The board convened at 1300 at the Board Room of Branigan
Memorial Library. Roll call was taken. Present were Chairman Joe
Heintz, ( VFW Rep) AMVETS Rep Noel Cooley and Vietnam Vets Rep
Elsa Baker. This constituted a quorum. Donna McClanahan
represented Joe Skeen' s office and Kelly Smyer represented Jeff
Bingaman' s office. Warren Rogers was excused to make a trip to
California.
The minutes of the May meeting were approved.
Elsa Baker made a report on the status of the veteran' s
park, copy enclosed. There was a discussion of the type of ga-Zebo
to be erected. The decision was to wait to see what the city
comes up with before the board takes a strong stand.
Joe Heintz received a call from Washington about wanting a
cemetery here in Dona Ana County but there was a bad connection
so he could not understand much of what was being said. Fred
Frank is the chairman of the cemetery committee and will
investigate the matter more thoroughly.
There was a discussion of the number of supervisors required
by the VA and it was concluded that the VA was top heavy with
layers of bosses . Another matter was that service-connected
disabled veterans who are retired from the military have their
annuities deducted from their retired pay; however in October
1998 those retirees over 65 will have only fifty percent of their
annuity deducted and those over 70 will not have any deduction
and will all their retired pay.
There being no other business, the meeting adjourned at
1335. The next meeting will be at 1300 28 July.

Veterans Memorial Park. The Request for Proposal (RFP) has gone out. The
Pruchasing Department (City of Las Cruces) , placed a deadline of 5 PM 6 Juiv
1998 for responses. ,
The park design and monument design were provided with the RFP.
Those that respond to the RFP are to provide the following:
a) How much of the Veterans Memorial Park can you build for
$137,000 (figure rounded upward) ?
b) How much would you propose for the remainder of the work?
In addition, the respondants are to provide the following infor- -,'Lien :
a) Qualifications
b) Schedule
c) Capacity to perform the work in a timely manner
d) Approach to work
e) Amount of volunteer labor
f) Extent of responsibility
There is no guarantee that the Home Builders Association will respond.
If not, the City of Las Cruces will need to bid out the work.
On the subject of dedications, the following information was volunteered by
Joni Gutierrez (City of Las Cruces Landscape Architect) as to what has been done
in the past :
a) No ground breaking ceremony
b) Dedications have been done a lot of different ways
c) There is a dedication ceremony
d) Invitations are issued
e) Advertising takes place
f) Bleachers are set up
g) There are a couple of speakers
