10-19-1994Spec SELECTION ADVISORY COMMITTEE MEETING LAS CRUCES, NM A special meeting of the Selection Advisory Committee was held on Wednesday, October 19, 1994 at 1:00 p.m. in the City Council Chambers, City Hall, 200 N. Church. MEMBERS PRESENT: Councillor Herculano Ferralez Councillor Gene Kennon Councillor Jack Valencia Jim White for Ken Needham, Utilities Division Jim Ericson, Development Services Jerry Trojan, Assistant City Manager OTHERS PRESENT: Mary Lou Skibyak, Purchasing Ken Wheeler, Consultant Shawna Burns, Recording Secretary Flo Pierce, Recording Secretary Councillor Gene Kennon called the meeting to order at 1:05 P.M. 1. Approve the minutes of October 12, 1994. The minutes of the October 12, 1994 were subject to review and will be approved at the next meeting. 2. Review RFP for Electric Utility Distribution System Appraisal Services. Members of the Selection Advisory Committee reviewed the proposed RFP and the following items were amended: Section 2, Paragraph 3, Line 5: . . . .distribution system consists of an estimated 1,000 circuit. . . . Section 5, A, Line 2: . . . .proposers must be acknowledged by signing of proposals. Section 6, A, Bullet 4: . . .description (minimum of 3 and maximum of 5) . . . . . Motion to approve by Councillor Valencia, seconded by Jim Ericson, motion carried unanimously. Section 6, A, Bullet 5: . . . .performed on behalf of clients. Motion to approve by Jerry Trojan, seconded by Councillor Valencia, motion carried unanimously. Section 8, Paragraph 1, Line 2: Recognizing that the lowest effective cost for professional services meets the public's best interest, the City will utilize the information presented in the proposal to negotiate a contract with the best rated proposer. Motion to approve by Jim Ericson, seconded by Councillor Ferralez, the motion carried unanimously. MOTION: Jim Ericson made a motion to approve the RFP as amended, seconded by Councillor Ferralez, the motion carried unanimously. i 3. Other items of interest. Mary Lou Skibyak indicated that she had contacted CLC Legal Department on the ramifications of the CVB proposal for full-service advertising. Legal has determined that an attempt should be made to negotiate a contract with the second firm, Barbara Montoya Productions. Jerry Trojan indicated that he would consult with Terry Bullock; if Terry is unable to negotiate good contract terms for a good quality product, he would make a recommendation to submit new bids. MOTION: Councillor Ferralez made a motion to adjourn the meeting at 1:55 p.m. , seconded by Jim Ericson, the motion carried unanimously.
