06-28-2011 Las Cruces Veterans Advisory Board Minutes of June 28,2011 Las Cruces City Hall Open Meeting: The meeting was called to order at 9:00 a.m.,and was followed by the Pledge of Allegiance. Brown City of Las Cruces Representative Dolores Estrada Recording Secretary Meeting began at 9:10 when quorum was complete. (A quorum of appointed members was present) Approval of the Agenda: Acceptance of the Agenda for today's meeting was motioned by Cosme Padilla and 2°d by Luny Orvis.Motion passed unanimously. Acceptance of the Minutes from regular meeting of May 24, 2011, John Muir III motioned and Frank Lujan 2nd the motion. Amended corrections to minutes, from Mr. Harbison that the check that was presented to the Mesilla Valley of Hope was restricted to veterans programs only and also, to have his name to be corrected. Motion to have minutes amended John Muir III and 2°d by Frank Lujan.Motion passed unanimously. Old Business: Branch Flags at City Hall: Motioned by Larry Orvis and 2°d by Fred Schneider to put Branch Flags at city hall. Vote was 4 votes for flags in front of city hall and 3 votes for plaques. Flags passed 4 to 3. Poem plaque at Veterans Park: The proposal for the placement of the plaque with poem Young Dead Soldiers Do Not Speak was discussed. Chief Brown will work with Facilities personnel to have a detail of the location and plaque created for the Board to evaluate prior to installation. Frank Lujan motioned to accept location for placement of the plaque as brought forth,2°d by John Muri III.Vote was 6 to 1. New Business: James Turner has been in charge of the keys for the flag post and also the flag at Veterans Park, item will be added to agenda for next month for vote on who will be in line of succession. Mr. Dasing commented that Mr. Turner has done and outstanding job. Mr. Orvis stated the consensus of the American Legion members at their last meeting was to have the Memorial weekend flag raising moved from 8:00 am to 7:00 am to allow citizens can make their transfer around town to make other Memorial Day events. Mr. Orvis was asked to bring the idea to the Board. Item will be added to the agenda for next month. Mr. Dasing stated that when a large American flag is being flown there should not be another American flag flying at Veterans Park.. Continued to say that Mr. Johnston from City Parks does not have the funding or personal to lower the flag, this item will also be added to next months agenda. Public Participation: Mr. Turner advised that licenses plate program for veterans that are those who are 50% disabled or more is now into effect. Early part of July the applications will be in his office. Legislation has passed that any veteran that is 50%or more disabled with the VA is allowed 2 free license plates. Jackie Williams asked if there was going to be a veteran's information day. Mr. Dasing stated that the American Legion was going to hold one early fall and would be held at the American Legion. He also informed that the DAV van will be at the American Legion on July 18 through the 22,to help with claims. Ms. Williams informed that there will be direct deposit for travel reimbursements, will be taking place nationally. As for timeline didn't know when it would available in El Paso. Denise Emery of VASH (Veterans Administrative Support Housing) advised she is working with veterans to help relocate them to the new apartments called Oak Street Apartments. Xochitl Torres-Small gave an update on the vouchers that the state has received will be given to Albuquerque. Housing is difficult to find because of the cost of rentals. Also, Senator Udall last week introduced legislation help veterans with TBSD and TBI, looking for a trauma center in southern New Mexico or El Paso. Tom Hassel gave an update on the transitional center on Oak Street. i Good of the Veterans: Mr. Orvis asked when the next 25 bricks would be installed at Veterans Park. Mr. Brown said he would advise. Cost of a brick is$35.00. Mr. Brown advised that City Council last Monday did approve the waiver for Veterans Park rental fee. Also,website-Veterans Comer the content was suppose to be migrated to the new site once applied could be updated. But the content was not moved, will ask IT department on an update. Mr. Dasing gave update on Veterans Museum, will be on hold because of federal funding. On July 4 at 8:30 in the morning at Veterans Park at the Wall the Royal British Legion will give a presentation.On July Pat Diablo Stadium will be DAV night.
