01-24-2002 LAS CRUCES AREA TRANSIT (RoadRUNNER) TRANSIT ADVISORY BOARD MEETING MINUTES A meeting of the Transit Advisory Board (TAB) was held on January 24, 2002 at Conference Room 214, City Office Center, 575 South Alameda, Las Cruces, New Mexico Members Present: Charles Harvey, Chairman, Ms Jonah Garcia, Vice- Chairperson, Chris Ray, Catherine Peterson, and Jesus Frietze Members Absent: Mike Baumann and Mike Elrod Others Present: Lou Roman, Public Services Director; Mike Bartholomew, Transit Administrator; Dale Kemp, Transit Analyst; Mary Helen Sarabia, Secretary; Dave Carpenter, MPO/Planning Department; Jesus Garibay, Fleet Manager and Steve Davis, Transit Shop Foreman CALL TO ORDER AND ROLL CALL Mr Harvey called the meeting to order Roll call was taken, a quorum was present. Mr Bartholomew was introduced and welcomed onboard REVIEW AND APPROVAL OF MINUTES The Minutes of November 15, 2001, were approved as submitted upon a motion made by Ms. Peterson and seconded by Mr Ray UPDATES Mr Kemp gave a brief run down on Transit's budget changes. In the future, Transit will be required to report not only the number of people it transports but also the costs Ridership goals for FY 2002-2003 Fixed routes. 22.75 passengers per revenue hour (PPRH) Dial-A-Ride 3 71 PPRH Current ridership Fixed routes. 21 39; Dial-a- Ride. 3 76 This year Transit received $773,480 for operating the system (Section 5307 funds) And $495,015 (Section 5309) congressional earmark funds for buses. The City is also receiving $1,980,015 for an intermodal transfer facility Mr Bartholomew will be attending the South West Transit Association Annual Conference in Little Rock, Arkansas, January 27-29 He will be meeting with Josette Lucero, NMSHTD Bureau Director and Robert Patrick, FTA Regional Administrator Mr Kemp stated that the new arrangement with Facilities/Fleet is working Transit and Fleet have established a good working relationship Sections are meeting regularly, maintenance reports are being submitted to FTA as required, road calls are down, and preventive maintenance is being done on schedule Mr Garibay and Mr Davis were available to answer questions from the Board Mr Harvey thanked Mr Kemp for doing a great job during his term as Interim Transit Administrator Mr Kemp stated that Suzan Haas, RIDESHARE Coordinator will be working on new regional vanpool initiative Ms Sarabia announced that Albertsons would be selling bus passes (March 1) Passes will be available at the three Albertsons stores Mr Bartholomew and Mr Kemp will be meeting with Income Support Division staff to discuss Route 9 service to the new ISD office off Telshor Boulevard Ms. Garcia applauded the City's reorganization efforts She stated that it was a good decision Ms Garcia asked if Transit would consider taking one of the Board members to a conference She also encouraged Transit to think about possibly creating a (free) bus pass to distribute to persons in need of medical services Ms Garcia said that one of the challenges that La Clinica de Familia encounters is the lack of transportation and funds Mr Frietze mentioned that they have people coming in from Hatch for medical care and transportation (for medical purposes) is also an issue for them. He stated that he would like to see a link with various transportation providers so that people that need specialty care can get to Las Cruces from Hatch Mr Carpenter explained the manner in which transit projects are processed The MPO Policy Committee and Technical Advisory Committee approve projects, with input/recommendations from the Transit Advisory Board These Committees are focused primarily on planning and securing necessary funding Mr Carpenter also explained what happens with the money that Transit gets Although $750,000 was programmed for buses, that money was reduced due to the congressional earmark. The MPO had also not anticipated the $1 9 million for an intermodal transfer facility so that will have to be programmed back into their funding document. Mr Carpenter spoke about some of the things they are working on to improve public input: they are going through the process of getting a plan for the Job Access and Reverse Commute Program (welfare to work), they are going back through the process of updating the plan and getting it adopted by the Policy Committee and public input meetings will be held specifically on JARC in late March and April and also soon on the Transit Advisory Board- Minutes of 1/24/2002 2 Short Range Transit Plan They will also be creating a master mailing list to notify people that have an interest in the transportation area and to identify transportation projects that the MPO receives funding for Mr Carpenter announced that on February 14, a public input meeting was being held at Munson Center on the Public Involvement Plan Copies of the Plan and notice of the meeting will be sent to the Board prior to the meeting The Board will be sent a schedule of upcoming Board meetings for the year Ms Peterson asked for clarification about the difference between the senior citizen and handicapped category when registering for Dial-a-Ride services She said Munson citizens feel under served Persons with disabilities have priority because of ADA, thus persons who fall under both categories, should consider registering under ADA.
