12-21-1994 SELECTION ADVISORY COMMITTEE MEETING LAS CRUCES, NM 1 A meeting of the Selection Advisory Committee was held 2 on Wednesday, December 21, 1994 in the City Council Chambers, City Hall, 200 N. Church Street. 8 MEMBERS PRESENT: Councillor John Haltom 4 Councillor Gene Kennon Councillor Jack Valencia 5 Ken Needham, Utilities Jim Ericson, Development Services 6 Jerry Trojan, Assistant City Manager 7 Ken Wheeler, Consultant 8 OTHERS PRESENT: Mary Lou Skibyak, Purchasing Bill Lutz, Attorney 9 Nannette Houliston, City Attorney Lynn Stokes, Interim Director, 10 Solid Waste Authority County Manager Brent Westmoreland 11 County Commissioner Ken Miyagishima Fred Peres, County Environmental 12 Services Director Flo Pierce, Recording Secretary 13 Councillor Haltom called the meeting to order at 1:00 14 p.m. 15 1. Approve the minutes from December 14, 1994. 16 No action was taken to approve the minutes of the 17 December 14, 1994 meeting. 2. Review RFP for Basic Design and Engineering 18 Services for the South Central Solid waste 19 Transfer and Recycling Facility. 20 Jerry Trojan reported that the three (3) County representatives to the Selection Advisory 21 Committee for this particular RFP will be Ken Miyagishima, Brent Westmoreland, and Fred Perea. The RFP was not available to the SAC by Friday, 22 December 16, 1994, therefore, no action was taken on this item. The SAC meeting to review the RFP 23 was re-scheduled for Tuesday, December 27, 1994, at 1:00 p.m. , City Council Chambers. According to 24 municipal code, three members of the City Council must be represented on the Selection Advisory 25 Committee. Accordingly, Councillor Valencia is 26 not able to relinquish his position to a County representative. Ken Needham will forego his 2? participation as a committee member and will assist in the capacity of staff member. Councillor Haltom suggested that the City 28 ordinance be revised to include special 29 circumstances such as this one. 30 MOTION: Councillor Valencia made a motion to schedule the SAC meeting to review the RFP for 31 Basic Design and Engineering Services for the South Central Solid Waste Transfer and Recycling 32 Facility for Tuesday, December 27, 1994, at 1:00 P.m. , City Council Chambers, seconded by Councillor Kennon, the motion carried. I 1 3. Evaluate RFP #94-95-192, Electric Utility 2 Distribution System Appraisal Services. 8 The fourteen firms evaluated were: Barlow Appraisal; Barrett Appraisal; Bowes & Co.; Coopers 4 & Lybrand; Desmond Marcello & Amster; Fisher Realty; Gerald A. Teel Company; Grayson L. Moss & 5 Associates; A. Scruggs Love & Associates; Max P. Arnold & Associates; National Valuation 6 Consultants; Resource Management International; 7 R.W. Beck; SVBK Consulting Group. The Selection Advisory Committee held a discussion 8 regarding those firms who had submitted proposals and have current business association with the 9 City. Ken Wheeler presented his opinion of each firm after having researched each firm's prior 10 accomplishments. 11 The subtotal ratings for the firms were: 12 Barlow Appraisal 1280* Barrett Appraisal 1450* 13 Bowes & Co. 1635 Coopers & Lybrand 1585 14 Desmond Marcello & Amster 1480* Fisher Realty 1695 15 Gerald A. Beck 1710 SVBK Consulting Group 1590 19 * 20 Disqualified - below 108 cutoff MOTION: Councillor Valencia made a motion that 21 the Selection Advisory Committee conduct interviews of the seven qualifying firms on 22 Saturday, January 7, 1995, 8:00 a.m. to 12:00 noon and 1:30 p.m. to 4:30 p.m. , seconded by Jerry 23 Trojan, the motion passed. Ken Needham voted nay 24 on the motion. The Selection Advisory Committee requested that 25 Nanette Houliston, Bill Lutz, and Ken Wheeler be 26 prepared with pertinent questions to ask of the firms. Also, the Selection Advisory Committee requested that the project manager of each firm be 27 the presenter at the interviews. 28 4. Other items of interest. 29 None. 30 MOTION: Jerry Trojan made a motion to adjourn the 31 meeting at 3:00 p.m. , seconded by Councillor Valencia, the motion carried unanimously. 82 I
