03-09-2004 Approved 4-16-04 SELECTION ADVISORY COMMITTEE MEETING LAS CRUCES,NM A Selection Advisory Committee meeting was held on Tuesday, March 9, 2004, in the City Council Chambers, 200 N. Church, Las Cruces,NM. MEMBERS PRESENT: Mark Sutter, Chairperson, Financial Services Robert Garza, Public Works Gilbert Morales, Utilities Christine Ochs, Facilities Brian Denmark, Community Development OTHERS PRESENT: John Tortelli, Purchasing Nora Silva-Jones, Purchasing Robert Ebler, Public Works Cuco Perea, Public Works 1. Call Meeting to Order. Mark Sutter called the meeting to order at 1: 42 p.m. The interviews commenced at this time due to the fact that Christine Ochs was not in attendance at 1:30 p.m., and the committee waited until she arrived. 2. Interviews for the Storm Drain Master Plan. (W Bohannan-Huston, Camp Dresser& McKee, and Molzen-Corbin were each allotted a specific time to give their presentations to the committee that consisted of a 30-minute presentation followed by a 30-minute question and answer period. After the presentations were conducted, John Tortelli read the scores to the committee. The subtotal ratings were: Bohannan-Huston 1860 Camp, Dresser& McKee, Inc. 1380 Molzen-Corbin 1825 None of the firms have jobs in progress. This is a change from the last SAC meeting. Molzen-Corbin doesn't have jobs in progress. They have an engineering pricing agreement, so this doesn't count toward jobs in progress, so there will be no points deducted from any of the firms. The cost proposals were: Bohannan-Huston $188,888 Camp, Dressesr&McKee, Inc. $124,000 Molzen-Corbin $373,753 The cost ratio points were: Selection Advisory Committee 1 March 9,2004 Approved 4-16-04 '�- Bohannan-Huston 244 Camp, Dresser& McKee, Inc. 276 Molzen-Corbin 121 The ratings without the New Mexico preference were: Bohannan-Huston 2104 Camp, Dresser& McKee, Inc. 1656 Molzen-Corbin 1946 Five percent was added to the above scores except for Camp, Dresser& McKee, Inc. Bohannan-Huston 105 Molzen-Corbin 97 The total final ratings were: Bohannan-Huston 2209 Camp, Dresser& McKee, Inc. 1656 Molzen-Corbin 2043 rr MOTION: Robert Garza moved and Brian Denmark seconded to direct the user department to negotiate with the top-ranked firm of Bohannan-Huston and take our recommendation forward to the City Council. AMENDED MOTION: Robert Garza moved and Brian Denmark seconded to amend the main motion to also add that for some reason the user department is unable to negotiate a mutual beneficial contract with the top proposer that they be allowed to entertain negotiations with the second proposer if the first one falls through for any reason. Motion passed unanimously. 3. Other Items of Interest. The next SAC meeting will be held on Thursday, April 1, 2004. Brian stated that a Park Master Plan RFP will be forthcoming. Robert suggested that another SAC meeting to go over the Rules and Procedures be set up. Mark asked John to give the committee an update on the SAC Rules and Procedures at the April 1 meeting, and send out where we are with the revisions, so the committee can review it prior to the meeting. Mark indicated that the SAC interview process will be discussed at this meeting as well, because this might also impact what we need done on the SAC Rules and Procedures. 4. Adjourn.
