12-14-1994 t SELECTION ADVISORY COMMITTEE MEETING LAS CRUCES, NM 1 A meeting of the Selection Advisory Committee was held 2 on Wednesday, December 14, 1994 in the City Council Chambers, City Hall , 200 N. Church Street. 8 MEMBERS PRESENT: Councillor John Haltom 4 Councillor Gene Kennon Councillor Jack Valencia 5 Ken Needham, Utilities Jim Ericson, Development Services 6 Jerry Trojan, Assistant City 7 Manager OTHERS PRESENT: Mary Lou Skibyak, Purchasing 8 Steve Mack for Jerry Leyendecker 9 Lynn Stokes, Interim Director, Solid Waste Authority Art Garcia, GMA, Inc. 10 Flo Pierce, Recording Secretary 11 Councillor Haltom called the meeting to order at 1:05 p.m. 12 13 Approve the minutes from December 6, 1994. MOTION: Jim Ericson made a motion to approve the 14 minutes of December 6, 1994 as presented, seconded by Councillor Valencia, the motion carried unanimously. 15 Councillor Haltom reversed the order of agenda items so 16 that Councillor Kennon could be present for the evaluation of RFP #94-95-068. 17 18 1. other items of interest. Solid Waste Board - Ken Needham introduced Lynn 19 Stokes as the Interim Director of the Solid Waste Authority. The Solid Waste Authority would like 20 to have a transfer station designed. The RFP was drafted to go out through Dona Ana County 21 Purchasing Office. The Board desires to use cost as a factor but the State Purchasing Code does not 22 allow "cost as a factor." If there was an agreement allowing the RFP to be put through the 23 City SAC procedure, "cost as a factor" could be used. The RFP has been forwarded to the User's 24 Committee wherein the RFP will be put into the City's RFP format. Mr. Needham indicated that 25 this will be done sometime early next week. The only concern is that if the RFP is a City/County 26 project, the County should be represented as part of the evaluation team. Mr. Needham proposed that 27 some members of the City Selection Advisory Committee appoint members from the County with 28 Lynn Stokes as the Interim Director. Councillor Valencia offered to 29 member. up his seat for a county member. Jim Ericson and Jerry Trojan also 30 volunteered to relinquish their seats. Jerry Trojan will submit a letter to the County 31 Commission regarding the suggestions. The Selection Advisory Committee will meet on December 82 21, 1994 to review the responses to the RFP for f Aelikk 1 the appraisal service. County representatives 2 will be present for the SAC meeting on December 21, 1994. Interviews are not necessary for the 8 design phase. A motion was not needed on this item. 4 2. Evaluate RFP #94-95-068, Expansion of Joint 5 Utilities Building. 6 The two firms evaluated were: GMA, Inc. and Molzen-Corbin & Associates. 8 The subtotal ratings for the two firms were: GMA, Inc. 1575 9 Molzen-Corbin & Associates 1740 10 A 50-point local preference was awarded to GMA, Inc. GMA, Inc. have four jobs in progress (-100 11 points) , while Molzen-Corbin & Associates have six 12 jobs in progress (-150 points) . The subtotal ratings for the two firms before cost 13 proposals were reviewed were: 14 GMA, Inc. 1525 15 Molzen-Corbin & Associates 1590 16 The cost proposals for the two firms were: GMA, Inc. $38,900 17 Molzen-Corbin & Associates $88,000 18 The cost ratio points for the firms were: 19 GMA, Inc. 305 20 Molzen-Corbin & Associates 141 21 The total final ratings for the firms were: GMA, Inc. 1830 22 Molzen-Corbin & Associates 1731 23 MOTION: Councillor Valencia made a motion that the Selection Advisory Committee make a 24 recommendation to the City Council to award the 25 contract to GMA, Inc. , seconded by Jim Ericson, the motion passed unanimously. 26 The next meeting of the Selection Advisory Committee will be held on Wednesday, December 21, 1994 at 1:00 27 p.m. 28 MOTION: Councillor Valencia made a motion to adjourn meeting the � g at 1:45 p.m. , seconded by Jim Ericson, the motion carried unanimously. 30 31 82
