12-16-2004 ® Approved/4-21-05 SELECTION ADVISORY COMMITTEE MEETING LAS CRUCES, NM A Selection Advisory Committee meeting was held on Thursday, December 16, 2004, in the City Council Chambers, City Hall, 200 N. Church Street. MEMBERS PRESENT: Robert Romano, Chairperson, Financial Services for Mark Sutter David Maestas, Public Works Jorge Garcia, Utilities Christine Ochs, Community Development Brian Denmark, Facilities OTHERS PRESENT: John Tortelli, Purchasing Nora Silva-Jones, Purchasing Cathy Mathews, Community Development Chuy Garibay, Facilities Ted Novack, Facilities Lisa Murphy, Facilities Tom Murphy, Facilities 1. Call Meeting to Order. Robert Romano called the meeting to order at 9:15 a.m. 2. Evaluate Landscape Architectural Design and Services Request for Proposals. Chuy Garibay and Ted Novack joined the committee as the user department. Brian Denmark, along with Chuy Garibay and Ted Novack, gave their overview on the proposals that were submitted. Gutierrez Landscape did not include a technical proposal. Preference and cost were not factors. The subtotal ratings were: Consensus Planning 2080 Gutierrez Landscape 1745 Morrow Reardon, Wilkinson, Miller 2350 Sites Southwest 2210 The cutoff score was 2115. Firms falling within 10 percent of this score were considered. The firms of Morrow Reardon, Wilkinson, Miller and Sites Southwest had scores above the cutoff score. John subtracted 60 points from Sites Southwest for a job in progress. C Selection Advisory Committee 1 December 16, 2004 AM Approved/4-21-05 Two firms qualified for local preference. These were Gutierrez Landscape and Sites Southwest. Gutierrez Landscape received 87 local preference points and Sites Southwest received 105 local preference points. The total final ratings were: Consensus Planning 2080 Gutierrez Landscape 1832 Morrow Reardon, Wilkinson, Miller 2350 Sites Southwest 2258 By taking the total final rating scores and dividing by six raters, the scores using the 300 or above ranking was as follows: Consensus Planning 347 Gutierrez Landscape 305 Morrow Reardon, Wilkinson, Miller 392 Sites Southwest 376 If the top 10 percent criteria are used, there are only two firms that qualify. If the criteria of 300 or above ranking are used, then all four firms qualify. Brian would like to have all four firms. CMOTION: Brian Denmark moved and Jorge Garcia seconded to have the user department negotiate with those that qualify with the 300 ranking and above and make a recommendation to the City Council. Motion passed unanimously. Chuy Garibay and Ted Novack left the committee at this time. 3. Evaluate Transit Network Analysis Request for Proposals. Tom Murphy joined the committee as the user department. He gave his comments regarding the proposals. The subtotal ratings were: Goodman Corporation 2095 Nelson/Nygaard 2343 Transit Resource Center 2130 URS Corp. 1980 Wilbur Smith Associates 1910 The cutoff score was 2109. Firms falling within 10 percent of this score were considered. The firms above the cutoff score were Nelson/Nygaard and Transit Resource Center. Preferences, bonuses, deductions, and cost didn't apply. 1 . Selection Advisory Committee 2 December 16, 2004 Approved/4-21-05 MOTION: Brian Denmark moved and Christine Ochs seconded to have the user department negotiate a contract with the firm of Nelson/Nygaard and present it to the City Council for consideration. If the using department is unsuccessful in negotiating a contract with Nelson/Nygaard, they can pursue negotiating a contract with Transit Resource Center and present it to the City Council for consideration. Motion passed unanimously. Tom Murphy left the committee at this time. 4. Other Items of Interest There were no other items of interest. 5. Adjourn.
