07-21-1999 DEVELOPMENT REVIEW COMMITTEE (DRC) MEETING July 21, 1999 Following are the summary minutes of the Development Review Committee (DRC)meeting on July 21, 1999, held at City Council Chambers. I. CALL TO ORDER Meeting called to order at 9:00 AM. II. CASE INTRODUCTION 1. Castillos de Las Cruces (Southwest Engineering,Inc.) Overall project/Construction drawings In his presentation, Paul Pompeo attested that: • pond sizes need to be adjusted for the 100-year storm. • he would like to submit the stamped drawings that were originally done, including any addendums to bring them up-to-date. His question was if this was a viable option, or do the plans need to be redone from scratch? Denmark stated he had no problem with it as long as it meets today's codes, he has the proper stamps,there are addendums to meet the new Code, and that gets stamped. • he [Pompeo] will recreate the platting and the base drawing for the subdivision. • some of the general notes need to be brought up-to-date, including changing the ADA wheelchair ramp. Also, the detail he mentioned at this meeting for the pond sizes needs to change. Pompeo indicated it is unsure if Burke and Associates will still support the development of this project. Garza asserted that it must be clear if they will support the case and who is responsible for conducting this development. Utilities Jorge stated he needs to identify any changes in utilitites because there is no guarantee that the utilities are the same now as they were then. An example is tie-in locations. Pompeo responded that they are going to verify what's out in the field. He also asserted that he will put an addendum on the notes to bring them up-to-date. Access Denmark and Kyle said the access will have to be paved to the nearest paved or improved public street. The design standards do not clarify if it has to be connected to both streets; however,the access must comply with providing access to the development. Misc. Kyle pointed out a common area in the subdivision plat in Lot 1, saying they did not want a common area unless it's privately ? (owned). Pompeo responded that, when they submit it, it will probably be a regular lot. Drainage Denmark questioned if they should do something different with drainage since there is a ditch there now. There is an issue of building Holly Drive. Garza stated the City will probably do improvements on Holly Drive within the next 2 years. Garza said he would like to see "this" 150 feet of street built"down here." Garza expressed concern regarding getting drainage between 2 points in the Valley View area. Concluding Comments Denmark stated that Pompeo can do this as a base as long as he has the proper documentation and insurance that whatever addendums are needed to match today's Code are done. He also asserted that Pompeo needs to advise Mr. Nemesh on the problem of the segment they discussed regarding drainage. Denmark and Garza agreed that"your running drainage down there is a problem. Something needs to be done." Pompeo asked if it would be an acceptable alternative for them come up with another way to mitigate drainage running off the street. Garza said it depends on how far away it is; if it is a true hardship, the DRC will consider it, but at this point the DRC does not know. Pompeo responded that he will find out and return to the DRC next week. 2. Easement Vacation - Sonoma Ranch South (Mesa Associates) John Carmody stated he is going to submit an amended preliminary plat. On the plat, he wants to indicate that the 33-foot right-of-way will be vacated by filing of the final plat. Decisions Denmark and Garza said it was okay to have that area vacated by the final plat. The document will read: "vacated with the filing of the final plat." Meeting adjourned at 9:30 AM.
