A Special Selection Advisory Committee Meeting was held on Thursday, July 12, 2007, at the Joint Utilities Building, Conference Room 213, 680 Motel Blvd. PERMANENT SAC MEMBERS PRESENT: Dr. Mark Sutter, Financial Services, Chairperson; Mike Johnson, Public Works; Dr. Jorge Garcia, Utilities,and David Weir, Community Development PERMANENT SAC MEMBERS ABSENT: Brian Denmark, Facilities SAC ALTERNATES PRESENT: Eric Martin, Facilities CITY STAFF PRESENT: Martha Montoya, Pam Davis, and Nora Jones, Purchasing CITY MANAGER DESIGNATED MEMBERS PRESENT: Tomas Mendez, Facilities; Lori Grumet, Public Services; Ken Mompellier, Public Services, and Michael Rickenbaker, NMSU, Facilities Planning and Construction CITY MANAGER DESIGNATED MEMBER ABSENT: Cathy Mathews, Facilities 1. Call Meeting to Order. Dr. Sutter called the meeting to order at 1:35 p.m. 2. Interviews for RFP 06-07-189, Site Analysis, Planning, and Design of the City Center. The SAC interviewed the following firms: Dekker/Perich/Sabatini 1:30 p.m. Studio D Architects 2:30 p.m. HNTB Architecture, Inc. 3:30 p.m. After all of the presentations were conducted,the SAC commented and discussed all of the presentations prior to submitting their final evaluations. The total scores less the high and the low scores were: Dekker/Perich/Sabatini 2060 Studio D Architects 2385 HNTB Architecture, Inc. 2700 SELECTION ADVISORY COthOfTEE MEETING APPROVED 8-16-07 OF THE CITY OF LAS CRUCES JULY 12,2007 Ten percent of the top-ranked score was 270. Subtracting 270 from 2700 is 2430. Firms falling above the score of 2430 were considered. There was only one firm that met this qualification, and that was the firm of HNTB Architecture, Inc. Cost, local preference, and jobs in progress were not factors in the evaluation of the proposal. MOTION: Mr.Martin moved and Dr. Garcia seconded to direct the user group to negotiate a contract with the highest ranked firm of HNTB Architecture,Inc.,and they can take that forward to the City Council for their consideration. In the event that the user department cannot reach a reasonable contract negotiation with HNTB Architecture,Inc.,the user group can go the second ranked firm of Studio D Architects, PA as necessary and take this contract to the City Council. All ayes. Motion passed unanimously. 3. Other Items of Interest. The next SAC meeting will be held on July 19, 2007 at 1:30 p.m. at City Council Chambers, 200 N. Church. Interviews will be conducted for the kitchen design for Meals on Wheels. 4. Adjourn. MOTION: Mr. Johnson moved and Mr. Martin seconded to adjourn. All ayes. Motion passed unanimously.
