Lundeeninn Citizen Thomas Hassell CLC Housing Authority Tom Andrews Tom Development City of Las Cruces Staff: Travis A.Brown City of Las Cruces Representative Dolores Estrada Recording Secretary Acceptance of the Minutes from regular meeting of July 26,2011 amended minutes motioned by James Harbison and Larry Orvis 2 the motion. Motion passed unanimously. Approval of the Agenda for today's meeting was motioned by Jack Petrowsky and 2nd by Larry Orvis. Motion passed unanimously. Old Business Motioned made by Dee Angel to keep the 8:00 am time to raise the flag at Memorial Day,2nd by Larry Orvis.Motion passed unanimously. Cosme Padilla motioned to keep both the smaller American Flag and the Garrison Flag flying at the same time,Frank Lujan 2nd the motion.Motion passed unanimously. Poem plaque—Kathy Mathews is a landscape architect for the City of Las Cruces, showed the plaque with poem The Young Dead Solider that is to be mounted at the Veterans Park.Mr.Brown stated that there was no finding left to mount the plaque,so the installation will be done by City Parks staff out of their normal operating fimds. Ms. Mathews stated that she would ask Parks if possible to get it installed as soon as possible. Ms.Archuleta stated that the members of the Veterans Memorial Wall is the committee that provided funding and made the selection of the poem and if the board could invite them to the dedication.Larry Orvis motioned to have DVA to take the lead in the dedication ceremony,2nd by Dee Angel.Motion passed unanimously. Capt.Hartman of the 2°d Engineer Battalion gave a presentation on the plaque that the Engineer Battalion would like to place in Veterans Park. The plaque would be made out of granite;fimds would be generated by fimd raising to have it made.Lang Orvis motioned made to accept the plans for the plaque from 2nd Engineer Battalion,2nd by Dee Angel. Motion passed unanimously. Mr. Dasing reported that the state and federal government give the veterans a 5 to 10 point advantage when applying for employment. The CLC Human Resources stated that in the state of New Mexico none of the cities have the advantage point system for the veterans and all the regulations and policies state it can not be done without an ordinance or law in place because it would be considered mon.But,the CLC Hunan Resources said they would do a survey to account for the numbers of veterans that apply for employment,how many veterans have been hired. Mr.Brown stated that if City Council chooses to make the point advantage for veterans an ordinance then it would provide protection under Title 7 federal law for anti-discrimination.But,that there is risk and liability to the City of Las Cruces if the City implements it as a hiring practice with out a law in place.He further clarified the 6 month timeframe was to have information on the process but not to have an ordinance adopted Mr.Turner handed over the keys to the garrison flag pole and bulletin board at Veterans Park to Mr.Dasing and also stated that City Parks has a copy. New Business Mr.Dasing wanted to remind the board of the Veterans Town Hall meeting on August 29`h at 6 p.m.at the American Legion Hall on Madrid Veteran organizations property tax exemption,if your organization owns its property and pays property tax,the applications are at the County Offices.Mr.Turner stated that if your application is not in this year you will have to pay taxes but can apply for next year. Mr. Dasing reported that he went to the ground breaking of the new William Beaumont Army Medical Center.Cost 936 million dollar hospital,state of the art hospital,totally green,gold rated for energy,consists of 4 buildings,opening year 2016. Public Participation Dolores Connors announced the Patriot Day Ceremony on September 11,2011 at 4 p.m. in front the City Hall,Masters of Ceremonies LCFD Fire Chief,Travis A. Brown and LCPD Police Chief,Richard Williams. Ms. Connors would like to thank Mr. Eddy Martinez from Zia Engineering who has donated the monies to purchase a Garrison Flag for such ceremonies. - A concerned citizen Mr. Lozier talked about his concerns in demolishing the old City Office Center(Old Memorial Hospital)would like to see the building conserved Two board members have left meeting there is no longer a quorum, 10:10 am.
