations is 4 for flags and 5 for the plaques. Motion to table the Branch Flag item, motioned by Cosme Padilla and John Muni 2°d the motion to have the item of Branch Flags till next months meeting awaiting additional information. Motion passed 7-2. City Flag Code- Mr. Brown advised the Board a solar power light has been ordered. So that city hall can fly the flag continuously. The fire department has agreed to rise and lower the flag on Memorial Day to insure it is being flown on the holiday. Hopefully the solar light will be installed by July 4d`and it won't be an issue. Poem plaque at Veterans Park Mr. Brown stated that the order has been placed with guidelines that the company asked the city to comply with. When plaque arrives, the r proper steps will be taken for placement of the plaque which will include the Board having the opportunity to make a recommendation on proposed location. New Business The month of May was recognized as National Military Month, Mr. Harbison thanked Councilor Dolores Connor for her help. Mr. Harbison of MOAA presented Mr. Pandak a check for $1,000 to Mesilla Valley Community of Hope was restricted to veteran's programs only.. Ms. Pamela Angell, Director of the Mesilla Valley Community of Hope. Ms. Angell, gave a presentation on the Veterans Transitional Housing program. Ms. Lana Brown, Veterans Center offered help with the counseling services if needed. Good of the Veterans-Mr. Brown advised a map for the bulletin board at Veterans Park is being finalized and will include the Navajo Code Talkers display. The benches for the park have been installed around the walk way. Also,the Community Connection for this month has the article from the Board in reference to Memorial Day activities. Mr. Turner announced the Veterans Appreciation Dinner is to be held on Saturday, June 11, 2011 at 2:00 pm—4:OOpm. Advised those veterans who want to receive help from the Dona Ana Community College, will be having the 2011 Veteran Business Development Workshop,for small businesses to be held Thursday from Sam to 12pm. Ms. Archuleta stated that the Run for the Wall was successful. The bricks for the Navajo Code Talkers have been installed at Veterans Park, ceremony will be held on Memorial Day at 11:00. Ms. Williams gave a presentation on the VA Caregiver Support Benefits, their phone number is (855) 260-3274 and online at wu-xv.caregivenva.gov or any other questions pertaining to Caregiver questions. Ms. Lana Brown, Veterans Center in Las Cruces advised they are fully staff and will be offering different programs. Ms. Small of Senator Udall's office advised that there will be access on Memorial Day to the Rio Grande River for the laying of the wreaths.
